10-10-1985 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, OCTOBER 10, 1985 Present: Al Moore, Vice Mayor Harriet Nolan, President Pro Tem Craig Mundt, Councilman V. A. Marks, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Absent: Tom Valente, Mayor Vice Mayor Moore called the Regular Session to order at 7:30 ROLL CALL p.m. All members of the Council were present except Mayor Valente, who was out of town. A71 members of the staff were present. Councilman Marks gave the invocation and Councilman Mundt led the INVOCATION & Council and the public in the Pledge of Allegiance to the Flag. PLEDGE OF ALLEGIANCE The following minutes were approved as written: APPROVAL OF MINUTES Minutes of Public Hearing on 1985-86 Operating Budget held Thursday, September 26, 1985 Minutes of Regular Session held Thursday, September 26, 1985 ' The following minutes stand as prepared: ACCEPTANCE OF MINUTES Minutes of Pension Board Meeting for Police/Fire Employees held August 9, 1985 Minutes of Pension Board Meeting for Police/Fire Employees held August 9, 1985 Minutes of Pension Board Meeting for Police/Fire Employees held September 9, 1985 Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held September 17, 1985 Mr. John Heffernan, Chairman of Special Events Committee, gave a presentation on the "Festival of the Arts" to the Village Council. In accordance with the recommendation of the Country Club COUNCIL FAVORABLY Advisory Board, President Pro Tem Nolan moved that the Village CONSIDERED THE Council favorably consider the "Festival of the Arts" as promoted "FESTIVAL OF THE by the Northern Palm Beach County Chamber of Commerce, subject to ARTS" adequate agreements being entered into between the Northern Palm Beach County Chamber of Commerce and the Village to protect the legitimate Village interests as contained on the record this evening. The motion was seconded by Councilman Marks and passed unanimously. Councilman Mundt moved that Bill No. 474 entitled: BILL 474 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, 1ST READING AMENDING SECTION 19-18 OF THE VILLAGE OF NORTH PALM BEACH Minutes of Regular Session held Thursday, October 10, 1985 Page 2 CODE BY CHANGING THE HOURS WHEN USE OF LAWN SPRINKLING WHICH AFFECTS PUBLIC SIDEWALKS TO CERTAIN TIMES BOTH BEFORE AND AFTER PUBLIC SCHOOL SESSION HOURS be placed on first reading and read by title alone. The motion was seconded by President Pro Tem Nolan and passed unanimously. Councilman Marks moved that Bill No. 475 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 2-176 (d) OF THE VILLAGE OF NORTH PALM BEACH CODE be placed on first reading and read by title alone. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Marks moved that Resolution No. 38-85 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING AND REAPPOINTING CERTAIN VILLAGE OFFICERS be adopted. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mundt moved that we approve the title of Fire Chief for the person hired to head the Public Safety Fire Department. The motion was seconded by Councilman Marks and passed unanimously. Councilman Marks moved that we approve the 1985-86 Village Employees' holiday schedule, (copy of which is attached to the minutes of this meeting). The motion was seconded by President Pro Tem Nolan and passed unanimously. The Village recognizes the right of the PBA and NAGE Unions to negotiate holidays. President Pro Tem Nolan moved that we authorize the Village Manager to sell by auction or sealed bids the 1976 20 ft. Sportsman boat and the 1980 Mariner 150 HP motor, formerly used by the North Palm Beach Public Safety Department, because it is surplus property. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Marks moved that we place on the agenda discussion of the library roof. The motion was seconded by President Pro Tem Nolan. After discussion, President Pro Tem Nolan moved that we have an emergency expenditure of $9,600.00, to be expended from Council Contingency Account No. 10-519-061-49911, to finish the library roof, this being contingent on the Village Attorney looking at the roof contract to make sure it is not covered under the present contract. The motion was seconded by Councilman Mundt and passed unanimously.
