Ma r-Moore called the Regular Session to order at 7:30 p.m
All members of the Crnmcil and the staff were present.
Councilman Marks gave the invocation and Vice Mayor Brown led
the Council and the public in the Pledge of Allegiance to the
Flag.
On motion of President Pro Tem Nolan, seconded by Cotnc;lrr~„
Valente, all present voting aye, the Minutes of Regular Session
held Thursday, January 13, 1983 were approved as written.
The Mirnztes of the Recreation Advisory Board Meeting held
December 14, 1982 will be sent back to the Board for correction
On motion of Vice Mayor Brown, seconded by Councilman Valente,
all present voting aye, the following minutes were accepted by
the Council as prepared:

Minutes of Regular Meeting of North Palm Beach Country
Club Advisory Board held January 18, 1983
Mirnites of Regular Meeting of Planning Commission held
January 4, 1983
Covncilma„ Marks moved that we accept the reccamenndation of the
Library Advisory Board concerni ~ fringe benefits for part-time
employees. The motion was seconded by Co~mcilman Valente.
During the discussion, Councilman Marks withdrew his motion,
Councilman Valente withdrew his second and Crnmcilman Marks
made the following motion: that we accept the reco~endati_on
of the Library Advisory Board in part, but that part-time e~loyees
would be at least 20 hours per scheduled workweek, and should be
year-round mtployees, not seasonal ~nployees, and on board and
working for the Village as of October 14, 1982. The motion was
seconded by Vice Mayor Brown.
President Pra Tmt Nolan moved to amend the motion as follocas:
that these employees work an average of 20 hours per week
' for a total of at least 1040 hours on a year-round basis.
The motion was seconded by Vice Mayor Brown.
During the discussion, President Pro Tem Nolan. withdrew her
amenc~ent and Vice Mayor Brown withdrew his second.
Vice Mayor Brown moved to amend the motion as follows: that
these people's fringe benefits are retroactive to October 14,
1982. The motion was seconded by President Pro Tan Nolan
and passed 4-1, with Mayor Moore opposed.
Thereafter Council voted on the main irotion, as amenided, which
passed 4-1, with Mayor Moore opposed.

Vice Mayor Brawn moved that the light poles at the south tenn%a AT NPBCC
courts at the North Palm Beach Gauntry Club. be moved when they
are demled unsafe by our insurance inspector, and that the rest
of the reccuaiendation be rejected. The motion was seconded by
President Pro Tan Nolan and alI present voted aye.

Crnmrilman Marks moved that we accept the proposal of USS
Agri-Chemicals for 10 tons bulk standard sulfate aiaronia in
' the ~tnZt of $112.49 per ton ($1,124.90) to be expended fran
Account No. 11.1-572-52.23 (Fertilizer and Chemicals) for the
Country Club Golf Course. The u~tion was seconded by Vice
Mayor Brown and all present voted aye.
President Pro Tem Nolan moved that we pay the amount of $10,800
to Gold Coast Paving Company, Tnc. Cfor the bicycle path from
Teal Way to the North Palm Beach C~ m~ty Center) to be taken
out of the interest earned on the George Del.acorte Escrow Fund,
if possible, anal if not possible to be taken out of the Federal
Revecrue Sharing Account. The motion was seconded by Councilman
Marks and all present voted aye.
There being no further business to came before the Council, on
motion of Councilman Valente, seconded by President Pro Tem
Nolan, all present voting aye, the meeting was adjourned at
8:32 p.m.
