04-28-2016 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 28, 2016 Present: David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tern Robert A. Gebbia, Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 9:00 p.m. All members of Council were present. All members of staff were present. BOATS AND RVS Based on the input received at the February 17, 2016 Special Workshop Session, Mr. Kelly and Community Development Director Denise Malone presented draft code revisions regarding the parking of recreational, boating, and camping equipment on residential properties. Council asked questions and requested clarification regarding the proposed revisions. These sections were addressed: Sec. 18 -35 are motorcycles, all- terrain vehicles, and /or golf carts "vehicles" Sec. 18 -35(1) are two personal watercraft on one trailer counted as one or two pieces of equipment Sec. 18 -35(2) use to be limited to occupant Sec. 18 -35(2) regarding guest equipment parking: right -of way includes the sidewalk Sec. 18 -35(3) temporary parking allowed in the swale but not on the paved road Sec. 18 -35(5) "Exception" means guests are exempt from this restriction for five days in any fourteen day period Sec. 18 -35(6) regarding maximum equipment length, by State law "combination of vehicles may not exceed a total length of 65 feet inclusive of the load carried thereon" Sec. 18 -35(7) define or clarify "secured" during a hurricane or tropical storm Sec. 18 -35(8) screening requirements apply to all equipment Sec. 18- 35(8)(c) "body" of the boat means anything that is part of the structure of, and attached to, the hull, such as cabins Sec. 18- 35(8)(a) six -feet maximum height for front fences or hedges; minimum not needed Sec. 18- 35(8)(c) clarify the items that may project beyond the screening material Sec. 18 -35(9) must be boat cover; tarps are not allowed Public Comment was heard concerning the parking of recreational, boating, and camping equipment on residential properties. Minutes of Village Council Workshop Session held April 28, 2016 Page 2 of 2 Discussion took place regarding maximum length and width; requiring registration; fencing and hedges; and considering separate regulations for boats and recreational vehicles. Mrs. Malone distributed a handout depicting existing conditions regarding the parking of a large motorhome, and listing the total vehicles and vessels in the Village that are registered with the Florida Department of Highway Safety and Motor Vehicles.
