Gildan, Village Attorney Absent: Dolores R. Walker, Village Clerk Mayor Marks called the Regular Session to order at 7:30 p.m. All ROLL CALL members of the Council were present. All members of the staff were present except the Village Clerk, who is on vacation. Councilman Mundt gave the invocation and Councilman Valente led INVOCATION & the Council and the public in the Pledge of Allegiance to the PLEDGE OF Flag. ALLEGIANCE The Minutes of Regular Session of Thursday, July 26, 1984 were APPROVAL OF approved as written. MINUTES Mayor Marks, on behalf of the Village, read and presented a PROCLAMATION - Proclamation proclaiming August 18, 1984 as "Volunteer Fire "VOLUNTEER FIRE fighters Recognition Day" to Ted Bowdler and Wi77iam Carson, FIGHTERS RECOG- Assistant Fire Chiefs of the North Palm Beach Public Safety NITION DAY" Department. The following minutes stand as corrected: ACCEPTANCE OF MINUTES Minutes of Planning Commission Meeting held July 3, 1984 Minutes of Country Club Advisory Board Meeting held July 17, 1984 Minutes of NPB Contractors Board Meeting held August 1, 1984 The recommendation of the Country Club Advisory Board that CC AD. BD. Council appropriate an additional $3,200 from the Reserve RECOMMENDATION Operation Fund to resurface tennis courts 3 and 4 was removed REMOVED FROM from the agenda. AGENDA On motion of Councilman Mundt, seconded by Councilman Valente -- BILL 449 4-1, with Vice Mayor Moore opposed -- Bill No. 449 entitled: PLACED ON SECOND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1983-84 BY APPROPRIATION TRANSFERS was placed on second reading and read by title alone. Councilman Mundt moved that Bill No. 449 be adopted as Ordinance BILL 449 No. 17-84. The motion was seconded by Councilman Valente and ADOPTED AS passed 4-1, with Vice Mayor Moore opposed. ORD. 17-84 On motion of President Pro Tem Nolan, seconded by Councilman RES. 33-84 Mundt -- 4-1, with Vice Mayor Moore opposed -- proposed ADOPTED Resolution No. 33-84 entitled: Minutes of Regular Session Held Thursday, August 9, 1984 Page 2 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF SCREENCO NORTH, RIVIERA BEACH, FLORIDA, FOR 42 INCH HIGH ALUMINUM RAILING IN THE AMOUNT OF $6,640.00, FROM ACCOUNT N0. 10-572-042-33415 (CONTRACTUAL SERVICES - WINTER CLUB) ' was read in full and adopted as read as Resolution No. 33-84. Councilman Mundt nominated Mitchell Beers for appointment to the Recreation Advisory Board. President Pro Tem Nolan nominated William Moran. The Council voted unanimously for Mitchell Beers; therefore, he was appointed to the Recreation Advisory Board. On motion of Vice Mayor Moore, seconded by Councilman Mundt, all present voting aye, proposed Resolution No. 34-84 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING A MEMBER TO THE RECREATION ADVISORY BOARD OF THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 34-84. Vice Mayor Moore moved that we do not participate in the County Interlocal Agreement (covering Community Development Block Grant activities). The motion was seconded by President Pro Tem Nolan and passed unanimously. Councilman Valente moved that we approve the payment of $512.75 to Mudrick, Witt & Levy Reporting Agency, Inc. for the deposition of Ed Cox and transcript, to be expended from Account No. 31-572-555-66313 (NPB Community Center). The motion was seconded by Councilman Mundt and passed unanimously. The meeting was recessed at 8:25 p.m. and was reconvened at 8:35 p.m. Vice Mayor Moore moved that we place the Yeckes-Luchner Community Center Contracts on the agenda for consideration and discussion. The motion was seconded by Councilman Valente. The first contract covers the handling of the bid package and specifications for the reapplication of the polyurethane gymnasium floor surface at the Community Center. The second contract covers the architects work to prepare bid packages for the balance of the items listed on the punch list prepared by the architect and consultants that have recently been working for the Village. RES. 34-84 ADOPTED COUNCIL NOT TO PARTICIPATE IN COUNTY INTERLOCAL AGREEMENT (CDBG) APPROVAL OF PAY- MENT - DEPOSITION OF ED COX RECESS MOTION TO PLACE YECKES-LUCHNER CONTRACTS ON AGENDA The Council discussed the first contract. Thereafter Vice Mayor COUNCIL AGREES Moore moved that the Council agrees that we sign a contract with TO SIGN FIRST the architects, Yeckes-Luchner, as pertained in their letter of CONTRACT WITH August 9, 1984 (copy attached to the minutes of this meeting). YECKES-LUCHNER The motion was seconded by Councilman Valente and passed unanimously. The Council discussed the second contract. Thereafter President COUNCIL AGREES Pro Tem Nolan moved that the Council approve the signing of the TO SIGN SECOND contract with Yeckes-Luchner concerning completion of the punch CONTRACT WITH list items for the North Palm Beach Community Center, with the YECKES-LUCHNER proviso that