Brown, Vice Mayor Harriet Nolan, President Pro Tem V. A. Marks, Councilman Tom Valente, Catmcilman Raymond .I. Howland, Village Manager Herbert L. Gildan, Village Attorney Betty C. Green, Deputy Village Clerk Mayor Moore called the Regular Session to order at 7:30 P.M. All ROLL CALL members of the Council and staff were present. Vice Mayor Bro~,m gave the Invocation and Councilman Valente led 1T]VOCATION & PLEDGE the Council and public in the Pledge of Allegiance to the Flag.. OF ALLEGIANCE On motion of Vice Mayor Brown, seconded by Council,.„ Marks, all APPROVAL OF MINUTES present voting aye, the Minutes of the Regular Session of March 11, 1982 stand as corrected. Mayor Moore minded Council that the Special FTorkshop concerning REPORT OF THE MAYOR the [Tinter Club cahich was scheduled for Monday April 5, 1982, bas been rescheduled for Monday April 12 at 7:30 p.m. in the Conference Roan. Also that the bid opening for the Delacorte project will be at 3:00 p.m. on March 29th. On motion of Councilmani Valente, seconded by President Pro T~ Nolan ACCEPTANCE OF MINITLES the following Minutes were accepted as written: Minutes of Regular Meet~'ng of NPB Contractors Board held Tuesday, December 14, 1981. Minutes of NPB Library Advisory Board held February 23, 1982. Minutes of Regular Meeting of NPB Planning Caanission held Tuesday, March 9, 1982. Minutes of Regular Meeting of NPB Recreation Advisory Board held March 9, 1982. , Minutes of Regular Meeting of NPB Country Club Advisory Board held March 16, 1982. Councilman. Valente moved that we accept the recommendation of the LIBRARY ADVISORY Library Advisory Board to alloaT the Library Director to proceed BOARD RF~M4II~IDATICN with the Micro-ccmputer project by preparing a grant application ACCEPTID for acquisition of several Micro-computers through private sources. The motion was seconded by Councilman Marks, all present voting aye. Vice Mayor Brawn moved that we accept the recommendation of the PLANNING CQ~M~ffSSIGN Platming Ccnmiss%on to amend the Comprehensive Plan for the .john RECQ~lIIQDATION D. & Catherine T. MacArthur Couaty and State Park, and for the ACCEPTID Delacorte Site to change the land usage of both areas to Public; and to instruct the Village Manager to have the necessary doctmments prepared for the next Regular Session. Motion seconded by Councilman Marks, all present voting aye. Minutes of Regular Session Held Thursday, March 25, 1982 Page 2 CORRECTED COPY President Pro Tem Nolan unwed that we accept-the recommendation of RECREATION ADVISORY the Recreation Advisory Board to consider plans submitted as a BOARD RECONI~IENDATION possible ~an~ of alleviating parking problems at Osborne Park, Vice Mayor Brawn seconded. The Notion passed 4-1, Vice Mayor Broom opposed. Councilmen Marks moved that we consider the plans submitted by ' Charlie O'Meilia which wire attached to the Village Manager's ~ of 3/22/82, for installing rolling gates and a rail fence, the price approximately $800 to be expended from Council Contingency, and that we use this plan on a trial basis for a limited period of tip - 1 month - and then have the Recreation Departm~t report back to Council as to whether it is working. The motion was seconded by President Pro Tem Nolan. President Pro Tem Nolan moved that we amand the motion to delete the $800, seconded by Councilman. Valente. The motion failed by a 2-3 vote, Mayor Moore, Vice Mayor BTOWn and Council„„ Marks being against. Thereafter, Council voted on the main motion which passed 3-2, with President Pro Tem Nolan and Cotmcilman Valente opposed. ALTERNATIVE FR~I C.R. O'MEILIA CONSIDERID N%JTION AMENDMENT FArr.Nn 2-3 MAIN N~TTON PASSID 3-2 Councilman Valente moved that w~ accept the reco~ndation of the COUNTRY CLUB ADVISORY Country Club Advisory Board to approve the issuance of "St~rim-Tickets" BOARD RECOMMII~IDATION as outlined in their minutes of March 16. Motion was seconded by ACCEPTED Vice Mayor Brown. President Pro Tem Nolan unwed that we amend the nation to Limit LINffT N[IMBER OF the purchase of the tickets to 2 10-day or 2-18 day passes per PASSES year per family. Vice Mayor Brown seconded. ' President Pro Tem Nolan then moved to amend the arrpnr}rrant to two MOTION TO AMEND passes per family per 6-months, i.e. January to June and July to AN]T DIES December. Motion died for lack of a second. The first amendment was then voted on and passed with a 3-2 wte, ANV'T PASSID 3-2 with Vice Mayor Brown and Councilman Marks opposed. Thereafter Council voted on the main untion as amended, passed MAIN NATION PASSID 5-0. 5-0 The Village Manager advised that the transition at the Country VILLAGE MANAGER'S Club between the outgoing and incoming Food Operations Managers REPORT seems to be going sanothly with regards to inspections and licenses, etc. Vice Mayor Brown unwed that cae authorize the Country Club Manager FOOT LOCIC3R.5 AT to install the lockers as outlined in his letter dated March 22, NPB COUNTRY CLUB double-tiered lockers along the south wall. Coimcilm~m Marks left the meeting at 8:47 p.m. Vice Mayor Brawn moved to increase by $6,050 the contract with AMERICAN TRRTC~ITZON American Irrigation to cover the installation of 15 additional INCREASE IDT CONTRACT ' sprinkler. heads at the NPB Country Club, the monies to be expended from Account ,~~63I-572-63.14. Motion seconded by Councilman Valente. Councilman Marks returned to the meeting at 8:52 p.m. The option was then wted on and passed 5-0. A vote was then taken on the nation as amended, passed 4-0. Councilman Valente moved that we approve the expenditure of $2,056 MONIES FOR REPAIR for emergency repair of garbage truck to International Harvester, OF GARBAGE TRUCK Ft. Lauderdale. The monies to be expended from Accrnnt d~33-534-52.18 seconded by Vice Mayor Brown, passed 4-0.
