04-24-1986 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, APRIL 24, 1986 Present: Craig Mundt, Mayor Tom Valente, Vice Mayor Kenneth H. Mays, D.M.D., President Pro Tem V. A. Marks, M.D., Councilman Judy M. Pierman, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Mundt called the Regular Session to order at 7:32 p.m. A71 ROLL CALL members of the Council were present except Vice Mayor Valente who arrived at 7:40 p.m. All members of the staff were present. Councilman Pierman gave the invocation and Mayor Mundt led the INVOCATION & Council and the public in the Pledge of Allegiance to the Flag. PLEDGE OF ALLEGIANCE The Minutes of Regular Session held Thursday, April 10, 1986 were APPROVAL OF approved as written. MINUTES Mayor Mundt, on behalf of the Village, presented a plaque to PRESENTATION Harriet Nolan in recognition of her six years of dedicated OF PLAQUE TO service as Councilwoman for the Village of North Palm Beach. HARRIET NOLAN Mayor Mundt, on behalf of the Uillage, presented a plaque to PRESENTATION George Finney in appreciation for his six years of service on the OF PLAQUE TO Code Enforcement Board. GEORGE FINNEY Mayor Mundt, on behalf of the Village, presented a plaque to PRESENTATION Jim Green in appreciation for his three years of service on the OF PLAQUE TO Country Club Advisory Board. MINUTES Councilman Pierman moved that Bill No. 480 entitled: BILL 480 PLACED ON FIRST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, & READ IN FULL CREATING A PLANNING COMMISSION FOR THE VILLAGE OF NORTH PALM BEACH, CREATING A BOARD OF ADJUSTMENT AS PART OF THE ZONING COMMISSION OF THE VILLAGE OF NORTH PALM BEACH, SETTING FORTH THE POWERS AND RESPONSIBILITIES OF THE PLANNING COMMISSION AND THE ZONING BOARD OF ADJUSTMENT, REGULATING NEW OR AMENDED SUBDIVISIONS WITHIN THE VILLAGE OF NORTH PALM BEACH, AND GENERALLY CREATING BY ORDINANCE THOSE COMMMISSIONS, BOARDS, POWERS AND RESPONSIBILITIES FORMERLY CONTAINED IN CHAPTER 163.215 THROUGH 163.300, FLORIDA STATUTES, WHICH PROVISIONS WERE REPEALED BY ACT OF THE FLORIDA LEGISLATURE, -- EFFECTIVE 10/01/85, AND PROVIDING AN EFFECTIVE DATE FOR THIS ORDINANCE. be placed on first reading and read in full. The motion was seconded by Vice Mayor Valente and passed unanimously. Councilman Marks moved that Bill No. 480 be placed on second BILL 480 PLACED reading, on an emergency basis, and read by title alone. The ON SECOND READING emergency is that there are matters to be adjusted and possible ON AN EMERGENCY zoning petitions pending, and since we now sit without such a BASIS & READ BY board, it is vital that the Village government continues to have TITLE ALONE these boards in existence. The motion was seconded by President Pro Tem Mays and passed unanimously. The motion was seconded by Councilman Pierman and passed unanimously. Vice Mayor Valente moved that Bill No. 482 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1985-86 BY APPROPRIATION TRANSFERS (OSBORNE PARK LOT PAVING) be placed on first reading and read by title alone. The motion was seconded by Councilman Marks and passed unanimously. Hyman Borax, Carol Hurst and Herb Kohl were nominated and appointed to the Code Enforcement Board for a term ending May 1, 1989. John Ridgway was nominated and appointed for a term ending May 1, 1987. Reg Grant, Margaret Davison, Joseph Edgley, William Skaryd and Glenn Packer were nominated for appointment to the Country Club Advisory Board. After the ballots were counted, it was determined that Reg Grant and Margaret Davison were appointed to the Country Club Advisory Board for a term ending May 1, 1988, and Glenn Packer was appointed for a term ending May 1, 1987. William Skaryd, Alice Bachman, S. Lynne Raha, Rett Miller, Charles Wright and Dean Dziczkowski were nominated for appointment to the Recreation Advisory Board. After the ballots were counted, it was determined that S. Lynne Raha and Alice Bachman were appointed to the Recreation Advisory Board for a term ending May 1, 1988. William Skaryd was appointed far a term ending May 1, 1987. L. A. Daniels and Jerry Gardner were nominated and appointed to the Library Advisory Board for a term ending May 1, 1988. Tom Kelsey, Donald Foy, Donald Small, Ivan Simmons, Gary Carothers, Robert Rowe and Mark Finney were nominated for appointment to the Planning Commission. After the ballots were counted, it was determined that Tom Kelsey, Donald Small and Robert Rowe were appointed