07-11-1985 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 11, 1985 Present: Tom Valente, Mayor Harriet Nolan, President Pro Tem Craig Mundt, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Absent: Al Moore, Vice Mayor V. A. Marks, M. D., Councilman Mayor Valente called the Regular Session to order at 7:30 p.m. -ROLL CALL All members of the Council were present except Vice Mayor Moore and Councilman Marks, who were on vacation. All members of the staff were present. Mayor Valente gave the invocation and Councilman Mundt led the INVOCATION Council and the public in the Pledge of Allegiance to the Flag. & PLEDGE OF ALLEGIANCE The following minutes were approved as written: APPROVAL OF MINUTES Minutes of Public Nearing on Bill No. 460 held Thursday, June 27, 1985 Minutes of Regular Session held Thursday, June 27, 1985 ' The following minutes stand as corrected: ACCEPTANCE OF MINUTES Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held June 18, 1985 The following minutes stand as prepared: Minutes of Library Advisory Board Meeting held June 25, 1985 Minutes of Code Enforcement Board Meeting held July 1, 1985 Concerning the recommendation of the Country Club Advisory Board COUNTRY CLUB that Council purchase a fairway mower, President Pro Tem Nolan AD. BD. moved that we hold this item in abeyance until budget time. The RECOMMENDATION motion was seconded by Councilman Mundt and passed unanimously. HELD IN ABEYANCE President Pro Tem Nolan moved that Bill No. 466 entitled: BILL 466 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, FIRST READING AMENDING CHAPTER 11 OF THE VILLAGE OF NORTH PALM BEACH CODE, THE ELECTRICAL CODE FOR THE VILLAGE, BY ADOPTING BY REFERENCE THERETO THE NATIONAL ELECTRIC CODE, 1984 fDITION, AND SETTING FORTH AMENDMENTS TO SAID NATIONAL ELECTRIC CODE be placed on first reading and read by title alone. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mundt moved that Bill No. 467 entitled: BILL 467 PLACED ON FIRST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1984-85 BY APPROPRIATION TRANSFERS (ROF - TENTING OF COUNTRY CLUB) Minutes of Regular Session Held Thursday, July 11, 1985 Page 2 be placed on first reading and read in total. The motion was seconded by President Pro Tem Nolan and passed unanimously. President Pro Tem Nolan moved that Bill No. 467 be placed on BILL 467 second reading and read by title alone. The motion was seconded PLACED ON by Councilman Mundt and passed unanimously. SECOND READING Councilman Mundt moved that Bill No. 467 be adopted as Ordinance BILL 467 No. 10-85. The motion was seconded by President Pro Tem Nolan ADOPTED AS and passed unanimously. ORD. 10-85 The reason for this ordinance being adopted on an emergency basis REASON FOR is that we have a serious termite problem at the North Palm Beach EMERGENCY ORD. Country Club which requires immediate action. President Pro Tem Nolan moved that Bill No. 468 entitled: BILL 468 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, FIRST READING AMENDING CHAPTER 2 OF THE VILLAGE CODE WHICH EMPOWERS THE GENERAL EMPLOYEES RETIREMENT BOARD WITH AUTHORITY TO DIRECT THE INVESTMENTS OF THE ASSETS OF THE GENERAL RETIREMENT FUND; BY GRANTING THE VILLAGE TREASURER THE AUTHORITY TO CARRY OUT ITS DUTY THROUGH AUTHORIZED AGENTS UNDER CERTAIN SPECIFIED LIMITATIONS be placed on first reading and read i n total . The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mundt moved that Bill No. 468 be placed on second BILL 468 ' reading and read by title alone. The motion was seconded by PLACED ON President Pro Tem Nolan and passed unanimously. SECOND READING President Pro Tem Nolan moved that Bill No. 468 be adopted as BILL 468 Ordinance No. 11-85. The motion was seconded by Councilman Mundt ADOPTED AS and passed unanimously. ORD. 11-85 Councilman Mundt moved that Bill No. 469 entitled: BILL 469 PLACED ON AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, FIRST READING AMENDING CHAPTER 2 OF THE VILLAGE OF NORTH PALM BEACH CODE BY AUTHORIZING THE VILLAGE TREASURER UNDER THE FIRE AND POLICE EMPLOYEE PENSION FUND, TO UTILIZE AGENTS TO PERFORM ITS DUTIES AND RESPONSIBILITIES UNDER THE FIRE AND POLICE EMPLOYEES PENSION FUND; AND FURTHER DIRECTING THAT FUNDS OF THE FIRE AND POLICE RETIREMENT FUND SHALL BE DEPOSITED WITH THE VILLAGE TREASURER be placed on first reading and read in total. The motion was seconded by President Pro Tem Nolan and passed unanimously. President Pro Tem Nolan moved that Bill No. 469 be placed on BILL 469 second reading and read by title alone. The motion was seconded PLACED ON by Councilman Mundt and passed unanimously. SECOND READING Councilman Mundt moved that Bill No. 469 be adopted as Ordinance BILL 469 No. 12-85. The motion was seconded by President Pro Tem Nolan ADOPTED AS and passed unanimously. ORD. 12-85 The reason for the above two ordinances being adopted on an REASON FOR emergency basis is because the inability to invest the funds of ORDINANCES BEING the employees could cause a substantial cash deficit in the funds ADOPTED ON AN and, therefore, it is important that they be invested as quickly EMERGENCY BASIS as possible. 1 Minutes of Regular Session Held Thursday, July 11, 1985 Page 3 President Pro Tem Nolan moved that we authorize the Mayor to execute the Interlocal Agreement between Palm Beach County and the Village of North Palm Beach concerning the Palm Beach County Countywide Beaches and Shores Council. The motion was seconded by Councilman Mundt and passed unanimously. There being no further business to come before the Council, the meeting was adjourned at 8:10 p. m.
