Walker, Village Clerk Mayor Valente ca7.led the regular session to order at 8:00 p.m. ROLL CALL A11 members of the Counci]. were present except Councilwanan Nolan, who arrived at 8:07 p.m. All members of the staff were present except the VilLsge Clerk, who also arrived at 8:07 p.m: Vice Mayor Marks gave the invocation and President Pro Tem Nnutdt led the Camcil and the public in the Pledge of Allegiance to the Flag. The following minutes were approved as written: IlWOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MICdUTF.S Minutes of Regular Session held 'T'hursday, March 10, 1983 The following minutes were accepted by the Council as prepared: Minutes of Code Enforcement Board Meeting held March 7, 1983 ACCEPTATQCE OF MII~IUT'ES Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held March 15, 1983 Concerning the Cotmtry Club Advisory Board`s recommendation re- garding the prorating of Cotmtry Club dues, Councilwanan Nolan moved that we prorate the Country Club golf dues starting April 10th as long as the member has not been a prior mmiber of the Club within the last two years. The motion was seconded by Vice Mayor Marks. MOTION P.E PRO- RATIPIG OF CC DUES Vice Mayor Marks moved to Mend the motion as follows: that N%YTION AD~IDID we prorate at 60% Cas of April 10th) the Country Club golf dues as set in October, and at July 10th. they be prorated at 35°le. The motion was seconded by Cotmcilw~tz Nolan for discussion and passed unatvrtously. Thereafter Cotmcil voted on the main motion, as amended, which passed tataxtiimusly. ' President Pro Tem Mundt moved that we accept Mr. Cavanah's recc~endation concerning rates and c_onditians and effective swinmii~tg team rules. The motion was seconded by Vice Mayor Marks for discussion. Councilwar~tz Nolan moved to amend the motion as follows: that there will be a fee of $10.00 per month charged to a child 6, 7 and 8 years of age from May 1 through October 31 for one time for those six months only, and may not be renewed each year. Thereafter Council voted on the main motion, as amended, which passed MAIN MOTION 4-1, with Counci7xnan Moore opposed. PASSID 4-1 ' Mr. Mike Rougher, 912.Ironsaood Road, addressed .the Village Council Mt7TI0N DIED concerni a the increase in rates at the Country Club Pool for St. FOR LACK OF Clare's swim team. Councilman Moore moved that Ray Howland`s A SECOND memrandum of March 21, 1983 and this gentlanan`s request (for a reduction in rates) be referred to the Country Club Advisory Board. The motion died for lack of a second. Vice Mayor Marks moved that bona fide residents of the Village MOTIOPd RE RATES on this swim temm (St. Clare's) be charged 12.50, and if they FOR ST. CLARE'S do not live in the Village they be charged 25.00. The motion S[,TlNI TEAM was seconded by Councilwoman Nolan. President Pro Ten Mundt wooed to amend tTae motion as follows: MOTION TO AMEND that we charge $12.00 for each swim team member fran St. Clare`s. FAZZEED 2-3 The motion was seconded by Cotmci_lw~a~.z Nolan and failed 2-3, with President Pro Tem Mundt and Cauncilw~azz Nolan voting for, and Mayor Valente, Vice Mayor Marks and Councilman Moore voting against. Thereafter Council voted on the main motion aahch passed 3-2, MAIN MOTION with Councilman Moore and Councilw~nan Nolan opposed. PASSID 3-2 Councilwt~man Ldolan moved that Resolution No. 12-83 entitled: MOTION T'0 ADOPT RES. A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, 12-83 FLORIDA, APPOINTING MEMEELZS ELECTED BY GENERAL II~IAXEES TO THE PENSION BOARD FOR GENERAL Il~4PLOS;EES OF THE VILLAGE OF NORTH PALM BEACH, $XCEPT FIl2E AND POLICE be adopted as read. The motion was seconded by President Pro T~ Mundt. Councilman Moore moved to amend the motion as follows: that MOTION TO we remove the name of Wally Schott fran the Resolution. The AMEND DIED motion died for lack of a second. FOR LACK OF A SECOND Thereafter Ca~ncil voted on the main motion which passed 4-1, MAIN MOTION with Councilman Moore opposed. Mayor Valente, on behalf of the Village, presented a PRESENTATION OF Proclamation to Ms. Mary Stevens of the Victim Witness PROCLAMATION - Service, proclaiming the week of April I 7-23 as "Victim "VICTIM RIGHTS Rights Week". Mayor Valente reminded Council that Wednesday, April 20, REPORT OF THE 1983, 8:00 p.m., in the Council Chambers, Advisory MAYOR Board applicants will meet with the Council for the purpose of becoming acquainted with each other and reviewing resumes. Howland requested the Federal Revenue VILLAGE MANAGER`S Sharing Audit be added to workshop for discussion and REPORT that $3II.63 be added to the figure fox the No. 5 pump repair.
