08-23-1984 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL_OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 23, 1984 Present: V. A. Marks, M. D., Mayor Al Moore, Vice Mayor Harriet Nolan, President Pro Tem Craig Mundt, Councilman Tom Valente, Councilman Raymond J. Howland, Village Manager Thomas J. Yeager, Village Attorney Dolores R. Walker, Village Clerk Mayor Marks called the Regular Session to order at 7:30 p.m. all members of the Council and the staff were present. Councilman Valente gave the invocation and President Pro Tem Nolan led the Council and the public in the Pledge of Allegiance to the Flag. The Minutes of Regular Session held Thursday, August 9, 1984 were approved as written. The following minutes stand as prepared: Minutes of Meeting of North Palm Beach Code Enforcement Board held August 6, 1984 Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held August 21, 1984 Councilman Mundt moved (for discussion only) that we approve the recommendation of the Country Club Advisory Board that pool rates for Juniors be set at $115.00 for residents and $130.00 for non-residents. The motion was seconded by Councilman Valente and failed 2-3, with Councilman Mundt and Councilman Valente voting aye, and Mayor Marks, Vice Mayor Moore and President Pro Tem Nolan voting nay. Councilman Mundt moved that we let the attorneys go ahead with the proceedings to recover the cost of damages in the Save the Winter Club law suit. The motion was seconded by Councilman Valente and passed 3-2, with Vice Mayor Moore and President Pro Tem Nolan opposed. President Pro Tem Nolan moved that Bill No. 450 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1983-84 BY APPROPRIATION TRANSFERS be placed on first reading and read by title alone. The motion was seconded by Councilman Mundt and passed unanimously. t Councilman Valente moved that Bill No. 451 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1983-84 BY APPROPRIATION TRANSFERS be placed on first reading and read by title alone. The motion was seconded by Councilman Mundt and passed 4-1, with Vice Mayor Moore opposed. ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACCEPTANCE OF MINUTES CC AD. BD. RECOMMENDATION FAILED 2-3 COUNCIL AUTHOR- IZED ATTORNEYS TO PROCEED WITH SAVE THE WINTER CLUB LAW SUIT BILL 450 PLACED ON FIRST READING BILL 451 PLACED ON FIRST READING Minutes of Regular Session Held Thursday, August 23, 1984 Page 2 L~' ~~ On motion of President Pro Tem Nolan, seconded by Councilman RES. 35-84 Mundt, all present voting aye, proposed Resolution No. 35-84 ADOPTED entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF BEMIS CO., INC., TERRE HAUTE, INDIANA FOR 3,000 BOXES OF POLYEHTYLENE REFUSE BAGS IN THE AMOUNT OF $5.86 PER BOX, FOR A TOTAL OF $17,580.00, FROM ACCOUNT N0. 10-000-000-14130 (GARBAGE BAG INVENTORY) was read in full and adopted as read as Resolution No. 35-84.. President Pro Tem Nolan moved (for discussion only) that we MOTION TO approve the details for the interior of the proposed EMS modular APPROVE DETAILS building. The motion was seconded by Councilman Valente. FOR INTERIOR OF EMS MODULAR BLDG. Uice Mayor Moore moved that we divide the building in half, and EMS BLDG. TO BE that EMS would use one-half, and the other half would be used for DIVIDED IN HALF other purposes (such as an open area for the meetings of the volunteer firemen and a training program). The motion was seconded by Councilman Mundt and passed unanimously.