the architects are not to exceed thirty paid hours unless approved by the Council. Highway One North Palm Beach, Florida 33408 ARCHITECT: Yeckes-Luchner Architects, P.A. 784 U.S. Highway One North Palm Beach, Florida 33408 PROJECT: Completion of punch list items for the North Palm Beach Community Center .SCOPE OF SERVICES: Architects shall prepare a bid package of items listed in punch lists prepared by architect, client and client's consultants. Architects shall assist client in receipt and tablulation of bids, award of bid$ and shall administer the contract for construction as per American Institute of Architects, '-' Farm B-141, Article 1.5, "Administration of the ,Construction contract". COMPENSATION: _ _ Architectural services, as listed, will be rendered at an hourly rate at $75 per hour for alt work performed on this project. To be paid as follows: A. Initial retainer, due prior to start of project $500.00 B. Remainder billed monthly in proportion to services rendered C. Not to exceed 30 hrs. unless approved by C~i~t- Engineering fees and reimbursable expenses will be billed at 1.5 times actual expense. Reimbursables shall include photocopies, blueprints, etc. SERVICES NOT INCLUDED: The services listed below are not part of this agreement and shall not be considered the responsbiiity of the architect: A. SCOPE OF SERVICES: Architects shall prepare a bid package from specifications provided by owner's engineer to effect a re-application of the polyurethane floor surface. Architects shall assist client in receipt and tabu- lation of bids, award of bids, and shall " ' administer the contract for construction . as per American Institute of Architects, Form B-141, Article I.5,'"Administration of the Construction contract". Remedial Flooring Installation Subcontractor shall inspect existing concrete slab-on-grade surface at the North Palm Beach Community. Center, prior to submitting a bid on the remedial construction. The urethane topping shall be "Chem Turf" or approved equal applied in strict accordance with the manufacturers,, recommendation as verified by North Palm Beach ,. Special Materials Consultant. A. B. (ASTM D 395). 100-150 P.S.I. @10$ 150$-350$ (ASTM D 412). Complete ~~ i I 9.2 Existing expansion joint material at the center of the i ,gymnasium floor shall be removed, inspected, and replaced with a material approved by the North Palm Beach Special Material Consultant. I, 9.3 The remedial floor treatment shall have a full two year guarantee covering all workmanship and materials from the i ' supplier. The. completed urethane floor will contain all I. gamelines as originally specified, and the finished appearance and I; performance. of the urethane surface, sha1J, be that.of. _ `an entirely new floor. The• minimum thickness of the subject urethane floor. treatment shall be 3/II"; a light lift of resin shall also be placed over all other areas of existing urethane ~. flooring on the west portion of the subject facility. :, 9.4 Execution and Inspection: + ' L' 9.¢.1 Concrete sub-base shall be instrument checked by . flooring contractor and any discrepancies reported inswriting to the Owner. The flooring contractor shall i correct deficiencies'in the sub-base and thoroughly I clean substance prior to application. I, _ 9.5 Installation: i I 9.5.1 Prime concrete sub-floor at the rate of 300 to 400 I square feet per gallon. The entire slab shall be completely primed and allowed to dry prior to application of urethane. 9.5.2 Apply 2" PVC Duct tape over all concrete construction • 7 joints to provide for sub-base expansion or contraction. 9.5.3 Apply urethane resin in two lifts to achieve ^ specified minimum 3/8" thickness, using special mixing and metering equipment. 9.5.4 After urethane has proper`^~y cured,~apply Sealcoat at ;, Yate of 500 to 700 square feet p~;r gallon. 9.5.5 Apply Coatings 'in accordance with the following: 9.5.5.1 Smooth Finish - One coat of clear flat topcoat at the rate of 180 square feet per gallon. •9.5.6 Paint gamelines in accordance with attached sketch. Gameline paints will be covered by a Sealcoat. 9.5.7 Upon completion of the installation, the flooring contractor shall remove from the jobsite all unused materials, tools, equipment and dispose of all rubbish properly. 9.6 Final Inspection Prior to Payment: 9.6.1 It shall be the responsibility of the flooring contractor protect the finished floor from the time that the urethane application is completed until ready for final inspection and acceptance by the Owner or his agent. 9.6.2 No traffic or other trades shall be allowed on the finished floor £or a period of 72 hours following completion. 9.6.3 No smoking, open flames, or sparks from electrical equipment shall be permitted during the application of materials. 9.6.4 The North Palm Beach Special Materials Consultant r will perform a final inspection prior to Final Payment of the Remedial Contractor. ~,
