Mayor Marks called the Special Session to order at 7:30 p.m. ROLL CALL
All members of the Cotmcil were present.
The reason for ca3ling the Special Session this date is REASON FOR
because the business at hand could not wait tmtil Council`s SPECIAL SESSION
Regular Session of October 23,-1980. The "TRIM" (Truth
in Millage) bill stipulates it is mandatory that there be
a 4-1 vote on a m~micipality's budget, and President Pro
Tem Valente will be out of state for Cotmcil's Regular
Session of October 23, 1980, at which time the Council
would normally have adopted the budget ordinance for the
fiscal year 1930-81.
On motion of Councilman Brown, seconded by President Pro RES. 51-80
Tem Valente - 4-1, with Vice Mayor Moore opposed - proposed ADOPTID
' Resolution No. 51-80 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PATS4
BEACH, FLORIDA, LEVYL^IG A TAX ON REAL AND PERSONAL
PROPERTY LOCATID WITHIN THE CORPORATE LIMITS OF THE
VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1980;
FTXLNG THE TOTAL VALUATION THEREON AND THE TAX MTTTA(:F
RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL
RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION
was read in full and adopted as read as Resolution No.
51-80.
On motion of Councilman Brown, seconded by President Pro BILL 372 PLACID
Tem Valente - 4-1, with Vice Mayor Moore opposed - Bi11 ON 2ND READING
No. 372 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER
1, 1980 TO SEPTEMBER 30, 1981, BOTH INCLUSIVE, FOR
THE VTT7A(;F'. OF NORTH PALM BEACH GENERAL FUND, INCLUDING
DEBT RETrRTT' AND FOR THE NORTH PALM BEACH COUNTRY CLUB
REVENGE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT
WLTH THIS ORDINANCE
was placed on second reading and read in full.
Cotmcilman Brown moved that Bi11 No. 372 be adopted as BILL 372
Ordinance No. 31-80. The motion was seconded by President ADOPTID AS
Pro Tem Valente and passed 4-1, with Vice Mayor Moore ORD. 31-80
opposed.

D~uzg the discussion, Coimcilw~an Nolan stated that
she wrould like to qualify her vote anal instructed the Village
Clerk to incorporate the following statement for the record
in the minutes of this meeting.
"I support the budget in concept, such as the band
issue and resumption of garbage pickup, etc. However,
I still have reservations regarding the appropriation
amotmts that appear in the budget. I feel that there
are too many discrepancies in the numbers as they appear
throughout the budget document. It is possible and
probable that these discrepancies do not total to a
material amount, but I feel they should gave been
reconciled before the final budget document w~ submitted
to Council and before we had to pass final approval on it."
There being no further business to come before the Council,
on motion of President Pro Tem Valente, seconded by Council-
woman Nolan, all present voting aye, the Special Session was
adjourned at 7:59 p.m.
