Mayor Valente called the Regular Session to order at 7:35.p.m. ROLL CALL
All members of the Council were present except Councilman Moore,
who was on vacation. All members of the staff were present.
Mayor Valente gave the invocation and Vice Mayor Marks led the INVOCATION &
Council and the public in the Pledge of Allegiance to the Flag. PLEDGE OF
ALLEGIANCE
The Minutes of Regular Session held Thursday, June 23, 1983 APPROVAL OF
were approved as written. MINUTES
The Council discussed the memorandum they had received from DISCUSSION RE
W. H. Brown concerning MacArthur Park. In the memo, Mr. Brown MAC ARTHUR
informed the Council he had received a telephone call from PARK - CLOSING
Mike Bullock of the Department of Natural Resources. Mr. Bullock OFF OF SR
informed Mr. Brown that the Department of Transportation has in- 703
formed the DNR that they would have no objection to closing off
5R 703 if the DNR deemed it would enhance the park. However,
should the DNR desire to close off SR 703, the DOT would rather
transfer title to either the County or the Village and let them
handle it.
Mayor Valente informed the Council that late this afternoon we
received a letter and a map, for the Council's perusal, from
Doug Strickland, Chief of Bureau of Parks, Lands, and Develop-
ment, Division of Recreation and Parks, wanting an answer by
July 20th about the same subject.
Mr. Brown addressed the Council. He stated he felt he had
expressed his feeling in the memorandum he wrote. He said
he thought that the effect of this on North Palm Beach
government itself is the. only question that is germane.
Whether it benefits the park or not, he did not know.
Mr. Brown stated that the Village is responsible for policing
and patroling the road, and if the road was taken over by.the
park, in other words you deeded it to the park, then the respon-
sibility would be to the park rangers and the. Village would not
be responsible for maintenance or patroling the road.
Councilwoman Nolan moved that we write to the Department of MOTION DIED FOR
Transportation, telling them that we do not feel that there LACK OF A SECOND
should be any closing off of SR 703, and it should be left
as a right-of-way and not made for more parking. The motion
died for lack of a second.

Mr. Brown stated. that he did not feel it should be a letter, it
just should be in the minutes and it should be directed to the
Department of Natural Resources.
Mayor Valente said they want an answer by the 20th. Therefore,
we will just have to tell them that the Council is not going
to be able to do anything and that. we would like more time
to study this.
Mr. Brown said that the idea.of the 20th is comments on the park.
Mike Bullock said he needed only a verbal answer from me over the
phone as to the Village`s position on the closing of SR 703.
After much discussion on this subject, it was the general consensus
of the Village Council to leave SR 703 open. Therefore, Mr. Brown
will call Mr. Bullock and so advise him.
The Minutes of Regular Meeting of Planning Commission held June ACCEPTANCE OF
7, 1983 stand as corrected. The Minutes of Meeting of Pension MINUTES
Board for General Employees held June 16, 1983, and the Minutes
of Regular Meeting of North Palm Beach Country Club Advisory
Board held June 22, 1983 stand as prepared.
On motion of Vice Mayor Marks, seconded .by Councilwoman Nolan,
all present voting aye, Bill No.. 417 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, ANNEXING PROPERTY CONSISTING OF 5.152 ACRES,
MORE OR LESS, LOCATED ON MONET ROAD ADJACENT TO THE
VILLAGE OF NORTH PALM BEACH INTO THE VILLAGE OF NORTH
PALM BEACH ANO REDEFINING THE BOUNDARY LINES OF THE VILLAGE
OF NORTH PALM BEACH TO,INCLUDE SAID PROPERTY.
was placed on second reading and read by title alone.
On motion of Councilwoman Nolan, seconded by President Pro Tem
Mundt, all present voting aye, Bill No. 417 was adopted as
Ordinance No. 6-83.
On motion of Councilwoman Nolan, seconded by President Pro Tem
Mundt, all present voting aye, proposed Resolution No. 34-83
entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, REPEALING RESOLUTION NO.. 33-83, WHICH APPOINTED
A MEMBER, A FIRST ALTERNATE MEMBER, AND A SECOND ALTERNATE
MEMBER TO THE PLANNING COMMISSION OF THE VILLAGE OF NORTH
PALM BEACH.
was read in full and adopted as read as Resolution No. 34-83.
On motion of Councilwoman Nolan, seconded by Vice Mayor Marks,
all present voting aye, proposed Resolution No. 35-83 ,entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, APPOINTING A MEMBER, AND A SECOND ALTERNATE MEMBER
TO THE PLANNING COMMISSION OF THE VILLAGE OF NORTH PALM BEACH
was read in full and adopted as read as Resolution No. 35-83.

Councilwoman Nolan moved that we authorize the placement of a PLACEMENT OF AD
1/8 page advertisement in the Special Convention Issue of the IN FL MUNICIPAL
FLORIDA MUNICIPAL RECORD in the amount of $62.00, the money RECORD
to be expended from Account No. 11-511-48.10 (Promotional
Advertising). The motion was seconded by Vice Mayor Marks
and passed unanimously.
President Pro Tem Mundt moved that we authorize the Mayor to
execute the Interlocal Agreement with Palm Beach County for
the two cent gasoline tax in Palm Beach County. The motion
was seconded by Vice Mayor Marks and passed unanimously.

Vice Mayor Marks moved that we take from Account No. 61-519-
99.11 (Council Contingency) the amount of $14,073.43 to pay
off the land where the North Palm Beach Community Center is.
The motion was seconded by Councilwoman Nolan and passed un-
animously.
There being na further business to come before the Council,
the meeting was adjourned at 8:10 p.m.
