01-11-1979 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JANUARY 11, 1979 Present: Al Moore, Mayor Donald J. Kazimir, Vice Mayor W. H. Brown, President Pro Tem ' V_ A. Marks, Councilman Patsy B. Love, Councilwoman Herbert L. Gildan, Village Attorney Paul J. Nicoletti, Village Manager Dolores R. Walker, Village Clerk Mayor Moore called the Regular Session to order at 7:33 p.m. ROLL CALL All members of the Council were present. Councilman Marks gave the invocation and Vice Mayor Kazimir INVOCATION led the Council and the public in the Pledge of Allegiance __ & PLEDGE OF to the Flag. ALLEGIANCE On motion of Vice Mayor Kazimir, seconded by Councilwoman APPROVAL OF Love, all present voting aye, the Minutes of Regular MINUTES Session held Thursday, December 14, 1978 were approved as written. Mayor Moore read and signed Proclamation on Jaycee Week - JAYCEE-WEEK January 21 through 27, 1979. PROCLAMATION READ & SIGNED BY MAYOR On motion of Councilman Marks, seconded by Vice Mayor ' Kazimir, all present voting aye, the Following minutes were accepted by the Council: Special Meeting of Planning Commission held November 28, 1978 Regular Meeting of Planning Commission held December 5, 1978 Special Meeting of Planning Commission held December 12, 1978 Special Meeting of Planning Commission held December 19, 1978 Regular Meeting of North Palm Beach Country Club Advisory Board held December 19, 1978 Councilman Marks moved that we approve the recommendation CC AD. BD. of the Country Club Advisory Board to allow St. Clare's RECOMMENDATION School to use the tennis courts on February 10 and 11, APPROVED 1979 for a benefit tournament. The motion was seconded by Vice Mayor Kazimir and all present voted aye. Vice Mayor Kazimir moved that we approve the recommendation MOTION TO of the Country Club Advisory Board that the list of special APPROVE CC AD. events for golf be approved as presented with the exception BD. RECOMMEN- of the Palm Beach County Open. The motion was seconded by DATION Councilman Marks. Minutes of Regular Session Held Thursday, January 11, 1979 Page 2 Councilman Brown moved to amend the motion as follows: AMENDMENT That we stipulate that we approve the PGA Pro-Am on TO MOTION April 16, 1979 with the stipulation that the members of WITHDRAWN the club be able to use other courses free of charge and with the same cart fees that the members pay at North ' Palm Beach, as we did last year. The motion was seconded by Councilman Marks. Councilman Brocvn withdrew his amendment and Councilman Marks withdrew his second. Thereafter Council voted on the main motion which passed MAIN MOTION unanimously. PASSED 5-0 On motion of Councilwoman Love, seconded by Vice Mayor BILL 316 Kazimir - 4-1, with Mayor Moore opposed.- Bill No. 316 PLACED ON entitled: 1ST READING AN ORDINANCE OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1977-78 BY INCREASING REVENUES AND APPROPRIATIONS OF THE GENERAL FUND BY $39,163.00 AND TRANSFERRING SAID AMOUNT TO THE COUNTRY CLUB REVENUE FUND was placed on first reading and read by title alone. On motion of Councilman Brown, seconded by Vice Mayor RES. 1-79 Kazimir, all present voting aye, proposed Resolution ADOPTED No. 1-79 entitled: ' A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, APPOINTING A PERSON TO FILL THE POSITION OF CIVIL DEFENSE DIRECTOR; AND PROVIDING AN EFFECTIVE DATE was read in full and adopted as read as Resolution No. 1- 79 . On motion of Councilwoman Love, seconded by Vice Mayor RES. 2-79 Kazimir, all present voting aye, proposed Resolution ADOPTED No. 2-79 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, REPEALING RESOLUTION NO. 59-78 AND PROVIDING AN EFFECTIVE DATE was read in full and adopted as read as Resolution No. 2- 79 . On motion of Councilman Brown, seconded by Councilwoman RES. 3-79 Love, all present voting aye, proposed Resolution No. ADOPTED 3-79 entitled: A RESOLUTION OF THE VILLAGE- COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF ' UNIVERSITY MICROFILMS INTERNATIONAL FOR ONE MICROFILM/MICROFISCHE READER PRINTER IN THE AMOUNT OF $3,320.00 FROM ACCOUNT N0. 14-512- 64.80 was read in full and adopted as read as Resolution No. 3-79. Minutes of Regular Session -- Held Thursday, January 11, 1979 Page 3 On motion of Councilman Marks, seconded by Vice Mayor RES. 4-79 Kazimir, all present voting aye, proposed Resolution ADOPTED No. 4-79 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF .THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REQUESTING ' PERMISSION FROM THE BOARD OF COUNTY COMMISSIONERS PURSUANT TO FLORIDA STATUTES 171.062 TO REZONE LAND TO BE ANNEXED TO THE VILLAGE OF NORTH PALM BEACH FROM THE COUNTY ZONING CLASSIFICATION SINGLE FAMILY RESIDENCE AND COMMERCIAL TO THE VILLAGETS ZONING CLASSIFICATION R-l, SINGLE FAMILY DWELLING DISTRICT was read in full and adopted as read as Resolution No. 4-79. Councilwoman Love moved that we authorize the Mayor and MAYOR AND the Village Manager to sign the Agreement with the State MANAGER AUTH- of Florida (Department of Community Affairs designating ORIZED TO SIGN the Village of North Palm Beach as the sub-grantee for AGREEMENT WITH the Intergovernmental Personnel Act funding program). STATE OF FLORIDA The motion was seconded by Vice Mayor Kazimir and all --- present voted aye. Councilman Marks moved that we authorize the purchase of .AUTHORIZATION gymnastics equipment in the amount of $1,928.01 to be TO PURCHASE expended from Account No. 61-519-99.11, Council Con- GI~INASTICS tingency. The motion was seconded by Councilman Brown EQUIFD7ENT and all present voted aye. Councilman Marks moved that we table agenda item 12 (c), MOTION DIED FO_R (Newsletter Format). The motion died for lack of a LACK OF A second. SECOND Vice Mayor Kazimir moved that we adopt the new format NEW NEWSLETTER of the Newsletter and the Village logo. The motion was FORMAT & VILLAGE seconded by Councilman Brown and passed 3-2, with Mayor LOGO ADOPTED Moore and Councilman Marks opposed. Councilman Marks moved that we have the Village Manager MANAGER TO FILE file an objection from the Council (to the District OBJECTION RE Engineer of the U. S. Corps of Engineers) and state CONSTRUCTION the reasons why, such as we have done in the past OF MARINA AT (regarding the permit application of Arkton Corporation STATE ROAD 703 Limited to construct a marina at State Road 703 near North Palm Beach). The motion cvas seconded by Counc_il_woman Love and all present voted aye.
