03-22-1984 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 22, 1984 V. A. Marks, M. D., Mayor Al Moore, Vice Mayor ' Harriet Nolan, President Pro Tem Craig Mundt, Councilman Tom Valente, Councilman R. J. Howland, Village Manager H. L. Gildan, Village Attorney Joan Bernola, Finance Director Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p.m. ROLL CALL All members of the Council and the staff were present. President Pro Tem Mundt gave the invocation and Mayor Valente led INVOCATION & the Council and the public in the Pledge of Allegiance to the PLEDGE OF Flag. ALLEGIANCE The organization of the Council is required by the Village COUNCIL Charter to be done at the next regular meeting of the Council ORGANIZATION following the election of any Councilman. Therefore, Council proceeded with its organization in accordance with Article III, Section 3, of the Village Charter. President Pro Tem Mundt nominated V. A. Marks for the office of V. A. MARKS ' Mayor of the Village of North Palm Beach. There being no further ELECTED MAYOR nominations, V. A. Marks was elected Mayor. Vice Mayor Marks nominated Al Moore for the office of Vice Mayor AL MOORE of the Village of North Palm Beach. Mayor Valente nominated ELECTED VICE Craig Mundt. Council then voted by ballot on the nominations MAYOR for Vice Mayor. Al Moore received three votes and Craig Mundt received two votes; therefore, Al Moore was elected Vice Mayor. Councilman Moore nominated Harriet Nolan for the office of HARRIET NOLAN President Pro Tem of the Village of North Palm Beach. President ELECTED PRESIDENT Pro Tem Mundt nominated Tom Valente. Harriet Nolan received PRO TEM three votes and Tom Valente received two votes; therefore, Harriet Nolan was elected President Pro Tem. The ballots shall be spread upon the minutes of the Council. The Village Manager placed the names of U. A. Marks as Mayor, Al PLACEMENT OF Moore as Vice Mayor, and Harriet Nolan as President Pro Tem on NAMES ON RES. proposed Resolution No. 10-84. 10-84 On motion of Councilman Moore, seconded by Councilwoman Nolan, RES. 10-84 all present voting aye, proposed Resolution No. 10-84 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, ' FLORIDA, APPOINTING CERTAIN OFFICERS FOR SUCH VILLAGE was read in full and adopted as read as Resolution No. 10-84. The Village Clerk administered the Oath of Office to Mayor Marks, OATHS OF Vice Mayor Moore, and President Pro Tem Harriet Nolan. These OFFICE oaths are in accordance with Section 2-41 of the Village Code and ADMINISTERED shall be spread upon the minutes of the Council. Minutes of Public Hearing on Bill No. 438 held Thursday, March 8, 1984 Minutes of Regular Session held Thursday, March 8, 1984 1 The following minutes were approved as written: Minutes of Special Session held Wednesday, March 14, 1984 Mayor Marks, on behalf of the Village, presented a Proclamation to Charles R. O'Meilia, Director of Public Services, proclaiming April 8-14, 1984 as "North Palm Beach Building Safety Week" in the Village of North Palm Beach. The Minutes of North Palm Beach Library Advisory Board Meeting held February 28, 1984 stand as prepared. Vice Mayor Moore moved that the item concerning the computer printer be placed on the Regular Session Agenda. The motion was seconded by Councilman Mundt and passed unanimously. On motion of Vice Mayor Moore, seconded by President Pro Tem Nolan, all present voting aye, proposed Resolution No. 11-84 entitled: APPROVAL OF MINUTES PROCLAMATION - NPB BUILDING SAFETY WEEK ACCEPTANCE OF MINUTES COMPUTER PRINTER PLACED ON REG. SESSION AGENDA RES. 11-84 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF FLORIDA HASCO, WEST PALM BEACH, FLORIDA FOR CARPETING FOR THE LOUNGE AT THE NORTH PALM BEACH COUNTRY CLUB IN THE AMOUNT OF $3,481.57 FROM ACCOUNT N0. 62.1-572-62.15 (CLUB RENOVATIONS) 1 was read in full and adopted as read as Resolution No. 11-84. On motion of Uice Mayor Moore, seconded by President Pro Tem Nolan, all present voting aye, proposed Resolution No. 12-84 entitled: RES. 12-84 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF CARPET SYSTEMS OF HIALEAH FOR CARPETING IN THE DINING ROOM, GOLD ROOM ANO LOBBY OF THE NORTH PALM BEACH COUNTRY CLUB IN THE AMOUNT OF $7,110.00 FROM ACCOUNT N0. 62.1-572-62.15 (CLUB RENOVATIONS) i was read in full and adopted as read as Resolution No. 12-84. Councilman Valente moved that we authorize the Mayor to execute the Agreement between Palm Beach County and the Village of North Palm Beach for the $8,000.00 grant for construction of the jogging trail. The motion was seconded by Vice Mayor Moore and passed unanimously. HEART (JOGGING) TRAIL Councilman Mundt moved that we approve the Proposal of Gail Young DINING ROOM Interiors in the amount of $1,175.00 for the cost of rods, WINDOWS - NPBCC shirred valance, drapery lining and installation labor for the dining room windows at the North Palm Beach Country Club. The motion was seconded by Councilman Valente and passed unanimously. Vice Mayor Moore moved that we submit the name of Harriet Nolan VILLAGE REP - as the Village representative for the Palm Beach County Erosion P.B. CTY. EROSION Prevention District Steering Committee. The motion was seconded PREVENTION DIST. by Councilman Mundt and passed unanimously. STEERING COMM. -2- Vice Mayor Moore moved that we authorize the Village Manager to AIR CONDITIONER purchase an air conditioning unit for the dispatch area of the FOR DISPATCH Public Safety Department at a cost not to exceed $1,000.00, to be AREA expended from Account No. 247-500. The motion was seconded by Councilman Valente and passed unanimously. Vice Mayor Moore moved that we place on the agenda for discussion MOTION RE the purchase of a computer printer at a cost of $1,500.00 to COMPUTER replace one of the existing printers in the Finance Department. PRINTER The motion was seconded by President Pro Tem Nolan. ' Vice Mayor Moore moved that we transfer $1,500.00-from Account BUDGET No. 13-513-64.95 (Lease Purchase Computer) to Account No. TRANSFER 13-513-63.15 (Computer Software Hardware). The motion was seconded by Councilman Mundt and passed 4-1, with President Pro Tem Nolan opposed. Councilman Mundt moved that we purchase a computer printer (for COMPUTER the Finance Department) at a cost not to exceed $1,500.00 to be PRINTER expended from Account No. 13-513-63.15 (Computer Software PURCHASE Hardware). The motion was seconded by Vice Mayor Moore and passed 4-1, with President Pro Tem Nolan opposed. President Pro Tem Nolan moved that we defend the Perry Cable TV VILLAGE TO rate appeal. The motion was seconded by Councilman Mundt and DEFEND PERRY passed unanimously.
