09-26-1985 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 26, 1985 Present: Tom Valente, Mayor Al Moore, Vice Mayor Harriet Nolan, President Pro Tem Craig Mundt, Councilman Raymond J. Howland, Village Manager Joan Bernola, Finance Director Dolores R. Walker, Village Clerk Absent: V. A. Marks, M. D., Councilman Herbert L. Gildan, Village Attorney Mayor Valente called the Public Hearing to order at 7:00 p.m. -ROLL CALL All members of the Council were present except Councilman Marks, who was out of town. All members of the staff were present except the Village Attorney. The purpose of the Public Hearing is to hear the comments of the PURPOSE OF public concerning the proposed 1985-86 operating budget, PUBLIC HEARING including Federal Revenue Sharing Funds and the Country Club. Legal notice of this Public Hearing was published in The Post on LEGAL September 23, 1985 and was posted according to law. NOTICE Mr. Immanuel Grinn, 536 Greenway Drive, asked the Village Council COMMENTS FROM if it was not necessary to adopt the millage resolution and the THE PUBLIC ' budget ordinance at the public hearing on the budget rather than at the regular session following the public hearing. He said that F1 on da Statute 200.065 4 (d ) states that the adoption of the resolution and ordinance should be done at the public hearing. Our Village Attorney will research this and render his legal opinion on the matter. Mr. Grinn posed other questions which were of a procedural nature and not germane to the proposed 1985-86 budget per se. These questions were answered by the Village Council.
