06-28-1984 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JUNE 28, 1984 Present- Al Moore, Vice Mayor Harriet Nolan, President Pro Tem Craig Mundt, Councilman Tom Valente, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney ' Dolores R. Walker, Village Clerk Absent: V. A. Marks, M. D., Mayor Vice Mayor Moore called the Regular Session to order at 7:30 p.m. ROLL CALL All members of the Council were present except Mayor Marks. All members of the staff were present. Councilman Mundt gave the invocation and Councilman Valente led INUOCATION the Council and the public in the Pledge of Allegiance to the & PLEDGE OF Flag. ALLEGIANCE The Minutes of Regular Session held Thursday, June 14, 1984 were APPROVAL OF approved as corrected. MINUTES The following minutes stand as prepared: ACCEPTANCE OF MINUTES Minutes of Regular Meeting of Planning Commission held June 5, 1984 Minutes of Meeting of Pension Board for General Employees held June 12, 1984 Minutes of Recreation Advisory Board Meeting held June 12, 1984 Councilman Mundt moved that we accept the recommendation from the MOTION TO Planning Commission concerning Satellite Dish Antennas. The ACCEPT RECOM- motion was seconded by Councilman Valente. MENDATION FROM PLANNING COMM. President Pro Tem Nolan moved to amend the motion to delete No. 3 MOTION DIED and No. 6, A and B of the Planning Commission's recommendation FOR LACK OF regarding Satellite Dish Antennas. The motion died for lack of a A SECOND second. Thereafter Council voted on the main motion which failed 2-2, MAIN MOTION with Councilman Mundt and Councilman Valente voting aye, and Vice FAILED 2-2 Mayor Moore and President Pro Tem Nolan voting nay. On motion of Councilman Valente, seconded by President Pro Tem BILL 448 PLACED Nolan -- 3-1, with Vice Mayor Moore opposed -- Bill No. 448 ON FIRST READING entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL_YEAR 1983-84 BY APPROPRIATION TRANSFERS was placed on first reading and read by title alone. Councilman Mundt moved that we reject the bid from Al Packer Ford REJECTION OF in the amount of $16,914.51 for the Fifteen Passenger Van for BID _- PASSENGER Public Safety Crime Prevention and for the Police Explorers. The VAN motion was seconded by Councilman Valente and passed unanimously. 1 1 l1 Minutes of Regular Session Held Thursday, June 28, 1984 Page 2 President Pro Tem Nolan moved that we approve the payment of $1,200 to Mr. R. M. Arsenicos, AIA, Architect, and the payment of $425 to Chane, Inc., Consulting Engineers, for work performed under the direction of Howard Searcy at the North Palm Beach Community Center, to be expended from Account No. 31-572-555-66313 (NPB Community Center). The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mundt moved that we authorize the Vice Mayor, in the absence of the Mayor, to execute the revised Interlocal Agreement between Palm Beach County and the Village of North Paim Beach, that was submitted by the County, (which would levy a four cent local option gas tax within Palm Beach County, with said tax being imposed effective September 1, 1984 and to remain in effect for a period not to exceed ten years from said date). The motion was seconded by Councilman Valente for discussion. After a lengthy discussion the motion failed 0-4, with Vice Mayor Moore, President Pro Tem Nolan, Councilman Mundt, and Councilman Valente voting nay.