to the Planning Commission for a term ending May 1, 1988. Ivan Simmons and Donald Foy were appointed for a term ending May 7, 1987. Gary Carothers was appointed as first alternate for a term ending May 1, 1987,-and Mark Finney was appointed as second alternate for a term ending May 1, 1987. All the current members of the Board of Adjustment were reappointed. H. Norm Bott and Mary Stevens were reappointed for a term ending May 1, 1989. John Nossal and Frank Young were reappointed for a term ending May 1, 1988. Frederick Singer was reappointed for a term ending May 1, 1987. Samuel Frisch was reappointed as first alternate fora term ending May 1, 1987, and Gail Vastola was reappointed as second alternate for a term ending May 1, 1987. Thomas Eissey, Anthony Bontempo, Alfonse Santoro, D. William Beebe and Frank Hollub were nominated and appointed to the Contractors Board for a term ending May 1, 1989. Ronald Hartung was nominated and appointed as first alternate for a term ending May 1, 1989, and Anthony Agrusa was nominated and appointed as second alternate for a term ending May 1, 1989. Minutes of Regular Session Held Thursday, April 24, 1986 Page 3 Vice Mayor Valente moved that Resolution No. 11-86 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE CODE ENFORCEMENT BOARD, COUNTRY CLUB ADVISORY BOARD, RECREATION ADVISORY BOARD, LIBRARY ADVISORY BOARD, PLANNING COMMISSION, BOARD OF ADJUSTMENT AND CONTRACTORS BOARD be adopted. The motion was seconded by President Pro Tem Mays and passed unanimously. William Young was nominated unanimously for the position of Village Historian. Therefore, he was appointed Village Historian for a term ending May 1, 1987. Councilman Marks moved that Resolution No. 12-86 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, APPOINTING A PERSON TO THE POSITION OF VILLAGE HISTORIAN be adopted. The motion was seconded by Vice Mayor Valente and passed unanimously. Councilman Marks moved that Resolution No. 13-86 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF CAR-COMM, INC., LAKE PARK, FLORIDA, FOR RADIO EQUIPMENT REPAIR AND MAINTENANCE IN THE AMOUNT OF $579.50 PER MONTH, GUARANTEED FOR TWELVE MONTHS, THE MONIES TO BE EXPENDED FROM VARIOUS ACCOUNTS be adopted. The motion was seconded by President Pro Tem Mays and passed unanimously. Councilman Marks moved that we authorize the Village Attorney to proceed with the necessary action to collect unpaid occupational license fees in the amount of $15,214 (plus penalty fees) from Jeffersons on a contingent basis of no fee, if no collection, and the fee will be either 25 percent of what is collected, or hourly rate, whichever is less. The motion was seconded by Vice Mayor Valente and passed unanimously. Councilman Marks moved that we declare items submitted to the Village Manager by department heads (copy of which is attached to the minutes of this meeting) as surplus and authorize the Village Manager to dispose of same, provided, however, that he may remove any item from surplus if he can find a use for it in some Village department. The motion was seconded by President Pro Tem Mays and passed unanimously. Councilman Pierman moved that we approve the expenditure of $450.00 from Account No. 10-511-011-35420 (Memberships and Dues) to join the Palm Beach County Municipal League. The motion was seconded by Councilman Marks and passed unanimously. Vice Mayor Valente moved that we authorize the Village Manager to proceed with plans for a dinner honoring the members of all Village Advisory Boards. Mayor Mundt passed the gavel to Vice Mayor Valente and seconded the motion. The motion passed 3-2, with Mayor Mundt, Uice Mayor Valente and Councilman Pierman voting aye, and President Pro Tem Mays and Councilman Marks voting nay. The only items with any net book value to them are the double broiler, oven and dining room and gold room drapes. All the other items listed have relatively little value. The equipment list- ed here is being stored at Anchorage Park in the old weight room. It was transferred there yesterday so that the kitchen is free and clear for the steam pressure people, painters and floor men. I have had several inquiries concerning this equipment and what we intend to do with it. One of those was a company that deals in new and used kitchen supplies and would be interested in purchasing some of it once declared surplus. The other inquiries were for specific items rather than the entire lot.
