Brown, President Pro Tmi Mayor Marks called the Regular Session to order at 7:30 p.m. ROLL CALS~ A11 members of the Council were present except President Pro Tem Brawn. Mayor Marks gave the invocation and Councilman Moore led the INVOCATION & Council and the public in the Pledge of Allegiance to the Flag. ELKS' LODGE 2069 The Minutes of Regular Meeting of the Library Advisory Board ACGZiPTANCE OF held January 26, 1982 stand as corrected; and the Minutes MINUTES of Regular Meeting of the Cotmtry Club Advisory Board held February 16, 1982 stand as prepared. Cotmci_lman Moore moved that we instruct the Public Works SIGN RE STRAY GOLF Department to put a readable sign at the entrance of the BALLS ID BE PLACID Cotmtry Club, warning that golf balls might possibly coin AT ENTRANCE TO in your direction, or same words to that effect. The u~tion NPBCC was seconded by Cotmcilwoman Nolan and all present voted aye. This motion was made after CoLmcil's discussion conc~~ng the "errant golf ball" hazards on the tecmis courts and to players approaching the tennis clubhouse from the parking lot. On motion of Councilu~ Moore, seconded by Vice Mayor BILL 395 PLACID Valente, all present voting aye, Bi11 No. 395 entitled: Ofd SECOND READING AN ORDINANCE OF THE `~:ra~' OF NORTH PATM BEACH, FLORIDA, AMENDING CHAPTER 11 OF THE VTT S A(:F. OF NORTH PALM BEACH CODE, THE ~ Frr~zrCAL CODE FOR THE VLLLAGE, BY ADOPTING BY RFFF.RFNCE THERETO THE NATIONAL N.rFr~rRTC CODE, 1981 IDITION, AND SETT.QQG FORTH AMEND- ME[QTS 'TO SAID NATIONAL FrF1~rRTC CODE was placed oxi second reading and read by title alone. On motion of Cotmci.lwoma~.z Nolan, seconded by Vice Mayor BILL 395 Valente, all present voting aye, Bill No. 395 was adopted ADOPTED AS ORD. as Ordinance No. 6-82. 6-82 Minutes of Re,mil_?r Session Held Thursday, February 25, 1982 Page 2 Mayor Marks passed the gavel to Vice Mayor Valente and moved that Resolution No. 12-82 entitled: A RESOLUTION OF THE VIIZAGE COUNCIL OF NORTH PAT1~I BEACH, FLORTS]A, CANCELLING THE ['RAT. EL~CTI~V SCHEDULID TO BE HELD ON MARCH 9, 1982 FOR THE PURPOSE OF ELECTING METERS TO THE VILLAGE COUNCIL 7Y1 FILL SUCH OFFICES IN ' GROUPS 1, 3 AND 5 be adopted as read. The motion was seconded by Councilman Moore and all present voted aye. Vice Mayor Valente returned the gavel to Mayor Marks. On motion of Councilwoman Nolan, seconded by Vice Mayor Valente, all present voting aye, proposed Resolution No. 13-82 entitled: A RESOLUTION OF THE VTTTA(:F. COUNCIL OF I~RTH PALM BEACH, FLORIDA, ACCEPTING THE BTD OF CORAL CGr22UNICATIONS OF WEST PALM BEACH FOR RADIO EQUIPMQ?r REPAIR AND NTAIIVTENANCE IN THE AMOUNT OF $6,828, THE MONIES TO BE EXPENDID FROM VARIOUS ACCOUPTTS was read in full and adopted as read as Resolution No. 13-82. On motion of Councilwoman Nolan, seconded by Vice Mayor Valente, all present voting aye, proposed Resolution No. 14-82 entitled: A RESOLUTION OF THE VITTAf,F' COUNCIL OF NORTH PALM BEACH, FL~0IZIlb9., URGING THE GOVERNOR AND GABIlVET OF THE STATE OF FLORIDA TO APPRWE THE MASTER PLAN AND PROVIDE THE FIlVANCING FOR THE JOHN D. AND ('ATHFRTNF: T. MAC ARTHUR. COUNTY AND STATE PARK SITUATID 7N THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 14-82. Councilwom<roi Nolan moved that w~ authorize the Mayor to execute that certain Agreement between the Village and Peter Finlaysan to lease the driving range at the North Palm Beach Country Club, with the corrections that were made at this meeting, The motion was seconded by Counci.lxnan Moore for discussion and failed 2-2, with Mayor Niarkc and Cotmcilwoman Nolan voting aye, and Vice Mayor Valente and Councilman Moore voting nay. Councilwoman Nolan moved that we approve aone-third page Program Book advertisement for the North Palm Beach Youth Activities Association, Inc., in an amount not to exceed $25.00, to be expended from Account No. 11-511-48.10 (Advertising). The motion was seconded by Vice Mayor Valente and passed 3-1, with CoLUCilman Moore opposed. CotmcilTilaTl Moore moved that we do not hire Lorne W. Hums- berger, CPA, (to investigate the rate increase application o£ Perry Cable TV). The motion was seconded by Vice Mayor ' Valente for discussion and passed unaninnusly. There being no further business to come before the Council, on motion of Vice Mayor Valente, seconded by Councilwoman Nolan, all present voting aye, the meeting was adjounrued at 9:55 p.m. Mirnites recorded by: Dolores R.
