10-23-1980 VC REG-MLJ 1 MINUTES VILLAGE COUNCIL OF THURSDAY, Present: Absent: OF REGULAR SESSION OF THE NORTH PALM BEACH, FLORIDA HELD OCTOBER 23, 1980 V. A. Marks, M.D., Mayor Al Moore, Vice Mayor U7. H. Brown, Councilman Harriet Nolan, Councilwoman Herbert L. Gildan, Village Attorney Raymond J. Howland, Village Manager Dolores R. Taalker, Village Clerk Tom Valente, President Pro Tem Mayor Marks called the Regular Session to order at 7:30 _ROLL CALL p.m. A11 members of the Council were present except President Pro Tem Valente. Mayor Marks gave the invocation and Councilman Brown led the Council and the public in the Pledge of A11e- giance to the Flag. The following minutes stand as prepared: Public Hearing on amendments to the Village construction codes held October 9, 1980 Public Hearing on proposed 1980-81 Operating Budget held October 9, 1980 Regular Session held October 9, 1980 Public Hearing on proposed 1980-81-Oper- ating Budget held October 16, 1980 Special Session on tax millage rate and budgets for fiscal year 1980-81 held October 16, 1980 Special Session on awarding bid for reach-in freezer at North Palm Beach Country Club held October 16, 1980 1 Mayor Marks, on behalf of the Village, presented a Certificate of-Appreciation to Miss Wen die LTiegert for her courage in racing through her smoke filled home, awakening all eight members of the sleeping family and friends so that they could exit the building to safety after a fire broke out in the home at approximately 3:00 a.m. on May 23, 1980. Had she not acted immediately as she did, there may have been loss of life and more exten- sive damage to the Weigert property. The Minutes of Regular Meeting of Library Advisory Board held September 23, 1980 stand as prepared. The Minutes of Regular_Meeting of Planning Comm- ission held October 7, 1980 are to be sent back to the Planning Commission for correction. Councilman Brown moved that we accept the recom- mendation of the Planning Commission to approve Section 27-66 as amended. The motion was seconded by Vice Mayor Moore and all present voted aye. RECOMMRNDATION ACCEPTED Minutes of Regular Session Held Thursday, October 23, 1980 Page 2 On motion of Vice Mayor Moore, seconded by Council- BILL 373 woman Nolan, all present voting aye, Bi11-No. 373 PLACED ON entitled: 2ND READING AN ORDINANCE OE THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 6 OF THE VILLAGE OF NORTH PALM BEACH CODE, THE ' SIGN CODE, BY EXEMPTING FROM THE PROVISIONS OF THE CODE PROHIBITING CHANGEABLE COPY PANELS ALL CHANGEABLE COPY PANELS PERMITTED AND IN EXISTENCE PRIOR TO MAY 22, 1980 was placed on second reading and read by title alone. On motion of Councilwoman Nolan, seconded by Council- BILL 373 man Brown, all present voting aye, Bill No. 373 was ADOPTED AS adopted as Ordinance No. 32-80. ORD. 32-80 On motion of Councilman Brown, seconded by Council- -RES. 53-80 woman Nolan, all present voting aye, proposed ADOPTED Resolution No. 53-80 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, SETTING FORTH THOSE PERSONS tiJHO SHALL SIGN AND COUNTERSIGN CHECKS OR TJITH- DRAU7AL ORDERS ON ALL DEPOSITORIES OF FUNDS OF THE VILLAGE. OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 53-80. ' Vice Mayor Moore moved that Resolution No. 54-80 MOTION TO entitled: ADOPT RES. 54-80 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AMENDING THE PERSONNEL REGULATIONS FOR VILLAGE EMPLOYEES BY CHANGING THE REQUIREMENTS FOR ANNUAL LEAVE be adopted. The motion was seconded by Council- woman Nolan. Vice Mayor Moore moved to amend Resolution No. _ RES. 54-80 54-80 as follows: "Add subparagraph (ff), `The AMENDED vacation year runs from 10/1/80 through 9/30/81`, under No. 2 of Section 1 of the resolution." The motion was seconded by Councilman Brown. and all