10-25-1979 VC REG-MMINUTES OF REGULAR SESSION OF THE VICSAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, OCTOBER 25, 1979 Present: W. H. Brown, Mayor Donald J. Kazimir, Vice Mayor Patsy B. Love, President Pro Tem ' V. A. Marks, Councilman Al Moore, Councilui~an Paul J. Nicoletti, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Brown called the Regular Session to order at 7:38 p.m. All members of the Council were present except Councilman Marks, who arrived at 7:44 p.m. Councilwoman Love gave the invocation and Councilman Moore led the Council and the public in the Pledge of Allegiance to the Flag. The minutes of Regular Session held Thursday, October 11, 1979 stand as prepared. The minutes of the North Palm Beach Country Club Advisory Board Meeting held October 16, 1979 stand as prepared. Vice Mayor Kaziunir moved that we approve the tennis tourna- ' ments for November 23, 24 and 25 (NCTA), 1979; April 7, 8 and 9, 1980; and October 27, 28 and 29, 1980. The motion was seconded by Councilwoman Love. Councilman Moore moved to au~nd the motion as follows: That the dollar donation per player for the t~~R tourna- ment that is held November 23, 24 and 25, 1979 be put into a new line item in revenue in the country club budget called 'T~ighting Fund." The motion was seconded by Councilman Marks and passed unanimously. ROLL CALL IlWOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACCEPTANCE OF MINCTrES MOTION ID APPROVE TENNIS TOURNAMENTS MOTION AMENDID Councilman Marks moved to amend the motion as follows: MOTION AMENDID That we leave out the October 27, 28 and 29, 1980 dates and tell them (the North Palm Beach Country Club Advisory Board) to bring this back at a later date. The motion was seconded by Councilman Moore and passed 3-2, with Vice Mayor Kaziunir and Councilwoman Love opposed. Thereafter Council voted on the main motion which passed unanimouvsly. Councilman 1~bore moved that we table Bi11 No. 327 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, ' FLORIDA, AMENDING CHAPTER 45 OF THE VILLAGE OF NORTH PALM BEACH CODE, TT BEING THE ZONING CODE OF THE VIIS.AGE, BY CREATING PLANNID UNIT DEVELOPMENT ZONING REGULATIONS, SETTING FORTH A DEFINITION OF PLANNID UNIT DEVELOPMENT, THE PURPOSE AND SCOPE OF PLANNID UNIT DEVELAPMENT, THE FACTORS AND STanmaRnS TO BE EVALU- ATID IN CREATING A PLANNID UNIT DEVELOPMENT, THE C;FNF'RAT. REQUIl2IIKQJI'S AND SPECIAL REGULATIONS OF PLANNID UNIT DEVELOPMEL~TrS; SETTING FORTH AN EFFECTIVE DATE AND PRO- VIDING A SAVINGS CLAUSE MAIlV MOTION PASSID 5-0 MOTION 'IO TABLE BILL 327 FArr.N n until the plans for the oceanfront are completed. The motion was seconded by Councilwoman Love and failed 2-3, with Mayor Brown, Vice Mayor Kazimir and Councilman Marks opposed. The motion was seconded by Vice Mayor Kazimir and passed 3-2, with Council- wexnan Love and Councilman Moore opposed. Vice Mayor Kazimir moved that Bi11 No. 327 be adopted as Ordinance No. 23-79. The motion was seconded by Councilman Marks. Councilman. Moore moved to amend the motion as follows: That we amend this ordinance, Secticn 45-35.1, A. Definition, by changing the land area to 300 acres from three acres. The trntion died for lack of a second. BILL 327 PLACID ON 2ND READING MOTION TO ADOPT BILL 327 AS ORD. 23-79 MOTION DIED FOR LACK OF A 2ND Councilu~an Moore moved to amend the motion as follows: MOTION TO AMEND That the ordinance be amended to limit the building height BILL 327 FArr.~n to the max;rtnan height allowed in the zoning district in which the PUD would occur. The motion was seconded by Councilwoman Love and failed 2-3, with Mayor Brown, Vice Mayor Kazimir and Councilman Marks opposed. Thereafter Council voted on the main motion which passed 3-2, with Councilwoman. Love and Councilman Moore opposed. Councilman Marks left the meeting at 8:40 p.m. Councilman Moore moved that Bill No. 338 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PATrI BEACH, FLORIDA, AMENDING THE VILLAGE OF NORTH PALM BEACH CODE BY ADDING THERETO THEE REQU '~ THAT ALL VILLAGE COUNCIL. REGULAR MEETINGS, SPECIAL MEETINGS AND TnURKSHOP MEETINGS END ON OR BEFORE 11:00 P.M. ON THE DATE WHICH THEY ARE CONVINID be placed on first reading and read by title alone. The motion was seconded by Vice Mayor Kazimir and all present voted aye. Counci]man Nbore moved that we approve the transfer of $3,410.00 from Account No. 109-518-47.31 (Reproducing) to Account No. 109-519-64.20 (Office Fuu-niture and Equipment). .The motion was seconded by Vice Mayor Kazimir and all present voted aye. Councilman Moore moved that we approve the purchase of an A. B. Dick, Model 310, Offset Press in the amount of $3,410.10 to be expended from Account No. 109-519-64.20. The motion was seconded by Vice Mayor Kazimir and all present voted aye. Vice Mayor Kazimir zmved that we approve employing the_ services of Southern-Kelton Associates, Inc. by the Village of North Palm Beach regarding dual taxation cases and that the fiords be expended from Accoumt No. 61-519-99.11 (Council Contingency). The motion was seconded by Councilwoman Love and passed 4-1, with Counci]man Moore opposed. Councilwoman Love moved that we approve the purchase of one Advocate II dual cassette recording system in the atmunt of $1,995.00 to be expended from Account No. I1-511-64.40 (P A & ~',OIImu171cat10nS Systems). The motion was seconded by Councilu~an Moore and all present voted aye.
