06-14-1984 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JUNE 14, 1984 Present: V. A. Marks,,M. D., Mayor Al Moore, Vice Mayor ' Harriet Nolan, President Pro Tem Craig Mundt, Councilman Tom Valente, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Uillage Attorney Dolores R. Walker, Village Clerk Mayor Marks called the Regular Session to order at 7:30 p.m. All ROLL CALL members of the Council and the staff were present. Mayor Marks gave the invocation and Councilman Mundt led the INVOCATION & Council and the public in the Pledge of Allegiance to the Flag. PLEDGE OF ALLEGIANCE The Minutes of Regular Session held Thursday, May 24, 1984 were APPROVAL OF approved as written. MINUTES Mayor Marks, on behalf of the Village, presented a plaque to Art PRESENTTION OF Ridlon in appreciation of his service on the North Palm Beach PLAQUE TO ART Country Club Advisory Board. RIDLON Mayor Marks, on behalf of the Village, presented a plaque to PRESENTATION OF Clyde Davenport in apprection of his service on the Code PLAQUE TO CLYDE Enforcement Board. DAVENPORT Mayor Marks made the following statement for the record: He MAYOR MARKS' thanked Mr. Immanuel Grinn for bringing the matter of the North STATEMENT FOR Shore High School after-prom party at the North Palm Beach THE RECORD Country Club on May 5, 1984, where liquor allegedly was served to minors, to Council's attention. He told him that we appreciate it very much, but that Council does not feel it is necessary to place this item on the agenda, since it is now a closed issue. He said it is unfortunate that it did happen -- but that it can't be undone -- and said the Council feels they have done everything necessary to ascertain that it never happens again. The following minutes stand as corrected: ACCEPTANCE OF MINUTES Minutes of Pension Board Meeting for Police/Fire Employees held March 7, 1984 The following minutes stand as prepared: Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held May 15, 1984 ' Minutes of Library Advisory Board Meeting held May 29, 1984 Minutes of Recreation Advisory Board Meeting held May 30, 1984 On motion of Councilman Mundt, seconded by Councilman Valente -- BILL 447 3-2, with Mayor Marks and Vice Mayor Moore opposed -- Bill No. PLACED ON 447 entitled: FIRST READ- ING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE USES PERMITTED IN CB ZONING TO ALLOW BAKERY Minutes of Regular Session Held Thursday, June 14, 1984 Page 2 SHOP, RETAIL; CANDY SHOP, RETAIL; CIGAR/TOBACCO SHOP; SEAMSTRESS; SHOE REPAIR SHOP; TAILOR SHOP; AND TO ELIMINATE THE USE IN CB ZONING OF HOTELS, MOTELS AND TIME SHARE UNITS. was placed on first reading and read by title alone. ' Vice Mayor Moore nominated Deborah A. Diaz for appointment to the Country Club Advisory Board. There being no further nominations, she was appointed to this Board. On motion of Vice Mayor Moore, seconded by Councilman Valente, all present voting aye, proposed Resolution No. 27-84 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING A MEMBER TO THE COUNTRY CLUB ADVISORY BOARD OF THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 27-84. Vice Mayor Moore nominated Herb Kohl for appointment to the Code Enforcement Board. There being no further nominations, he was appointed to this Board. On motion of President Pro Tem Nolan, seconded by Vice Mayor Moore, all present voting aye, proposed Resolution No. 28-84 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING A MEMBER TO THE CODE ENFORCEMENT BOARD OF THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 28-84. President Pro Tem Nolan nominated Don Kohl for appointment to the Pension Board for Fire and Police Employees as Chairperson. There being no further nominations he was appointed to -this Board. On motion of President Pro Tem Nolan, seconded by Councilman Mundt, all present voting aye, proposed Resolution No. 29-84 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH FLORIDA, APPOINTING A CHAIRPERSON TO THE PENSION BOARD FOR FIRE AND POLICE EMPLOYEES OF THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 29-84. Councilman Mundt moved that we authorize the Mayor to execute the contract with May Zima and Company for the audit for fiscal year ending September 30, 1984. The motion was seconded by Councilman Valente and passed unanimously. ' President Pro Tem Nolan moved that we approve adding Section 1.05, Harassment-Discrimination, to the Personnel Rules and Regulations of the Vi loge. The motion -was seconded by Councilman Mundt and passed unanimously. There being no further business to come before the Council, the meeting was adjourned at 8:20 p.m. Minutes recorded by: Dolores R.
