10-11-1979 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD " THURSDAY, OCTOBER ll, 1979 i~ 1 Present: Donald J. Kazimir, Vice Mayor Patsy B. Love, President Pro Tem V. A. Marks, Councilman Al Moore, Councilman Herbert L. Gildan, Village Attorney Paul J. Nicoletti, Village Manager Dolores R. Walker, Village Clerk Absent: W. H. Brown, Mayor Vice Mayor Kazimir called the Regular Session to order at 7:32 p.m. All members of the Council were present except Mayor Brown. Vice Mayor Kazimir gave the invocation and Councilwoman Love led the Council and the public in the Pledge of Allegiance to the Flag. The Minutes of Regular Session held Thursday, September 27, 1979 and the minutes of Special Session held Thursday, October 4, 1979 stand as prepared. The Minutes of Regular Meeting of the North Palm Beach Library Advisory Board held September 25, 1979 stand as prepared. Concerning the recommendation of the Recreation Advisory Board regarding the development of an exercise trail at Lakeside Park, the Village Council instructed the Village Manager to look into this and determine the cost, materials, size, if there would be a parking problem, and how much volunteer labor there would be. Concerning the recommendation of the North Palm Beach Country Club Advisory Board regarding construction of an attic fire wall and cart paths, the Council stated that if sufficient funds are available in the ROF Account, they would consider this recommendation. Concerning the recommendation of the North Palm Beach Country Club Advisory Board that full money repayment be pursued from the individuals who recently caused the vandalism at the country club, the Council stated that if evidence at Juvenile Court indicates these are perpetual offenders, they should pay the.. entire amount. Councilman Marks moved that Resolution No. 43-79 en- titled: ' A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPROVING THE AREAWIDE HOUSING OPPORTUNITY PLAN FOR PALM BEACH COUNTY ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACCEPTANCE OF MINUTES REC. AD. BD. RECOMMENDATION NPBCC AD. BD. RECOMMENDATION NPBCC AD. BD. RECONN4ENDATION RES. 43-79 TABLED be tabled until the entire Council is present. The motion was seconded by Councilman Moore and all present voted aye. C 1 [J Minutes of Regular Session Held Thursday, October 11, Page 2 1979 Councilwoman Love moved that we approve the purchase of 16 tons of fertilizer from Superior. Fertilizer and Chemical Company in the amount of $1,952.32 to be expended from Account No. 11.1-572-52.23. The motion was seconded by Councilman Marks and all present voted aye. Councilman Moore moved that we approve the purchase of one Pitney Bowes Postage Machine, Model 5600, in the amount of $2,044.00 to be expended from Account No. 109- 519-64.20. The motion was seconded by Councilman Marks and all present voted aye. Councilwoman Love moved that we revert to last year's winter schedule of hours at the North Palm Beach Library. The motion was seconded by Councilman Marks. Councilman Moore moved to amend the motion as follows: That they have to stay within the budget that has been established at the Library. The motion was seconded by Councilman Marks and failed 2-2, with Councilman Moore and Councilman Marks voting for and Vice Mayor Kazimir and Councilwoman Love voting against. Councilman Moore moved to amend the motion as follows: That this item be brought back when the information is available as to where the money to run the library is coming from, and be put in this budget and transferred from another on the same night by an ordinance change; and when the second reading of that has occurred, then you can change the hours. The motion died for lack of a second. Thereafter Council voted on the main motion which passed 3-1, with Councilman Moore opposed. Councilman Marks moved that we approve the purchase of six Greensmaster units in the amount of $3,120.00 to be expended from ROF Account No. 64.1-581-64.10 con- tingent upon there actually being sufficient funds in the ROF Account. The motion was seconded by Council- woman Love and all present voted aye.
