04-27-2015 SP WS-MMINUTES OF THE SPECIAL WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 27, 2015 l Present: Robert A. Gebbia, Mayor David B. Norris, Vice Mayor Doug Bush, President Pro Tem Darryl C. Aubrey, Sc.D., Councilmember Judy M. Pierman, Councilmember James P. Kelly, Village Manager Melissa Teal, Village Clerk ROLL CALL Mayor Gebbia called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present, except the Village Attorney. Human Resources Director Britoni Garson was present. Bonnie Mims, Executive Director was present on behalf of Public Risk Management (PRM) the administrator of the Village's property and casualty insurance policies. Maggie Boykin and staff were present on behalf of property and casualty broker First Florida Insurance Brokers (FFIB), and Andy Cooper was present on behalf of World Risk Management (WRM), the exclusive broker of PRM. CEO Kurt Gehring was present on behalf of The Gehring Group, the Agent of Record for the Village's health, dental, life, vision, disability, and accident insurance policies. PROPERTY AND CASUALTY INSURANCE COVERAGES On behalf of PRM and FFIB, Mr. Cooper discussed a presentation entitled "Village of North Palm Beach Property & Casualty Insurance Coverages." Mr. Cooper reviewed the Village's claims history from FY 2011 through FY 2015 to date, as well as historical premiums for the same period. A comparison of the coverage provided by FMIT, PGIT, and PRM was distributed. Mr. Cooper and Mr. Kelly responded to Council questions. HEALTH INSURANCE OVERVIEW Mr. Gehring presented an overview of the Village's health insurance. Mr. Gehring reviewed the factors that drive insurance costs, including acute care, chronic care, plan utilization, medical inflation/trend, and medications. Mr. Gehring detailed types of insurance plans and discussed how costs are determined. Mr. Gehring explained various elements that create cost discrepancies between plans. Additional discussion topics included what the Village can do to lower insurance costs and what we can expect in the future. Mr. Gehring -reviewed the summary of benefits for FY 2011 through FY 2015, and distributed information on insured employees and insured retirees, as well as what public sector employers are doing to address rising health care costs. Discussion ensued regarding health insurance policies and coverages. Mr. Gehring responded to Council questions concerning workers' compensation insurance.
