Mayor Brown called the Regular Session to order at 7:30 p.m.
All members of the Council were present.
Councilman Marks gave the invocation and Vice Mayor Kazimir
led the Council and the public in the Pledge of Allegiance
to the Flag.
The Minutes of Public Hearing held Thursday, October 25,
1979; and the Minutes of Regular Session held Thursday,
October 25, 1979 stand as prepared.
The Minutes of Regular Meeting of Plarm;ng Coamission held
October 2, 1979; anal the Minutes of Special Meeting of
Planning Comnission held October 10, 1979 stand as prepared.
Councilman Moore moved to approve the recoiunendation of the
Country Club Advisory Board that priorities for 1979-80
Reserve Operating Fund be set as follows:
(a) Mower Refurbishment $3,120.00
(b) Attic Firewall $3,000.00
(c) Cart Paths $7,500.00
(d) Tennis Court Res~ttfacing $5,000.00
The motion was seconded by Councilman Marks.
Councilman Moore acrended the zrotion as follows: That we
delete Item (a) from their priority order. The motion
was seconded by Councilman Marks and all present voted
aye.
Thereafter Council voted on the main motion which passed
5-0.

Councilwoman Love moved that we approve the recommendation CC AD. BD. REC~4-
of the Country Club Advisory Board that golf starting times MENDATION APPROVID
be set at six minute increments on Saturday mornings from
7:00 a.m. to 10:00 a.m. The motion was seconded by Vice
Mayor Kazimir and all present voted aye.
Vice Mayor Kazimir moved that we approve the recommenda-
tion of the Country Club Advisory Board that Tuesday
' mmrning golf times for senior-men, Wednesday morning for
ladies, Saturday morning for businessmen and ladies and
the attached lists of MGA, WGA, and other events be
approved. The motion was seconded by Councilwoman Love.
Councilman Moore moved to amend the motion as follows:
That we drop the July 25, 26 and 27 Palm Beach County
Open from the schedule and drop the three unscheduled
tournaments on the attached list of the minutes of
the Country Club Advisory Board meeting held October
16, 1979. The motion died for lack of a second.

Councilman Marks moved to amend the motion as follows: MOTION DIID FOR
That after "ladies" we strike the rest of the sentence; LACK OF A SECOND
namely (and the attached lists of Mf.~A, [n~A, anal other events
be approved), tmtil all of us get the attached list (copy
of which is attached to the minutes of this meeting) and
look it over. The motion died for lack of a second.
Thereafter Council voted on the main motion which passed
3-2, with Mayor Brown and Councilman Moore opposed.

Councilman Marks moved that Bill No. 338 entitled:
AN ORDINANCE OF THE VnTA(:F' OF NORTH PALM BEACH,
FLORIDA, AMENDING THE VILLAGE OF NORTH PALM BEACH
CODE BY ADDING THERETO THE REQUIRa'IQJr THAT ALL
VILLAGE COUNCIL REGULAR MEETINGS, SPECIAL MEETINGS
AND TtiDRKSHOP MEETINGS END ON OR BEFORE 11:00 P.M.
ON THE DATE WHICH THEY ARE CONVENID
be placed on second reading and read by title alone. The
motion was seconded by Councilman Moore and passed 4-1,
with Councilwoman Love opposed.
Councilman Marks moved that Bi11 No. 338 be adopted as
Ordinance No. 24-79. The motion was seconded by Council-
man Moore and passed 3-2, with Vice Mayor Kazimir and
Councilwoman Love opposed.
Vice Mayor Kazimir moved that we approve first reading of
Bi11 No. 339 and add the vandalism code to it before it is
placed on first reading. The motion was seconded by Council-
womanLove. During the discussion of this item, Vice Mayor
Kazimir withdrew his motion and Councilwoman Love with-
drew her second.
Councilman Marks moved that Bill No. 339 entitled:
AN ORDINANCE OF THE VTT7Af;F'. OF NORTH PALM BEACH,
FLORIDA, AMEDIDTNG ORDINANCE N0. 19-79, WHICH
ORDINANCE CRFATID A CODE ENFORCEMENT BOARD, BY
PLACING ADDITIONAL CODES OF THE VILLAGE UNDER THE
JURISDICTION OF THE CODE ENFORCE^'LFiVT BOARD
be placed on first reading and read by title alone..
The motion was seconded by Councilwoman Love and all
present voted aye.
On motion of Vice Mayor Kazimir, seconded by Councilwoman
Love - 3-2, with Councilman Moore and Councilma~a Marks
opposed - proposed Resolution No. 43-79 entitled:
A RESOLUTION OF THE VILLAGE COUNCII. OF NORTH PALM
BEACH, FLORIDA, APPROVING THE AREAWIDE HOUSING OPPOR-
TUNITY PLAN FOR PALM BEACH COUNTY
' was read in full and adopted as read as Resolution No.
43-79.
Councilman. Marks moved that. Resolution No. 44-79 entitled:

Councilman Marks moved that Resolution No. G/+-79 be postponed RES. 44-79
for six to eight weeks to allow our staff time to negotiate POSTPONID
with Bankers Life and Casualty Company. Mayor Brown passed
the gavel to Vice Mayor Kazimir and seconded the motion. The
motion passed 3-2, with Councilwoman Love and Councilman Moore
opposed.
Vice Mayor Kazimir returned the gavel to Mayor Brown.
Councilman Moore moved that we cancel the regular and work- REGULAR AND GpRK-
shop sessions of Nov®ber 22, 1979 in observance of Thanks- SHOP SESSION OF
giving. The motion was seconded by Cotmcilwoman Love and 11/22/79 CANCELLID
all present voted aye.
Councilman Moore moved that we approve the transfer of $200 APPROVAL - INTER-
from Account No. 13-513-34.80 (IDP PrograR*n;ng) to Account OB_JE(.T TRANSFER
No. 13-513-64.20 (7510 Data Base). The motion was seconded
by Vice Mayor Kazimir and all present voted aye.
Councilwoman Love moved that we approve the purchase of an
NCR 7510 Data Base in the amount of $7,800 to be expended
from Accotmt No. 13-513-64.20 and additional memory to com-
puter in the amount of $1,500 to be expended from Account
No. 13-513-34.80. The motion was seconded by Vice Mayor
Kazimir and all present voted aye.
Coincilwoman Love moved to authorize cancellation of the
purchase order to Palm Beach CoLnty Traffic Control (bid
No. 79-35) for the repair of the traffic signal at Light-
house Drive and Prosperity Farms Road. The motion was
seconded by Councilman Marks and all present voted aye.
