MINUTES OF THE WORKSHOP SESSION
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

Mayor Norris called the meeting to order at 9:52 p.m. All members of Council were present.
All members of staff were present.
SANITATION DIVISION OPERATIONS
Public Works Director Brian Moree gave a presentation entitled "Sanitation Division Operations,"
which included:
• status of current jitney fleet and impact of jitney failure
• potential replacement vehicles
• vehicle specification requirements
• statistics on collection, personnel, and vehicles
• current collection schedule for single - family residences
• projected operating and capital reserve costs FY 2017 — FY 2026
• single - family /multi - family /commercial /other services as a percentage of taxable value
• single - family /multi - family /commercial as a percentage of capital and operating expenses
• single family residential collection costs: option 1, side door; option 2, curbside; hybrid option,
residents bring can to curb, employees return empty can to side door
• 10 -year cost comparison summary for options 1, 2, hybrid
• single family residential collection personnel and equipment required for options 1, 2, hybrid
• sanitation funding methods
• comparison of single - family monthly fees between the Village and other area municipalities
Discussion ensued on replacement options for the jitneys. It was noted the Kubota vehicle is
currently used in Saint Augustine, Florida and Decatur, Georgia.
A concern was expressed regarding the cost distribution between single - family, multi - family,
and commercial.
Regarding the various collection options, there was general support for continuing side door
collection, particularly if residents are willing to pay for it.
Consensus of Council was to address the issue of funding sanitation costs by ad valorem revenue
or a fee based system at another time.
The Council directed staff to investigate further and provide actual costs for a replacement
vehicle for the jitneys. Further discussion will be held at an upcoming Workshop Session.

WIRELESS COMMUNICATIONS
} Mr. Rubin reminded Council that in December 2015, a moratorium was declared on wireless

communications facilities in order to address issues including installation of distributed antennae
systems in residential neighborhoods. Mr. Rubin reviewed a proposed ordinance providing for
revisions and updates to Chapter 29 of the Village Code of Ordinances to address wireless
communications facilities and comply with all applicable state and federal law requirements.
This item was forwarded to the July 14, 2016 Regular Session for consideration of the proposed
ordinance on first reading.
