07-26-1979 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIZ OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 26, 1979 1 1 Present: W. H. Brown, Mayor Donald J. Kazimir, Vice Mayor Patsy B. Love, President Pro Tem V. A. Marks, Councilman Al Moore, Councilman Herbert L. Gildan, Village Attorney Paul J. Nicoletti, Village Manager Dolores R. Walker, Village Clerk Mayor Brown called the Regular Session to order at 7:30 p.m. All members of the Council were present. Councilman Marks gave the invocation and led the Council and the public in the Pledge of Allegiance to the Flag. The minutes of Regular Session held Thursday, July 12, 1979 and the minutes of Special Session held Thursday, July 19, 1979 stand as prepared. The minutes of Regular Meeting of Recreation Advisory Board held May 8, 1979 stand as prepared. The minutes of Regular Meeting of Recreation Advisory Board held July 10, 1979 stand as corrected. The minutes of Special Meeting of North Palm Beach Country Club Ad- visory Board held July 3, 1979 are to be sent back to the Board to be corrected. The minutes of Regular Meeting of the North Palm Beach Country Club Advisory Board held July 17, 1979 stand as corrected. The min- utes of Public Hearing of the Planning Commission held July 10, 1979 stand as prepared. The minutes of Special Meeting of Recreation Advisory Board held July 24, 1979 stand as prepared. On motion of Councilman Moore, seconded by Councilman Marks, all present voting aye, the following recom- mendations of the North Palm Beach Country Club Ad- visory Board are postponed until the budget sessions: 1. Add 15% to Account No. 11.1-52.80 (Gas, Oil and Lubricants). 2. Do not recommend neca lockers until locker room is completely renovated. 3. Do not recommend bleachers in the tennis budget. 4. Recommend that we go into a phone system with individual numbers for each department. ' S. 1Requested Village Council approval for NCTA to use the tennis courts for a tennis social on August 4, 1979 from 4:00 p.m. to 10:30 p.m. 1The dates for the tennis social should be September 15 and 16, 1979 instead of August 4, 1979. Add $5,000 for repairs due to vandalism. Councilman Marks moved that we relocate the volleyball RELOCATION courts and handball courts at Osborne Park per the sketch OF VOLLEYBALL of July 24, 1979 (copy of which is attached to the minutes & HANDBALL of this meeting). The motion was seconded by Vice Mayor COURTS AT Kazimir and all present voted aye. OSBORNE PARK On motion of Councilman Marks, seconded by Councilwoman B1ZL 332 Love, all present voting aye, Bill No. 332 entitled: PLACED ON 1ST READING AN ORDINANCE OF THE .VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE VILLAGE OF NORTH PALM BEACH CODE BY CREATING THE OFFICE OF DEPUTY VILLAGE CLERK AND SETTING FORTH THE DUTIES OF THE DEPUTY VILLAGE CLERK was placed on first reading and read by title alone. On motion of Vice Mayor Kazimir, seconded by Council- -RES. 36-79 woman Love, LF-1, with Councilman Moore opposed, proposed ADOPTED Resolution No. 36-79 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH FLORIDA ACCEPTING THE BI , , D OF MIKE VASSALOTTI FOR MASONRY WORK FOR TWO HANDBALL COURTS - OSBORNE PARK - IN THE AMOUNT OF $2,400.00 FROM ACCOUNT N0. 71-581-63.74 was read in full and adopted as read as Resolution No. 36-79. Councilman Moore stated for the record that the reason COUNCILMAN he was against this resolution is that we are asking the MOORETS County to pay 50'~ of the cost of recreation facilities STATEMENT in North Palm Beach by County residents. FOR THE RECORD On motion of Vice Mayor Kazimir, seconded by Council- RES. 37-79 woman Love, 4-l, with Councilman Moore opposed, pro- ADOPTED posed Resolution No. 37-79 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF J. B. GORDON FOR STUCCO WORK FOR HANDBALL COURTS - OSBORNE PARK - IN THE AMOUNT OF $2,400.00 FROM ACCOUNT N0. 71-581-63.74 was read in full and adopted as read as Resolution No. 37-79. Councilman Moore stated that the reason he is voting COUNC TTMAN against this resolution is the same reason as for voting MOORE'S against Resolution No. 36-79. STATEMENT FOR THE RECORD .,. L' C 1 1 Minutes of Regular Session Held Thursday, July 26, 1979 Page 3 Mayor Brown stated for the record that the Village of MAYOR North Palm Beach taxpayers pay to the County over eight BR06VNrS mills in taxes from which we get almost nothing back, STATEMENT and I consider this as getting part of our own money FOR THE back, not any money from County residents. RECORD On motion of Councilman Marks, seconded by Vice Mayor RES. 38-79 Kazimir, 4-l, with Councilman Moore opposed, pro- ADOPTED posed Resolution No. 38-79 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF J. HOWELL CONSTRUCTION COMPANY FOR FORM WORK AND STEEL PLACEMENT FOR TWO HANDBALL COURTS - OSBORNE PARK - IN THE AMOUNT OF $7,875.00 FROM ACCOUNT N0. 71-581-63.7~F was read in full and adopted as read as Resolution No. 35-79. Councilman Moore stated that the reason he is voting COUNCITMAN against this resolution is the same reason as for MOOREiS voting against Resolution No. 36-79 and Resolution STATEMENT No. 37-79. FOR THE RECORD Councilman Moore moved that we move Item 12 (a) under ITEM MOVED Miscellaneous Business (Management Assistance) from FROP1 REGULAR the regular session agenda to tonightrs workshop session agen- TO WORKSHOP da.
