Walker, Village Clerk Also Present: Attorney William Platow, Negotiator for the PBA Mr. Thomas M. Forbes, Negotiator for the Village of North Palm Beach Mayor Mundt called the Public Hearing to order at 7:30 p.m All members of the Council and the staff were present. The purpose of the Public Hearing is to allow the PBA and the Village Management to explain their positions with respect to the rejected recommendations of the Special Master. This is in accordance with Chapter 447-403 (c) and (d), Florida Statutes. Attorney William Platow, Negotiator for the PBA, made his presentation. Immediately after Mr. Platow`s presentation, Mr. Thomas M. Forbes, Negotiator for the Village of North Palm Beach, made his presentation. FORBES' PRESENTATION PERSONS WHO SPOKE ON BEHALF OF PBA MEMBERS ADJOURNMENT MINUTES OF SPECIAL SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD WEDNESDAY, MAY 21, 1986 Present: Craig Mundt, Mayor Tom Valente, Uice Mayor Kenneth H. Mays, D.M.D., President Pro Tem V. A. Marks, M.D., Councilman Judy M. Pierman, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Mundt called the Special Session to order at 9:15 p.m. All members of the Council and staff were present. The purpose of the Special Session is to deliberate the reports by both sides -- the Village of North Palm Beach and the PBA -- regarding a new contract with the Public Safety Department. Councilman Marks moved that we grant an increase of 4% effective January 1, 1986, substituting the proposed pay step plan effective October 1, 1986; that the contract would be effective for two years; that the starting pay for Public Safety Officers would be $18,000, and the starting pay for Dispatchers would be $12,000, with an increase to $12,600 after the probationary period; that we accept the Special Master's recommendations on every other item, with the exception of this wage. After discussion, Councilman Marks withdrew his motion. Mayor Mundt passed the gavel to Vice Mayor Valente and moved that Council consider accepting the PBA Special Master's Report on all ' the items under discussion as recommended by the Special Master, with the exception that the effective date of the contract terms be January 1, 1986, and at this time the Village rejects the pay step plan and all other items are accepted. The motion died for lack of a second. Councilman Pierman moved that we accept the Special Master's Report with the exception of the October 1, 1985 to January 1, 1986 and accept the pay step plan. The motion died for lack of a second. Vice Mayor Valente returned the gavel to Mayor Mundt. Mayor Mundt passed the gavel to Uice Mayor Valente and moved that we accept the report of the Special Master with the exception of the pay step plan; that we increase the salaries by 4% effective January 1, 1986; that the starting sa_la_ries of Dispatchers shall be $12,000, and shall be $12,600 upon completion of the probationary period, effective as of the date the Agreement is signed. However, a pay step plan is to be negotiated. The step plan submitted by the PBA is what is being rejected. A pay step plan is to be negotiated with the parties. The term of the Agreement shall be from October 1, 1985 to September 30, 1986. The motion was seconded by President Pro Tem Mays. ROLL CALL PURPOSE OF SPECIAL SESSION MOTION WITHDRAWN MOTION DIED FOR LACK OF A SECOND MOTION DIED FOR LACK OF A SECOND MOTION RE CONTRACT TERMS OF VILLAGE Councilman Marks moved to amend the motion as follows: that the AMENDMENT TO salary increase of 4% be retroactive to October 1, 1985. The MOTION FAILED motion was seconded by President Pro Tem Mays and failed 2-3, 2-3 with Councilman Marks and President Pro Tem Mays voting aye, and Mayor Mundt, Vice Mayor Valente and Councilman Pierman voting nay. Thereafter Council voted on the main motion which passed 4-1, MAIN MOTION with Mayor Mundt, Vice Mayor Valente, Councilman Marks and PASSED 4-1 Councilman Pierman voting aye and President Pro Tem Mays voting nay.
