07-23-1987 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 23, 1987 Present: Tom Valente, Mayor V. A. Marks, M.D., Vice Mayor Judy M. Pierman, President Pro Tem ' Kenneth H. Mays, D.M.D., Councilman Craig Mundt, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p.m. ROLL CALL All members of the Council and the staff were present. Councilman Mundt gave the invocation and Mayor Valente led the INVOCATION & Council and the public in the Pledge of Allegiance to the Flag. PLEDGE OF ALLEGIANCE The Minutes of Regular Session held Thursday, July 9, 1987 were APPROVAL OF approved as written. MINUTES Mayor Valente, on behalf of the Village, presented a plaque to PRESENTATION Glenn Packer and Charles Wright for their service on the Country OF PLAQUES Club Advisory Board and the Recreation Advisory Board, respe ctively. Plaques for those members of advisory boards who were not present at the meeting to receive them will be delivered to their homes. Council elected to have the bid award for the Public Safety ITEM MOVED FROM Department boat moved from the workshop session agenda, item 6 WORKSHOP TO (b), to the regular session agenda, item 11 (a). REGULAR The Minutes of Special Meeting of Country Club Advisory Board ACCEPTANCE OF held July 7, 1987 were accepted as written. MINUTES Councilman Mays moved that Bill No. 512 entitled: BILL 512 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SECOND AMENDING THE NORTH PALM BEACH COUNTRY CLUB BUDGET FOR FISCAL READING YEAR 1986-87 BY APPROPRIATION TRANSFER FROM THE ROF FUND FOR ADDITIONAL FENCING FOR PROTECTION OF THE 14th TEE AT THE NORTH PALM BEACH COUNTRY CLUB be placed on second reading and read by title alone. The motion was seconded by Vice Mayor Marks and passed 3-2, with Councilman Mundt and President Pro Tem Pierman opposed. Councilman Mays moved that Bill No. 512 be adopted as Ordinance BILL 512 No. 12-87. The motion ws seconded by Vice Mayor Marks and passed ADOPTED AS unanimously. ORD. 12-87 President Pro Tem Pierman moved that Resolution No. 25-87 RES. 25-87 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF BILL`S OUTBOARD MARINE, LAKE WORTH, FL, FOR PATROL BOAT FOR PUBLIC SAFETY DEPARTMENT IN THE AMOUNT OF $9,498.00, FROM ACCOIINT NO. 10-521-025-66490 (BOAT AND EQUIPMENT) be adopted. The motion was seconded by Councilman Mundt and passed unanimously. Minutes of Regular Session Held Thursday, July 23, 1987 Page 2 Councilman Mundt moved that we place a 1/4 page advertisement in the 90-page convention issue of QIIALITY CITIES `87 in the amount of $144.00 to be expended from Account No. 10-511-011-34910 (Legal Advertising). The motion was seconded by President Pro Tem Pierman and passed unanimously. President Pro Tem Pierman moved that we authorize the Village Manager to notify Seacoast Utilties, in writing, that North Palm Beach is interested in vying for the purchase of the utlility company. The motion was seconded by Vice Mayor Marks and passed unanimously. Councilman Mays moved that we authorize the Village Manager to direct the Public Services Department to construct and install speed bumps at Osborne Park. The motion was seconded by President Pro Tem Pierman and passed unanimously.
