06-30-2016 VC SP-MPresent: ROLL CALL MINUTES OF THE SPECIAL SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA JUNE 30, 2016 David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tem Robert A. Gebbia, Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Len Rubin, Village Attorney Jessica Green, Deputy Village Clerk Mayor Norris called the meeting to order at 6:00 p.m. All members of Council were present. (Councilmember Gebbia participated by telephone) All members of staff were present. BOATS AND RECREATIONAL VEHICLES WORKGROUP Mayor Norris explained that the meeting was to discuss and appoint members to the Boats and Recreational Vehicles Workgroup. He stated that there were 13 volunteers who had submitted a request to participate in the workgroup. He recommended that all 13 volunteers be appointed. A motion was made by Councilmember Mullinix and seconded by Councilmember Gebbia to appoint all 13 volunteers to the Boats and Recreational Vehicles Workgroup. Thereafter, the motion to appoint all 13 volunteers to the Boats and Recreational Vehicles Workgroup passed unanimously. Mayor Norris thanked all who volunteered for the workgroup. Discussion took place regarding the details and scheduling of the workgroup meetings. Councilmember Gebbia proposed that the first meeting take place on Saturday, July 9, 2016. Mr. Kelly proposed that the meeting take place in the Council Chambers in a round table type setting. It was agreed that the meeting would begin at 9:00 a.m. Vice Mayor Bush suggested asking the workgroup members to submit any suggested changes to the Boats and RVs ordinance they may have in writing ahead of time so that Attorney Rubin would have sufficient time to review. Discussion ensued regarding who should conduct the meeting. It was determined that Mr. Rubin would officiate. STATEMENTS FROM THE PUBLIC Rita Budnyk, 804 Shore Drive, asked for clarification of the working group's responsibilities. Mayor Norris explained that the intention of the group was to review the language and wording of the Boats and RVs Ordinance and to make suggested changes. Details such as boat length, Minutes of Village Council Special Session held June 30, 2016 Page 2 of 2 height and permitting were not to be included in the workgroup discussions. Other details such as lot sizes and setback requirements could be discussed. Sherie Katz, 137 Gulfstream Road, asked for clarification on whether or not the RV part of the ordinance would be discussed separately from the boats. Mayor Norris explained that the RVs and the boats were two separate sections of the ordinance which could be discussed and reviewed by the workgroup at the same time. Vice Mayor Bush thanked everyone for volunteering for the workgroup.
