Walker, Village Clerk Absent: Al Moore, Mayor V. A. Marks, M.D. , Covnc; l,nar, Herbert L. Gildan, Village Attorney Vice Mayor Bmwii called the Public Hearing to order at 7:00 p.m. ROLL CALL A11 members of the Council were present except Mayor Moore, who is on vacation, and Councilman Marks. A11 members of the staff were present except the Village Attorney. The purpose of the Public Hearing is to hear the comments of the PURPOSE OF public concprn;,,g the proposed usage. of Federal. Revenue Sharing PUBLIC HEARING Funds, funds fry the Local Government. Half-cent Sales Tax, and the proposed operating budget for the fiscal year 1982-83. There was no legal notice of this Public Hearing published. The. LEGAL NOTICES TRIM (Truth in MilLage) bill stipulated .that the-Palm Beach County Tax Assessor-send ouC a Notice.of Proposed Property Taxes to every owner. of real property in the County. Therefore, it was not necessary for-the Village to publish legal notice of this Public Hearing in the newspaper: I3owever; it.was necessary to publish a legal notice concerning the.use of.Federal Revenue Thi i b d d h d 1982 83 - operat ng u get. s Sharing fun s in t e propose legal notice was published in The Post on August 29, 1982. It was also necessary to publish a legal notice concerning the aunt of money-the Village of North Palm Beach will receive from the Local Govevmmeat Half-cent Sales Tax for the upcomi~~g budget year. This legal notice. was published in The Post an September 4, 1982. Both of these legal notices were posted according to law. Vice Mayor Brown asked if there were any comments fry the C~]TS FROM Council concerning the budget for fiscal year 1982-83. Pres- COUNCIL ident Pro Tan. Nolan said that the Cotmcil has done its best with w9aat.the Legislature has allowed than to use. She stated that the half-cent sales tax.has hurt the Village in raising money this year; and that we could only raise $100,000 less this year than we could raise last year, even with the half- cent sales tax.. She stated the Council has held back taxes, has cut the budget to where it is a workable budget, without trying to give up any services, and she Feels that the Council has worked hard and long and has a good budget to offer the citizens this year. Mr. Craig Mtmdt, 1029 Country Club Drive, posed several goes- COMMENTS FROM tions to the Council concerning. the overall budget for fiscal year 1982-83; i.e., revenues, millage, etc. PUBLIC Mr. Roger Rybexg, 642 Shore Road, was concerned primarily with the debt service portion.of the budget-for. fiscal year 1982-83. He stated. that the Country Club is owned by the Village and, therefore, instead of assessing Country Club manbers to pap for the bond indebtedness, he felt it should be charged to the ta~ayers of the Village as a whole because they were improvements rather than maintenance: and enhanced the value of the property in the Village. ~ ' } Mlnute5 Of PubLiC Hearing ~~ Held Wednesday, Septenber 8, 1482 Page 2 The questions of Messrs .. Mundt and Ryberg were answered by the Village Council,. and both gentlemen were informed that. the complete budget for fiscal year 1982-83 is .available at Village Ha11 for their review.
