Howland, Village Manager Thomas Yeager, Village Attorney Joan BernoLa, Finance Director Dolores R, Walker, Village Clerk Mayor Moore called the Regular-Session to order at 7:30 p.m. ROLL CALL AlI manbers of the Cotmcil and the. staff were present. Councilman Valente gave the invocation and Councilman Marks led SNVOCATION & the Ca_mcil and the public in the Pledge of Allegiance to the PLEDGE OF Flag. ALLEGL~INCE On motion of Councilman Valente, seconded by President Fro Tan APPROVAL OF Nolan, all present voting aye, the Minutes of Regular Session MINIfTES held Thursday, October 14, 1982 were approved as written. The following minutes were accepted as corrected: ACCEPTANCE OF MINUTES Minutes of Regular Meeting of P1aTming Cacmission held October 5, 1982 ' Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held October 19, 1982 The following mirnites were accepted as sutmitted: Minutes of Meeting of Pension Board for General Employees held October 5, 1982 Minutes of Meeting of Pension Board for Police/Fire Employees held October 7, 1982 Minutes of Recreation Advisory Board Meeting held October I2, 1982 Vice Mayor Brown moved that the recamnendation of the Recreation REC. AD. BD. Advisory Board that the Council work in conjunction with the REC~IDATION Youth Activities Association through manpower and/or money for REJECTID the renovation and upkeep of the North Palm Beach Elanentary School fields (as covered in the attacl~mnent to the Recreation Advisory Board Minutes of October 12, 1982 be rejected. The ubtian was seconded by Councilman.Marlts and passed 3-2, with President Pro T~ Nolan and Councilman Valente opposed. Councilman Marks moved that the recoimiendation of the Country CC AD. BD. ' Club Advisory Board that the Village Council approve that the RECCi~IDATION cart rates for the Cancer and Ltmg Card Players be the same ACCII''TTED as the winter season rates; i.e., $12 per cart, be accepted. Page 2 Council*+~n Valente moved that we accept the recommendation of MOTICN TO the Country Club Advisory Board that the Village Council accept ACCEPT REC~4- the Club Events for 1982-83 (as covered in the attachment to MF:Nna'r'TON OF the Country Club Advisory Board Minutes of October 19, 1982). CLUB EVENTS FOR 1982-83 ' Councilman Valente moved to amend the motion to add the July MOTION AMENDID 4th Firecracker Open as another Club Event for 1982-83. The motion was seconded by President Pro Tem Nolan. President Pro Tem Nolan moved to amend the motion to leave the MOTION Dm FOR April (Date to be Announced) Village Trn+,-r,~r„P„t Linder the NSA LACK OF A SECOND Special Events, with the money to be appropriated from the Council Contingency Fund to fund this. The motion died for lack of a second. Vice P1ayor Brawn moved to amend the amendment as follows : MOTION TO Ab1EnID That we delete the April (Date to be Announced) Village Tourn- AME_ 'i' PASSED anent frcm the section of the MGA Special Events since we 4-1 discussed it in workshop anal we decided that was one of the econanies we were going to make. The motion was seconded by Councilman Marks and passed 4-1, with President Pro Tit Nolan opposed. BD. tion of the Country Club Advisory Board that individual requests RECIDATION for priority starting times by groups or individuals, other-than ACCEPi~D those being accoamodated presently, be reviewed by the Clvb Fro and the Club Administrator, and that unless these administrative persormel feel there are controlling reasons to make an exception, that all such requests be denied. If the Club Administrator or the Golf Pro feel the request should be granted, they shall sub- mit their recations in writing to the Advisory Board for further review and reccumendation to the. Council. The motion was seconded by Councilman Valente anal passed 3-2, with Mayor Moore and Vice Mayor Broom opposed. Vice Mayor Broom moved that we cancel the Counci.J. NOV. & DEC., 1982 President Pro Ten Nolan moved that we approve that Florida AB.°.DIDOI~Il`7ENT OF Power & Light Company abandon the utility easement on the UTILITY Fn. - property of Mrs. Nicoletta Zambouros, 505 Inlet Road. Therefore, Council instructed Mr. Yeager to UTIfITY F'aSFMF7~TP - prepare a Resolution on this matter for the Council Meeting 505 TNL~ RD. of November 18, 1982, and President Pro Tem Nolan. withdrew WPi'~IDRAWN her motion and Councilman Marks withdrew his second.
