President Pro Tc~ Nolan abved that the Minutes of Regular
Session held Thursday, April 8, 1982 be approved as written.
The motion was seconded by Councilman Valente and all present
voted aye.
There was a large contingent present in the audience concerning
the prel~m;nary plans of the Oakes Arts Foundation far the
renovation of the Winter Club and their Proposal for can-
struction of a new two-story office building adjacent to the
Winter Club.
Mr. Jobn LaCerda, 130 Yacht Club Drive, spoke against the pro-
posal and presented a petition to othedVilLsge Clerk containing
signatures of persons who were opp
Mrs. Doroth Fasulo, 820 Anchorage Drive, who also opposed the
proposal, presented a petition. to the Village Clerk Cpni-ain;nro
signatures of persons who wexe opposed.

Councilman Marks stated that be was opposed to the proposal.
The other members of the Village Council assumed the manbers
of the public that no decision bad been made on the Oakes Arts Fovn-
dation proposal -- that it was merely conceptual -- and that further

ing of the Planning Commission held April 6, 1982 be accepted.

ftnding be included in the 19$2-83 budget in the amount of
$15,000 to do an Evaluation Appraisal Report and update the
Comprehensive Plan as rern+ired by Florida Statute 163.1,
President Pro Tem Nolan. moved that this be postponed until
budget time. The ro~tion was seconded by Councilman Marks
and all present voted aye.
President Pro Tem Nolan moved that Bill No. 397 entitled:

be placed on second reading and read by title alone.
The motion was seconded by Councilman. Marks and all
present voted aye.
President Pro Tem Nolan moved that Bill No. 397 be adopted
as Ordinance No. 8-82. The nation was seconded by Cotnr~~1*+~n
Marks.
' Councilman. Marks moved that Bill No. 397 be amended in
Section 1., Terms of Mayor, as follows:
'No person may serve sire than one 1-year teen as Mayor
of the Village of North Palm Beach. A person who has
served as Mayor of the Village of North Palm Beach for
one term shall not serve as Mayor during the following
CoLmcil year, but begirnvsig one year after temm~natian
of his one year term as Mayor of the Village of North
Palm Beach, he may again serve as Mayor for a period
not to exceed one year."
The nation was seconded by Vice Mayor Brown and passed 3-2,
with Mayor Moore and President Pro Tem Nolan opposed.
Thereafter Council voted on the main motion, as amended,
which passed 3-2, with Mayor N~ore and President Pro T®
Nolan opposed.
President Pro Tem Nolan nominated Heria Kohl for appointment
to the North Palm Beach Country Club Advisory Board for a
term ending May 1, 1984. Vice Mayor Brown nrnrinated Jim
Green. Councilman Marks ncmisiated Reg Grant. After the
ballots were counted, it was determined that Herb Kohl
and Reg Grant were appointed to the North Palm Beach
' Country Club Advisory Board.
On motion of Councilman Marks, seconded by Vice Mayor Brown,
all present voting aye, proposed Resolution No. 19-82 entitled:

Lovvsdale. After the ballots were counted, it was determined
that James Lansdale was appointed to fill this category
on the P1arn~ing Conmission.
President Pro Tan Nolan nominated Tom Kelsey, Ph.D. for
appointment to the Plaann;ng Cormmission, as the PLanner,
for a term ending May 1, 1984. There being no further
nominations, Tam. Kelsey, Ph.D. was appointed to fill this

Counci]man Marks nominated Peggy Enders for appoini~ent to
the Planni ~ Commission in the No Particular Profession
category for a term ending May 1, 1984. There being no
further naminAti_ons, Peggy Enders was appointed to fill
this category on the Planning Commission.
Vice Mayor Brown nrnn;nated John Ridgway as the first

Code Enforcement Board.
Vice Mayor Brown n~i~ated Neil Turney for appointrnent to the
Code Enforcement Board in the Engineer category for a term
aiding May 1, 1985. There being no further nominations,
Neil Turney was appointed to fill. this category on the Code
Enforcement Board.
