08-11-1983 VC REG-MMINUTES OF REGULAR SESSION _ OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD. THURSDAY, AUGUST I1, 1983 -- - - -- --~--- Present: Tom Valente,-Mayor V.A. Marks, M.D., Vice Mayor Craig Mundt, President Pro Tem AI Moore, Councilman Harriet Nolan, Councilwoman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Absent: Dolores R. Walker., Village Clerk Mayor Valente called the Regular Session to order at ROLL CALL' 7:30 p.m. All members of the Council and staff were present except Dolores R. Walker. Vice Mayor Mar ks gave the invocation and Councilman -INVOCATION & Moore led the Council and the public in the Pledge PLEDGE OP of Allegiance to the Flag. ALLEGIANCE The Minutes of Regular Session held Thursday, July 28, APPROVAL OF 1983;-were approved as written. MINUTES Mayor Valente reminded Council that immediately following the workshop session tonight they will re- convene in the Conference Room to continue the budget meeting that was recessed on Tuesday, August 9, 1983. Mayor Valente also reminded Council of the Public Hearing on August 25, 1983, on Federal Revenue Sharing, at 7:00 p.m. and the Public Hearing, same date, on the Standard Village Codes at 7:15 p.m. .The following minutes stand as prepared: REPORT OF THE MAYOR ACCEPTANCE OF _ MINUTES. Minutes of Planning Commission Meeting held July 5, 1983 Minutes of Code Enforcement Board Meeting held July 11, 1983 -_ Minutes of North Palm Beach Country Club Advisory Board Meeting held July I9, 2983 Minutes of Library Advisory Board Meeting held July 26, 1983 Minutes of Code Enforcement Board Meeting held August 1, 1983 Councilman Moore moved that the Council authorize a VILLAGE MANAGER'S letter be drafted by the Village Manager notifying _ REPORT - LIBRARY the communities concerned that we no longer parti- RECIPROCAL AGREE- cipate in the Reciprocal Library Agreement. Motion MENT sQCOnded by Vice Mayor Marks and passed unanimously. On motion of Councilwoman Nolan, seconded by President BILL_425 PLACED Pro Tem Mundt, all present voting aye, Bi II No. 425 ON FIRST READING entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 2-I46 OF THE VILLAGE OF NORTH PALM BEACH CODE BY AMENDING THE DEFINITION OF FINAL AVERAGE EARNINGS FOR THE RETIREMENT BENEFIT FOR EMPLOYEES OF THE VILLAGE OF NORTH PALM BEACH was placed on first reading and read by title alone. Minutes of Regular Session Held Thursday, Auqust 11, 1983 Page 2_ Councilman Moore moved that Resolution No. 37-83 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, DEFINING THE "RESIDENT"-REQUIREMENTS FOR CLUB MEMBER- SHIP AT THE NORTH PALM BEACH COUNTRY CLUB, AND REPEALING ALL RESOLUTIONS, ORDERS AND RULES AND REGULATIONS IN CONFLICT HEREWITH, AND PRO- VIDING AN EFFECTIVE DATE. be-rejected as read. Mayor Valente passed the gavel to Vice Mayor Marks and seconded the motion, all present voting aye. Motion_to reject Resolution No. 37-83 passed unanimously. Vice Mayor Marks returned the gavel to Mayor Valente. Village Manager Ray Howland submitted to the Council material relating to Country Club membership appli- cations, for their approval. A11 members of Council were in agreement that "other acceptable proof of residency" be added to. the application. Councilwoman Nolan moved to approve the disposal of unused telemetry equipment on top of Marina Tower Condominium in Old Port Cove and furnishing this equipment to Palm Beach County EMS. The motion was seconded by Councilman Moore and passed unanimously.
