09-08-1983 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 8, 1983 1 1 1 Present: V. A. Marks, M. D., Vice Mayor Craig Mundt, President Pro Tem Al Moore, Councilman Raymond J. Howland, Village Manager Joan C. Bernola, Finance Director Dolores R. Walker, Village Clerk and Councilwoman Nolan. All members of the staff were present except the Village Attorney. Absent: Tom Valente, Mayor Harriet Nolan, Councilwoman Herbert L. Gildan, Village Attorney Vice Mayor Marks called the Public Hearing to order at 7:00 p.m. ROLL CALL All members of the Council were present except Mayor Valente The purpose of the Public Hearing is to hear the comments of the public concerning the proposed 1983-84 operating budget, including Federal Revenue Sharing Funds and the Country Club. There was no legal notice of this Public Hearing published. The TRIM (Truth in Millage) bill stipulated. that the Palm Beach County Tax Assessor send out a Notice-of Proposed Property Taxes to every owner of real property in the County. Therefore, it was not necessary far the Village to publish legal notice of this Public Hearing in the newspaper. However, it was necessary to publish a legal notice concerning the use .of Federal Revenue Sharing Funds in the proposed 1983-84 operating budget. This legal notice was published in The Post on August 37, 1983 and posted according to law. Mr. Arthur Uiksne, 724 Prosperity Farms Road, stated that he did not feel the Village had a full service 911 program, basically because we did not have the ANI-ALI system, which is the system with the capability to trace a call's origin when the dispatcher can`t get information needed to respond to an emergency call. Mr. Bob Russell, Old Port Cove, stated that the Village should reconsider Public Safety funding for next year. He said he has had a look at some of the equipment they are using and it seemed to him there ought to be some funds to buy some new equipment. He suggested that the Council take the money from the sale of a confiscated drug boat and allocate. it to Public Safety. Mrs. James S. Smith, Old Port Cove, stated that those living in the north end of the Village are left out on just about everything. He complained about the Parker Bridge being open so much of the time, the traffic problems near the bridge and the medians which lack curbing. The questions posed by Messrs. Viksne, Russell and Smith were answered by the Village Council, and all comments directed toward the Council by these gentlemen were taken into consideration. Minutes recorded by: Dolores R.