present voted aye. Vice Mayor Moore moved to amend Resolution No. RES. 54-80 54-80 as follows: In the second sentence of AMENDED subparagraph (ee) after the word "retires", add ''terminates for any reason except discharge". The motion was seconded by Councilman Brown and all present voted aye. ' Thereafter the Council voted on the main motion as MAIN MOTION amended which passed unanimously. PASSED 4-0 On motion of Councilman Brown, seconded by Vice RES 55-80 Mayor Moore, all present voting aye, proposed ADOPTED Resolution No. 55-80 entitled: Minutes of Regular Session Held Thursday, October 23, 1980 .. Page '3 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, CONFIRMING THE APPOINTMENT OF STEPHEN J. SANDUSKY AS COUNTRY CLUB BUSINESS ADMINISTRATOR was read in full and adopted as read as Resolution ' No. 55-80. Councilwoman Nolan moved that we approve the 1980-81 APPROVAL OF Village employees' holiday schedule (copy of which EMPLOYEES' is attached to the minutes of this meeting). The HOLIDAY motion was seconded by Vice Mayor Moore and all SCHEDULE present voted aye. Vice Mayor Moore moved that we approve the emergency MOTION TO purchase of one new NCR Cash Register,-Model No. APPROVE 2140-7201 for the Country Club, in the amount of_ EMERGENCY $3,264.47, to be expended from R.O.F. Account No. PURCHASE OF 61.1-581-62.12 (Kitchen Renovations). The motion CASH REGISTER was seconded by Councilwoman Nolan. During the discussion, Mr. Ramon W. Engel, Manager Retail System Sales for Business Machines, Inc., 4Jest Palm Beach, Florida, stated that he was a taxpayer of the Village and a member of the North Palm Beach Country Club and that he was not given the courtesy to offer a bid based upon specifica- tions given by either the Village Dlanager or the Council. He also indicated that the price of his cash register would be $2,040.00, which is ' considerably less than the price of the NCR cash register. He requested that specifications be given to his company so that he can offer a com- petitive bid. Mr. Engel was asked if his cash register would be compatible with our existing NCR computer and its components. Mr. Engel answer- ed that without knowing the input specifications of our computer, he cannot tell us. He stated that if his equipment is not compatible, he would not offer a bid. The Council instructed the Village Manager to con- tact all four companies who had offered quotations on this cash register and give them an opportunity to bid on them. After the discussion, Vice Mayor Moore withdrew his motion and Councilwoman Nolan withdrew her second. Vice Mayor Moore moved that we 'remove Item 12 (b) ITEM 12 (b) (Approval for Emergency Purchase - Cash Register - -REMOVED FROM North Palm Beach Country Club) from tonight`s agenda AGENDA and that it be put back on the agenda at the pleasure of the Village Manager. The motion was seconded by Councilwoman Nolan and all present voted aye. ' Vice .Mayor Moore moved that .we reject all bids BIDS FOR received by the Village at 3.00 p.m. on Wednesday, -PAVER BLOCY.S October 15, 1980, for Paver Blocks for the Public REJECTED Services parking lot. Councilman Brown moved that we grant relief to Neb- raska Meats to install a sign as indicated on the sketch, which will be marked Exhibit.. A, which is attached to the letter dated October 17, 1980 addressed to the Village Council from Mr. R. W: LaShells of Ferrin Signs, Inc. Mayor Marks seconded the motion and all present voted aye. (A copy of Exhibit A is attached to the minutes of this meeting). Vice Mayor Moore returned the gavel to Mayor Marks. Councilwoman Nolan moved that we cancel the Council Meetings of November 27, 1980 (Thanksgiving) and December 25, 1980 (Christmas). The motion was seconded by Vice Mayor Moore and all present voted aye.
