08-11-2016 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA AUGUST 11, 2016 Present: David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tern Robert A. Gebbia, Councilmember Marls Mullinix, Councilmember James P. Kelly, Village Manager Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 7:55 p.m. All members of Council were present. All members of staff were present. SIMILAR USE PERMIT Discussion was held regarding the application submitted by MGA Heine 1 LLC for the issuance of a Special Use Permit to construct a one story, 1,000 square foot retail building with five parking spaces on the southeast corner of Alternate AIA and Lorraine Court within the CC Commercial Transitional Zoning District. Village Planner Jodi Nentwick gave an overview of the project and reviewed the retail uses permitted in the CC Commercial Transitional Zoning District. Mrs. Nentwick reported the Planning Commission voted unanimously in favor of the site plan at its July 2016 meeting. Mrs. Nentwick reported on conditions the applicant must meet: provide site lighting and photometric details; newly installed utility services must be underground; provide wall signage details per Section 6 -115 of the Village Code; provide mobilization plan and staging plan to Police, Fire, and Building departments; obtain right -of -way permits and Village approval for any road closure; and commence construction within one year from date of approval. Daniel Siemsen of Gentile Glas Holloway O'Mahoney & Associates, LLC, was present on behalf of the applicant. Mr. Siemsen displayed drawings depicting building elevations. Mr. Siemsen stated the actual color and dimensions of the signage would be subject to approval, once the tenant is identified. Discussion ensued on low intensity retail uses that would be compatible with the zoning district, such as cellular sales, interior design, or cabinet shop. This item was moved forward to the next Regular Session agenda. U.S. HIGHWAY 1 MEDIAN LANDSCAPING PROJECT Public Works Director Brian Moree presented the proposed landscape plan to replace plantings in the U.S. Highway One medians from Palmetto Road to Carolinda Drive. Services would be provided by Precision Landscape, Inc. under their existing contract with the Village at an estimated cost of $80,000.00 to $100,000.00. By consensus, the Council directed that the Planning Commission review the landscape plan prior to this item being placed on the Regular Session agenda. Mr. Moree was requested to provide Council with a plan depicting the proposed plantings in all nineteen medians. Minutes of Village Council Workshop Session held August 11, 2016 Page 2 of 2 OSBORNE PARK ATHLETIC FIELD CONDITION Discussion tools place concerning the condition of the west athletic field at Osborne Park. Public Works Director Brian Moree gave a presentation detailing the condition of the fields. Mr. Moree reviewed the actions taken by the Streets and Grounds Division staff to improve the field and return it to playable condition. Mr. Moree discussed options including continuing staff efforts to recover the existing field at an estimated cost of $4,000.00, or replacing the entire field with new turf at an estimated cost of $16,000.00. Council consensus was in favor of having the Village employees in the Streets and Grounds Division continue their work to recover the existing field (which has improved significantly due to their efforts) rather than expending funds to replace the turf. MASTER PLAN Dana Little, Urban Design Director, Treasure Coast Regional Planning Council ( TCRPC), presented the First Draft of the Master Plan and discussed key recommendations. Mr. Little noted the objectives are to improve mobility, quality of life, and the economic vitality of the Village, and create a Vision and Village Master Plan that illustrates strategies to achieve those objectives and to establish goals and policies to implement the Plan. Discussion took place regarding traffic and the recommended reduction of U.S. Highway One from six lanes to four lanes between the Parker Bridge and Northlake Boulevard. Discussion was held regarding mixed use projects. Anthea Gianniotes, TCRPC Urban Designer, addressed the Council concerning this issue. Discussion ensued on determining the order and timeline for completing recommended projects. Mr. Little noted that recommended projects were prioritized as high, medium, and low. TCRPC will work on a timeline of the order in which projects should be implemented. Regarding bike lanes, Mr. Kelly reported that due to engineering challenges posed by conditions on Lighthouse Drive, it was determined to begin with bike lanes on Anchorage Drive first. This item will be placed on the September 22, 2016 Workshop Session agenda for further discussion.
