05-26-2016 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA MAY 26, 2016 Present: David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tem. Robert A. Gebbia, Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 8:30 p.m. All members of Council were present. All members of staff were present. BOATS AND RVS Based on the input received from Council at its April 28, 2016 Special Workshop Session, Community Development Director Denise Malone reviewed modified code language regarding the parking of recreational, boating, and camping equipment on residential properties. Council discussed the proposed revisions regarding boats and boat trailers and requested changes in these code sections: Sec. 18 -33 Definitions Definition of boat in Section 327.02(43), Florida Statutes is too broad. Consensus to use language similar to Town of Lake Park's definition of boat. Mr. Rubin will modify Lake Park's definition of boat. Sec. 18 -35(1) Maximum of two pieces of equipment Two personal watercraft (PWC) on one trailer are counted as one piece of equipment; can three PWC on one trailer be counted as one piece of equipment? Consensus to leave at two PWC on one trailer counted as one piece of equipment. Sec. 18 -35(3) Location of equipment Access to the rear yard can't be blocked by equipment Consensus to clarify that one person should be able to access the rear yard at any time. Mr. Rubin will revise the language Sec. 18 -35(31 Temporary parking for cleaning, loading, oading, or unloading Consensus to change time allowed for temporary parking from 12 hours to 24 hours. Sec. 18 -35(4) Requirement for Village registration Consensus to include granting permission to enter property to inspect equipment. Sec. 18 -35(6) Maximum length and height Consensus to delete first portion of sentence; sentence to begin at "the maximum..." Consensus for 8 feet maximum height for the main body or hull of boat on a trailer. Consensus for 30 feet maximum length of boat, excluding trailer (pending further discussion at first reading of the ordinance). Sec. 18 -35(8) Screening requirements It was noted there is no height limit on hedges in the side yard or rear yard. Consensus to change all references from "or" to "and." Sec. 18- 35.1 (6) Maximum length and height Consensus to delete first portion of sentence; sentence to begin at "the maximum..." Consensus for 10 feet maximum height and 30 feet maximum length. Public Comment was heard concerning the proposed code changes for parking of recreational, boating, and camping equipment on residential properties.
