10-13-1983 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, OCTOBER 13, 1983 Present: Tom Valente, Mayor V. A. Marks, M. D., Vice Mayor Craig Mundt, President Pro Tem ' Al Moore, Councilman Harriet Nolan, Councilwoman Raymond J. Howland, Village Manager Thomas Yeager, Village Attorney Dolores R. Walker, Village Clerk Mayor Valente called the Regular Session to order at 7:30 p.m. ROLL CALL All members of the Council and the. staff were present. Vice Mayor Marks gave the invocation and Councilman Moore led INVOCATION & the Council and the public in the Pledge of Allegiance. PLEDGE OF ALLEGIANCE The following minutes were approved as written: APPROVAL OF MINUTES Minutes of Public Hearing on 1983-84 Operating Budget held Thursday, September 22, 1983 Minutes of Regular Session held Thursday, September 22, 1983 Councilwoman Nolan moved that.we remove Items 11 (a) and 11 (b) MOTION TO REMOVE from tonight's agenda. The motion was seconded by Councilman ITEMS FROM AGENDA ' Moore and failed 2-3, with Mayor Valente, Vice Mayor Marks FAILED and President Pro Tem Mundt opposed. Mayor Valente, on behalf of the Village, presented a Procla- PRESENTATION OF motion to John Stevens proclaiming the week of October 16-22, PROCLAMATION - 1983 as "Handicapped Awareness. Week" in the Village. "HANDICAPPED AWARENESS WEEK" The following minutes stand as corrected: ACCEPTANCE OF MINUTES Minutes of Regular Meeting of Planning Commission held September 6, 1983 Minutes of Regular Meeting of Planning Commission held October 4, 1983 The following minutes stand as prepared: Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held September 20, 1983 Concerning the recommendation of the Planning Commission to PLANNING COMM. annex the property next to Benjamin School, Vice Mayor Marks RECOMMENDATION moved that we proceed to annex the parcel of property immediate- ACCEPTED ' ly east of Benjamin School. The motion was seconded by Council- woman Nolan and passed unanimously. Concerning the recommendation of the Planning Commission that PLANNING COMM. if the property next to Benjamin School is annexed, that it be RECOMMENDATION rezoned to C-1, Councilman Moore moved to not accept this REJECTED recommendation. The motion was seconded. by Councilwoman Nolan and passed unanimously. Board that if funds are available from R.O.F., present repairs RECOMMENDATION should be made to improve the condition of the tennis courts, REJECTED Councilwoman Nolan moved that we not accept this recommendation. The motion was seconded by Councilman Moore and passed unanimously. The meeting was recessed at 7:50 p.m. and was reconvened at 7:55 p.m. Councilman Moore moved that Resolution No. 40-83 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PAL~4 BEACH, FLORIDA, ACCEPTING THE BID OF DELTA DEMOLITION, NORTH PALM BEACH, FLORIDA, FOR DEP10LITION OF THE WINTER CLUB IN THE AMOUNT OF $13,434.00 FROM ACCOUNT N0. 61-519- 99.11 (COUNCIL CONTINGENCY) C 1 be rejected. The motion was seconded by Councilwoman Nolan. During the discussion on the motion, several persons in the audience addressed the Council and asked that the Winter Club not be demolished. Some of these persons were present at the Regular Session of the Village Council on September 22; 1983, and had informed the Council at. that meeting that they would be back this evening with a proposal to save the building. They asked the Council to give them three months time to further pursue ways and means to save the Winter Club. Ridgway 745 Jacana Way RECESS MOTION TO REJECT RES. 40-83 REQUEST THAT WINTER CLUB NOT BE DEMOLISHED PERSONS WHO SPOKE IN FAVOR OF SAVING THE WINTER CLUB PERSONS WHO SPOKE AGAINST SAVING THE WINTER CLUB Minutes of Regular Session Held Thursday, October 13, 1983 Page 3 1 1 1 Thereafter Council voted on the motion to reject Resolution MOTION TO REJECT No. 40-83, which failed 2-3, with Mayor Valente, Vice Mayor RES. 40-83 FAILED Marks and President Pro Tem Mundt opposed. Vice Mayor Marks moved that Resolution No. 40-83 be adopted. RES. 40-83 The motion was seconded by President Pro Tem Mundt and passed ADOPTED 3-2, with Councilman Moore and Councilwoman Nolan opposed. President Pro Tem Mundt moved. that Resolution No. 41-83. RES. 41-83 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL. OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF HEAVY CONSTRUCTION, NORTH PALM BEACH, FLORIDA, FOR FILL DIRT IN THE AMOUNT OF $2.75 PER CUBIC YARD (TOTAL AMOUNT $6.,050.00) TO BE EXPENDED FROM ACCOUNT N0. 61-519-99.11 (COUNCIL CONTINGENCY) be adopted. The motion was seconded. by Vice Mayor Marks and passed 3-2, with Councilman Moore and Councilwoman Nolan opposed. Councilwoman Nolan moved that we continue the Lung and Cancer LUNG AND CANCER Card Programs at the North Palm Beach Country Club and also CARD PROGRAMS increase the cart fees for persons using the Lung and Cancer TO BE CONTINUED Cards by $2.00. The motion was seconded by Vice Mayor Marks AT NPBCC and passed 4-1, with Councilman Moore opposed.
