Mayor Valente called the Regular Session to order at 7:30 p.m.
All members of the Council and the staff were present.
Vice Mayor Marks gave the invocation and Councilwoman Nolan
led the Council and the public in the Pledge of Allegiance
to the Flag.
The Minutes of Regular Session held Thursday, April 28, 1983
were approved as written.
Mayor Valente, on behalf of the Village, presented a Chaplain's
Badge to Rev. John Frerking of Faith Lutheran Church and to
Father Martin Grey of St. Paul of the Cross, who are the two
Chaplains of our Public Safety Department, for their comfort,
understanding, guidance and spiritual help.
Mr. Richard Hasner, representing a committee of various groups
of North Palm Beach residents. hoping to beautify th.e medians
along U. S. Highway One from North.lake Boulevard to the Parker
Bridge, addressed the Village Council seeking their support and
approval of this endeavor. They plan to plant Queen Palms in
the medians without any increase in maintenance. to the Village.
Mr. Tony Cass, Landscape Contractor, presented a plan to the
Council for their comments. Mr. Cass stated it would take
approximately eighty-one palm trees for the area in mind at
a cost of about $10,000.
The group plans to raise the money for this project from the
merchants, tenants of office buildings, etc: along U. S. High-
way One, and other associations and groups. Mr. Hasner stated
that a fund was started at their last meeting and several con-
tributions have already been made.
The group had several requests from Old Port Cove. Old Port
Cove wishes to participate in this beautification project,
but as of now there are some problems. There is no water in
the medians, they have no curbing and, therefore, beautification
of this area cannot take place until the problems are resolved.
Mr. Hasner said they are asking the Village Council for support
and to help their group seek the proper approvals from the
Department of Transportation. The Village has, several times
in the past, requested DOT to allow somebody to put in curbs
and irrigation along U. S. Highway One north of the Parker
Bridge to the Monastery without affirmative results. How-
ever, Ray Howland, Village Manager, stated that we will
continue to pursue this through our State Legislators, or by
any other means necessary to obtain the results needed.
The Council expressed to Mr. Hasner their full support of
the beautification project.

Councilwoman Nolan moved that we have a letter drawn up with
the signatures of all members of the Council, commending this
group`s effort in the beautification of the median strips on
U. S. Highway One and expressing Council`s full support. The
motion was seconded by President Pro Tem Mundt and passed un-
animously.

The recommendation of the Planning Commission concerning a
proposed zoning change, revising the "Uses Permitted" sections
of the Zoning Code, and their recommendation concerning the
voluntary petition of Sanctuary Bay, Tnc. to annex a five acre
parcel of land to the Village, were moved from the regular
session agenda to the workshop session agenda.
Councilwoman Nolan moved that Bill No. 416 entitled:

Councilman Moore moved that Bill No. 416 be tabled

Thereafter Council voted on the motion to place Bill No. 416 BILL 416 PLACED
on second reading to be read by title alone. The motion passed ON SECOND READING
4-1, with Councilman Moore opposed.
Councilwoman Nolan moved to amend Bi17 No. 416 as follows: That BTLL 416 AMENDED
we remove any reference to the $30,000, and.strike all of Section
2 and make Section 3, Section 2. The motion was seconded by
President Pro Tem Mundt and passed 4-1, with Councilman Moore
opposed.
Councilwoman Nolan moved to renumber Bill No. 416, as amended, ORD. 5-83
to Ordinance No. 5-83 and to adopt same. The motion was second- ADOPTED AS
ed by Vice Mayor Marks and passed 4-1, with Councilman Moore AMENDED
opposed.

Councilwoman Nolan moved that we authorize the Village Manager
to proceed with the Marina Paving Project in the amount of
$26,200 to be expended from Federal Revenue Sharing Account
No. 100-36-572-63.15: The motion was seconded by Vice Mayor
Marks and passed 4-1, with Councilman Moore opposed.
President Pro Tem Mundt moved that we authorize th.e Mayor to
sign a Certificate of Destruction of Paid Bonds and Bond
Interest Coupons, ordering that these paid bonds and bond
interest coupons be destroyed by burning. The motion was
seconded by Vice Mayor Marks and passed unanimously.
