12-11-1980 VC REG-MMINUTES OF REGULAR SESSION OF THE 1 VnTAC:F' COUNCIL. OF NORTH PATS4 BEACH, FLORIDA HELD THURSDAY, DECEMBER 11, 1980 Present: V. A. Marks, M.D., Mayor Al Moore, Vice Mayor Tom Valente, President Pro Tem W. H. Brown, Councilman Harriet Nolan, Councilwoman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Cheryl S. Collins, Deputy Village Clerk. Mayor Marks called the Regular Session to order at 7:30 p.m. ROLL CALL A11 numbers of the Council were present. Mayor Marks gave the invocation and Vice Mayor Moore led the Council and the public in the Pledge of Allegiance to the Flag. The following minutes stand as prepared: Minutes of Regular Session held Thursday; DTovember 13, 1980 Minutes of Special Session held Thursday, November 24, 1980 0 Mayor Marks, an behalf of the Village, presented a plaque to Ray Parker in recognition of his coiummity service from 1966 to 1978. Councilman Brown moved that Item S.b.(2) (Reports of Special Committees and Recommendations of Advisory Boards - Regular meeting of Country Club Advisory Board held November 18, 1980:) on the Regular agenda be moved under Report of Mayor, Item 5.b., and that we accept the recommendation of the Country Club Advisory Board that Ray Parker be granted an honorary membership to the Country Club. The motion was seconded by President Pro Tem Valente and all present voted aye. The following minutes of Advisory Boards stand as prepared: Regular Meeting of Recreation Advisory Board held October 14, 1980 Regular Meeting of Plann'*~~ Commission held November 4, 1980 Regular Meeting of Country Club Advisory Board held Novemilner 18, 1980 Vice Mayor Moore moved that coe reject the Plarnvng Commission's recommendation to move Mr. Lonsdale from Alternate ~~2 to Alternate ~~1 and a new member be appointed as Alternate ~~2. The motion died for lack of a second. Thereafter Vice Mayor Moore amended the motion as follows: That we reject the rec~zdatian S.a.(1). The oration was seconded by Councilwoman Nolan and passed 5-0. Councilwoman Noland moved that we accept the recommendation of the Country Club Advisory Board to approve the golf events for the caning year. The motion was seconded by President Pro Tem Valente ' and passed 4-1 with Vice Mayor Moore opposed. On motion of President Pro Tem Valente, seconded by Councilman. YECKES, FOR ARCHITECTURAL SERVICES TO BE RENDERID FOR THE CONSTRUCTION OF THE VALERIE DECACORTE PAVILION was read in full and adopted as read as Resolution No. 62-80. Vice Mayor Moore moved that Resolution No. 63-80 entitled: RES. 62-80 ADOPTID MOTION ID ADOPT RES. 63-80 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING `-ALr~unmr~ M~EILS ID THE PLANNING COMMLSSION OF THE VILLAGE OF NORTH PALM BEACH be adopted. The motion was seconded by President Pro Tem Valente. Thereafter Vice Mayor Moore moved to amend Resolution 63-80 with the following changes: In Section l., thstthe third word in the sentence be changed to persons; the "he" after the coama and be changed to "they are"; in the second line of Section 1., the word "and" be dropped and "member" be changed to "members"; that we include the 1st Alternate, under there place "2nd Alternate", and Section 3., we change the word "member" to "members." The motion was seconded by Councilwoman Nolan and passed 5-0. MOTION TO AMEND RES. 63-80 PASSID 5-0 Councilman. Brawn rnm;nated Jim Lonsdale for appointment as APPOIl~VT OF 1st Alternate to the Planning Commission. There being no fi,rrhar 1ST ALTERNATE ID n~+~+;nAtions, Jim Lonsdale was tman;mrn,cly appointed as 1st Alternate PIANNING CON~LCSSION to the Planning Commission. Councilwoman Nolan nominated John Ridgway as 2nd Alternate to the plann;ng Commission. Councilman Brown nominated Anne Bosso. After the ballots were cotnted, it was determined that John Ridgway was appointed as 2nd Alternate. Brown for appointment as designee to represent the Village on the Jobn D. MacAi~-thur Park Conservation Corporation Board of Directors. Coimcilwomaii Nolan nominated Al Moore. After the ballots were counted, it was determined that William H. Brown was appointed as designee.
