Broom, Vice Mayor Harriet Nolan, President Pro Ten V. A. Marks, Councilmaan Tom Valente, Cotmci]man C. R. O'Me3.1ia, Acting Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Moore called the Regular Session to-order at 7:31 p.m. All members of the Council and the staff were present. Councilman Valente gave the invocation and Vice Mayor Brown led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Counr~~*++~n Valente, seconded by President Pro Tem Nolan, all present voting aye, the Minutes of Regular Session held Thursday, May 13, 1982.were approved as written. Mr. Ken Hall, Assistant Principal for C~uumity Education, North Shore Crmmrn;ty High School, made a presentation to the Village Council on commnnzity education. He advised that North Shore is now a c~,~,;ty school and stated he would like the Council and the Village residents to be aware of the programs that are offered at North Shore CrxmnTM+;ty High School through- out the year. On motion of President Pro Ten Nolan, seconded by Counc;l,nan Marks, all present voting aye, the following minutes were accepted as written: Minutes of Regular Meeting of Recreation Advisory Board held April 13, 1982 Minutes of Regular Meeting of Recreation Advisory Board held May 11,-1982 Minutes of Regular Meeting of North Palm Beach Library Advisory Board held April 27, 1982 and the following minutes were accepted as corrected: Minutes of Regular Meeting of Planning Commission held May 4, 1982 Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held May 1$, 1982 Coumcilman Marks moved to accept the reccam~ndation of the Recreation Advisory Board that plants be planted along the fence at Anchorage Park to hide the trucks. The action was seconded by President Pro Tem Nolan and all present voted aye. Councilman Valente moved to discuss the Recreation Advisory Board reccnme~daticn that immediate action be taken to clear up the dirt problems at Osborne Park. Tine motion was seconded by Vice Mayor Brown. During the discussion, Council determined that since the dirt piles were gone fry Osborne Park this recommendation be dropped; therefore, no action was taken on lt. RECQ~'P~IDATION DROPPED Minutes of Regular Session Held Thursday, May 27, 1982 Page 2 Councilman Valente moved that the Recreation Advisory Board rec~endation that a Master Plan be drawn uP to ply. the future of the Delacorte Coaum_rn~ty Center, and that a pro- fessional be engaged to do this, be postponed umtil budget t%~. The motion was seconded by Vice Mayor Brown and all present voted aye. Concerning the Rec~pndation of the Recreation Advisory Board that the name be changed from the Recreation Advisory Board to the Recreation and Parks Advisory Board, with a representative from the Parks Department to attend the Recreation Board meetings, Vice Mayor Brown moved that the nay not be changed, and that we do have a representative from the Parks DepA~nt attend the Recreation Board meetings. The motion was seconded by President Pro Tau Nolan and passed 3 2, with. Mayor Moore and Councilman Marks opposed. Vice Mayor Brown moved that the recouumendation of the Country Club Advisory Board that Council direct Steve Sandusky to write to Mrs. Velma Troy, ternv.s menber, aclmowledging her difficulty, discontinue her membership and release her from any further dues obligation, and that she would be welcaned back as a m~uber whenever personal circtautstances permit, be denied. The motion was seconded by Councilman Marks and passed 4-1, with President Pro T~ Nolan opposed. Councilman Valente moved that we accept the recommendation of the Cotntry Clvb Advisory Board that the golf cotffse maintenance staff be rern~ired to wear bard bats while working on the course. The motion was seconded bS' President Pro Ten Nolan. ' Councilman Marks moved that this rec~euidation be laid aside until Cotncil's second meeting in June (Jtme 24, 1982) . The motion was seconded by Vice Mayor Brown and all present voted aye. The Council discussed pool lights and security at the North Palm Beach Country Club. Councilman Marks moved that we have the Village staff cue up with a plan for lights and security at the North Palm Beach. Coumtry Cluab at nighttime and bring the plan back to the Council. The motion was seconded by President Pro Tau Nolan and all present voted aye. On motion of Vice Mayor Brawn, seconded by President Pro Ten Nolan, all present voting aye, Bill No. 401 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 20 OF THE VTfSAC:F. OF NORTH PALM BEACH CODE, BY CHANGING SUNDAY HOURS DURING [n~IICH PUBLIC PARKS AND RFC'RFATIODl FACILITIES SHALL BE OPEN TO THE PUBLIC was placed on first reading and read by title alone. Councilman Valeate moved that we approve the emergency purchase APPROVAL OF order to Carpenters Roofing Company, Inc. in an amount not to EMIIZGEDICY P.0. exceed $2,000.00, to be expended from Council Contingency Accowit FOR REPAIR OF No. 61-519-94.11, for repair of the library roof. The motion was LIBRARY ROOF seconded by Council,i,~„ Marks and all present voted aye.
