ROLL CALL
Mayor Norris called the meeting to order at 7:30 p.m. All members of Council were present. All
members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Bush gave the invocation and Councilmember Gebbia led the public in the Pledge.
AWARDS AND RECOGINITION
On behalf of the Village Council, Mayor Norris proclaimed May 21 through May 27, 2016 as
National Safe Boating Week in the Village of North Palm Beach. Commander Rick Wood of the
Palm Beach Sail & Power Squadron was present to accept the proclamation.
On behalf of the Village Council, Mayor Norris proclaimed May 15 through May 21, 2016 as
National Public Works Week in the Village of North Palm Beach. Public Works Director
Brian Moree was present to receive the proclamation.
APPROVAL OF MINUTES
The Minutes of the Regular Session held April 28, 2016 were approved as written.
PUBLIC HEARING AND SECOND READING OF ORDINANCE 2016 -06 — USE OF
PUBLIC RIGHTS OF WAY
A motion was made by Councilmember Gebbia and seconded by Vice Mayor Bush to adopt and
enact on second reading Ordinance 2016 -06 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ARTICLE II, "EXCAVATIONS," OF CHAPTER 24, "STREETS,
SIDEWALKS AND PUBLIC PLACES," OF THE VILLAGE CODE OF ORDINANCES TO
REQUIRE A PERMIT FOR WORK PERFORMED WITHIN PUBLIC RIGHTS -OF -WAY
THROUGHOUT THE VILLAGE; PROVIDING FOR PERMIT FEES; PROVIDING FOR
PERMIT REQUIREMENTS; PROVIDING FOR PERMIT CONDITIONS; PROVIDING FOR
MINIMUM STANDARDS; PROVIDING FOR REMOVAL OF BARRICADES AND SIGNAGE;
PROVIDING FOR PERMIT REVOCATION; PROVIDING FOR PENALTIES; PROVIDING
FOR APPEALS; PROVIDING FOR EMERGENCIES AND EXEMPTIONS; PROVIDING FOR
LIMITATIONS ON PAVEMENT DISTURBANCE AND EXEMPTIONS THERETO; PROVIDING
FOR PAVEMENT RESTORATION STANDARDS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.

PUBLIC HEARING AND SECOND READING OF ORDINANCE 2016 -06 — USE OF
PUBLIC RIGHTS OF WAY continued
Mr. Kelly noted that at its April 28, 2016 Regular Session, the Village Council approved
Ordinance 2016 -06 on first reading without modification.
Thereafter, the motion to adopt and enact Ordinance 2016 -06 on second reading passed unanimously.
CONSENT AGENDA APPROVED
Vice Mayor Bush moved to approve the consent agenda. Councilmember Mullinix seconded the
motion, which passed unanimously. The following item was approved:
Resolution 2016 -24 approving a blanket purchase order for the Public Works Department
with Freightliner, Inc. for heavy vehicle parts in an amount not to exceed $7,660.00.
VILLAGE ENGINEERING SERVICES PRESENTATIONS AND FIRM RANKING
Presentations were made to the Village Council by these three firms: Engenuity Group, Inc.,
Keith and Schnars, and R.J. Behar & Company, Inc.
By written ballot, the original of which is attached to the minutes of record, the Village Council
ranked the firms from one to three, respectively: Engenuity Group, Inc., Keith and Schnars,
R.J. Behar & Company, Inc. Vice Mayor Bush moved to rank the top three firms as indicated, and
direct Mr. Kelly and Mr. Rubin to commence competitive negotiations. Councilmember Mullinix
seconded the motion, which passed unanimously. An agreement will be placed on an upcoming
agenda for Council approval.
RESOLUTION 2016 -23 — SURPLUS TOW CARTS — TABLED 4/28/16
A motion was made by Vice Mayor Bush, seconded by Councilmember Gebbia, and passed
unanimously, to take from the table Resolution 2016 -23:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, DECLARING TWO CUSHMAN GAS UTILITY VEHICLES AS SURPLUS
PROPERTY AND AUTHORIZING THEIR DISPOSAL; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Kelly confirmed there is no other use for these vehicles.
Thereafter, the motion to adopt Resolution 2016 -23 passed unanimously.
RESOLUTION 2016 -25 — RIGHT OF WAY PERMIT FEE SCHEDULE
A motion was made by Vice Mayor Bush and seconded by Councilmember Gebbia to adopt
Resolution 2016 -25 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, ESTABLISHING A FEE SCHEDULE FOR RIGHT -OF -WAY PERMITS;
PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Public Works Director Brian Moree explained how the fees were derived and confirmed that the
fees are cumulative. Mr. Moree explained the fee structure in Exhibit A, note (5).
Thereafter, the motion to adopt Resolution 2016 -25 passed unanimously.

RESOLUTION 2016 -26 — BLANKET PURCHASE ORDER INCREASE — DIRECT PARTS
A motion was made by Vice Mayor Bush and seconded by President Pro Tern Aubrey to adopt
Resolution 2016 -26 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING AN ADDITIONAL BLANKET PURCHASE ORDER FOR THE PUBLIC
WORKS DEPARTMENT WITH DIRECTPARTS INC. FOR CUSHMAN VEHICLE PARTS
IN AN AMOUNT NOT TO EXCEED $7,500.00; AND PROVIDING FOR AN EFFECTIVE DATE.
Thereafter, the motion to adopt Resolution 2016 -26 passed unanimously.
RESOLUTION 2016 -27 — PEST CONTROL SERVICES
A motion was made by Councilmember Mullinix and seconded by President Pro Tem Aubrey to
adopt Resolution 2016 -27 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA ACCEPTING THE PROPOSAL FOR PEST CONTROL SERVICES AT VILLAGE
FACILITIES FROM HULETT ENVIRONMENTAL SERVICES, INC. AND AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE A CONTRACT RELATING TO
SUCH SERVICES; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Kelly reported on proposals to provide professional pest control services to be performed at
Village facilities and recommended awarding the contract to Hulett Environmental Services.
Thereafter, the motion to adopt Resolution 2016 -27 passed unanimously.
RESOLUTION 2016 -28 — INTERLOCAL AGREEMENT FOR 2016 SUMMER CAMP PROGRAM
A motion was made by Councilmember Mullinix and seconded by Vice Mayor Bush to adopt
Resolution 2016 -28 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, APPROVING AN INTERLOCAL AGREEMENT WITH THE TOWN OF LAKE PARK
PERTAINING TO THE VILLAGE'S SUMMER CAMP PROGRAM AND AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE THE AGREEMENT ON BEHALF OF
THE VILLAGE; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Kelly stated the Town of Lake Park could not host its annual summer camp program this year;
therefore, the Village and the Town negotiated an Interlocal Agreement whereby Lake Park
children could attend the Village's summer camp programs.
Thereafter, the motion to adopt Resolution 2016 -28 passed unanimously.
VILLAGE COUNCIL MATTERS /REPORTS
Councilmember Mullinix inquired about the Country Club and General Fund financial reports.

There being no further business to come before the Council, the meeting was adjourned at 9:06 p.m.
