01-26-1984 VC REG-MMINUTES OF REGULAR SESSION OF-THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JANUARY 26, 1984 1 1 Present: Tom Valente, Mayor V. A. Marks, M.D., Vice Mayor Craig Mundt, President Pro Tem Al Moore, Councilman Harriet Nolan, Councilwoman Raymond J. Howland, Village Manager Herbert L. Gildan,. Village Attorney Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p.m. A71 members of the Council and the staff were present. President Pro Tem Mundt gave the invocation and Councilman Moore led the Council and the public in the Pledge of Alle- giance to the Flag. The Minutes of Regular Session held Thursday, January 12, 1984 were approved as written. Mayor Valente, on behalf df the Village, presented a plaque to Orla Moody for his service on the North Palm Beach Country Club Advisory Board. The Minutes of Pension Board Meeting for Police/Fire Em- ACCEPTANCE OF ployees held October 20, 1983; and the Minutes of Regular MINUTES Meeting of Planning Commission held January 3, 1984 stand as prepared. The Minutes of Pension Board Meeting for Police/ Fire Employees held January 19, 1984 will be sent back to the Board for correction. Councilman Moore moved that we add to the regular session agenda as Item 12 (d) the repair of the pool pump at the North Palm Beach Country Club. The motion was seconded by Vice Mayor Marks and passed unanimously. This item is being placed on the agenda this evening on. an emergency basis because the sandblasting has to be done before the new pump is delivered and, therefore, the business at hand could not wait until the next regular session of the Village Council which is scheduled for Thursday, February 9, 1984. Councilman Moore moved that Bill No. 433 entitled: ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES PRESENTATION OF PLAQUE TO ORLA MOODY ITEM ADDED TO AGENDA ON EMERGENCY BASIS BILL 433 PLACED ON SECOND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1983-84 BY APPROPRIATION TRANSFERS i be placed on second reading and read by title alone. The motion was seconded by Vice Mayor Marks and passed unan- imously. Councilwoman Nolan moved that.Bill No. 433 be adopted as Ordinance No. 3-84. The motion was seconded by President Pro Tem Mundt and passed unanimously. On motion of Councilwoman Nolan, seconded by President Pro Tem Mundt, all present voting aye, proposed Resolution No. 3-84 entitled: BILL 433 ADOPTED AS ORDINANCE N0. 3-84 RESOLUTION N0. 3-84 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF K & M ELECTRIC FOR 8 FIXTURES IN THE AMOUNT OF $1,360; THE BID OF SOUTHEASTERN PRESTRESS FOR 2 POLES IN THE AMOUNT OF $2,256; AND THE BID OF C. R. DUNN, INC. FOR INSTAL- LATION OF THE POLES IN THE AMOUNT OF $2,721, TO BE EXPENDED FROM FEDERAL REVENUE SHARING ACCOUNT N0. 36-572-63.17 was read in full and adopted as read as Resolution No. 3-84. Minutes of Regular Session Held Thursday, January 26, 1984 Page 2 Councilman Moore moved that we discuss Items 11 (b) and I1 (c) AGENDA ITEMS 11 (b) on the agenda (Resolution Nos. 4-84 and 5-84 concerning bid & 11 (c) DISCUSSED awards for carpeting for the North Palm Beach Country Club) BEFORE RESOLUTIONS before the resolutions are placed on the floor. The motion WERE PLACED ON THE was seconded by Vice Mayor Marks and passed unanimously. FLOOR After the discussion on the above, President Pro Tem Mundt CARPETING BIDS moved that we reject all bids on carpeting for the lounge, FOR NPBCC REJECTED dining room, gold room and lobby at the North Palm Beach ' Country Club. The motion was seconded by Councilman Moore and passed 4-1, with Vice Mayor Marks opposed. Councilwoman Nolan moved that we accept the Proposal of Ron PROPOSAL OF RON Oberg in the amount of $1,614.00, for labor to hang wallpaper OBERG FOR HANGING in several areas throughout the Country Club, the monies to WALLPAPER AT NPBCC be expended from Account No 62.1-572-62.15 (Club Renovations). ACCEPTED The motion was seconded by Councilman Moore and passed unan- imously. Councilwoman Nolan moved that we reject the proposal of free FREE LIBRARY MEMBER- membership for Village employees at the North Palm Beach SHIP FOR VILLAGE Library. Mayor Valente passed the gavel to Vice Mayor Marks EMPLOYEES REJECTED and seconded the motion. The motion passed 4-1, with Presi- dent Pro Tem Mundt opposed. Vice Mayor Marks returned the gavel to Mayor Valente. President Pro Tem Mundt moved that we accept the Proposal of FERTILIZER PURCHASE Atlantic Fertilizer & Chemical Company for 14 tons of fertil- FOR NPBCC GOLF COURSE izer at $132.24 per ton, for a total price of $1,851.28, to APPROVED be expended from Account No. 11.1-572-52.23 (Fertilizer and Chemicals) for the Country Club Golf Course. The motion was seconded by Vice Mayor Marks and passed unanimously. ' Councilman Moore moved that we loan the Country Club (for VILLAGE TO LOAN the repair of the pool pump) the amount of $11,000.00 from NPBCC $11,000 FOR Council Contingency Account No. 61-519-99.11, to be trans- REPAIR OF POOL ferred to Account No. 12.1-572-46.50 (R & M Machinery & PUMP Equipment), said money to be loaned.at,the lowest interest rate that the Village is presently receiving on invested funds, to be repaid within this budget year. The motion was seconded by Vice Mayor Marks and passed unanimously.
