03-28-1985 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 28, 1985 1 1 1 Present: Tom Valente, Mayor Al Moore, Vice Mayor V. A. Marks, M.D., Councilman Craig Mundt, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Beverly J. Kiselewski, Asst. to Village Clerk Absent: Harriet Nolan, President Pro Tem Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p. m. ROLL CALL All members of the staff and Council were present except President Pro Tem Nolan and Dolores Walker, Village Clerk, both were excused. Councilman Marks gave the invocation and Councilman Mundt led the INVOCATION & Council and the public in the Pledge of Allegiance to the Flag. PLEDGE OF ALLEGIANCE The Minutes of Regular Session held Thursday, March 14, 1985 were APPROVAL OF approved as corrected. MINUTES The following minutes stand as prepared: ACCEPTANCE OF MINUTES Minutes of Library Advisory Board meeting held February 26, 1985 Minutes of the Regular Session of the Planning Commission held March 5, 1985 Councilman Mundt moved that we accept the recommendation of the LIBRARY Library Advisoy Board to increase the postage from 20~ to 25~ for ADVISORY BD. mailing new or renewed Library cards. The motion was seconded by RECOMMENDATION Councilman Marks and passed unanimously. APPROVED Councilman Marks moved that we accept the proposal of the PLANNING CM. Planning Commission to amend the Village Ordinance, Section RECOMMENDATION 6-119(4), Changeable Copy Signs. Vice Mayor Moore seconded the APPROVED motion which passed unaminously. This item will be placed on the Workshop Session of April 11, 1985. Councilman Mundt moved that Bill No. 459 entitled: BILL 459 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SECOND READING AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1984-85 BY APPROPRIATION TRANSFERS be approved for second reading and enactment by title alone. The motion was seconded by Vice Mayor Moore and passed unanimously. A motion was made by Councilman Marks to adopt Bill No. 459 as Ordinance 3-85. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Marks moved that Bill No. 461 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1984-85 BY APPROPRIATION TRANSFERS. be placed on first reading and read by title alone. The motion was seconded by Vice Mayor Moore. BILL 459 ADOPTED AS ORDINANCE 3-85 BILL 461 PLACED ON FIRST READING After some discussion Councilman Mundt moved that Bill No. 461 be MOTION TO tabled because of the continuing aspects of the bill. The motion TABLE BILL died for lack of second. N0. 461 Minutes of Regular Session Held Thursday, March 28, 1985 Page 2 The motion to approve first Reading of Bill No. 461 was passed PASSAGE OF 3-1 Counciman Mundt being opposed. The bill will appear on the FIRST READING April 11, 1985 agenda for second reading. BILL N0. 461 Councilman Marks made the motion that we appoint Charles Finch MOTION TO and Gordon Lerner as members of the Police and Fire Pension APPOINT MEMBERS Board. The motion was seconded by Councilman Mundt and passed TO POLICE/FIRE unanimously. PENSION BOARD Councilman Marks moved that Resolution No. 11-85 entitled: RESOLUTION 11-85 ADOPTED A RESOLUTION OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE PENSION BOARD FOR POLICE AND FIRE EMPLOYEES OF THE VILLAGE OF NORTH PALM BEACH. be adopted. The motion was seconded by Councilman Mundt and passed unanimously. Vice Mayor Moore made the motion to authorize the Village Manager FIRMA to enter into a Risk Management Health Plan for Village employees. The motion was seconded by Councilman Mundt and passed unanimously. A motion was made by Councilman Marks to authorize the Village OUTSIDE CUSTODIAL Manager to go out for bids for an outside custodial service for SERVICE - REC. the Recreation Department. The motion was seconded by Councilman DEPARTMENT Mundt and passed unanimously. Councilman Mundt made the motion to authorize the' Mayor to sign LABOR the Contract between the Village and Forbes Labor Relations NEGOTIATOR Service Inc. for the purpose of employing Forbes as the labor CONTRACT relations firm for the Village and to serve as our Negotiator with PBA and NAGE. The motion was seconded by Vice Mayor Moore and passed unamimously. Councilman Mundt made the motion to adopt the Water Shortage WATER SHORTAGE Resolution. Vice Mayor Moore seconded the motion. After much RESOLUTION discussion the resolution failed with a vote of 2-2, Councilman Marks and Vice Mayor Moore being opposed. Councilman Mundt made the motion to approve the settlement VILLAGE VS. between the Village of Worth Palm Beach and Save the Winter Club. WINTER CLUB Councilman Marks seconded the motion. The motion passed 4-0.
