07-19-2016 VC SP-MMINUTES OF THE SPECIAL SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA JULY 19, 2016 Present: David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tern Robert A. Gebbia, Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 6:30 p.m. All members of Council were present. All members of staff were present, except the Village Attorney. Human Resources Director Britoni Garson and Purchasing Director Sharon Swan were present. CEO Kurt Gehring and Senior Analyst Shawn Fleming were present on behalf of The Gehring Group, the Agent of Record for the Village's health, dental, life, vision, disability, and accident insurance policies. HEALTH AND DENTAL INSURANCE PLANS FOR FY 2017 Mr. Kelly advised that Kurt Gehring and Shawn Fleming would present options for FY 2017 health and dental insurance plans. Mr. Fleming reviewed three proposals to provide medical insurance and three proposals to provide dental insurance, effective October 1, 2016, as detailed in the Medical Insurance RFP Evaluation, Dental Insurance RFP Evaluation: DMO, and Dental Insurance RFP Evaluation: PPO provided to the Village Council. Health Insurance Options • Cigna renewal = 6.8% increase over current plan • United Healthcare Alternative #1 = 4.8% decrease from current plan • United Healthcare Alternative #2 = 3.4% increase over current plan Dental Insurance Options: DMO • Cigna renewal = 6.0% increase over current plan • Humana = 11.4% decrease from current plan • MetLife = 22.7% decrease from current plan Dental Insurance Options: PPO • Cigna renewal = 8.0% increase over current plan • Humana = 2.5% decrease from current plan • MetLife = 1.0% decrease from current plan Mr. Fleming and Mrs. Garson responded to Council questions. Minutes of Village Council Special Session held July 19, 2016 Page 2 of 2 HEALTH AND DENTAL INSURANCE PLANS FOR FY 2017 continued Discussion took place regarding United Healthcare Alternative #1, which provides more benefits for less cost. Mr. Fleming reviewed the list of items that would be subject to current year deductible plus 10 %. Other discussion topics included customer service, the pros and cons of HSA plans, the impact of changing carriers, the amount the Village pays toward employee premiums for single, plus one, and family coverage. By consensus, the Council selected the United Healthcare Alternative #1 proposal to provide health insurance and the Humana DMO and PPO proposals to provide dental insurance. Contracts will be prepared for Council consideration at its July 28, 2016 Regular Session.
