Mayor Moore called the Regular Session to order at ROLL CALL
7:30 p.m. All members of the Council were present.
Vice Mayor Kazimir gave the invocation and Councilman INVOCATION &
Brown led the Council and the public in the Pledge of PLEDGE OF
Allegiance to the Flag. ALLEGIANCE
On motion of Vice Mayor Kazimir, seconded by Council- APPROVAL OF
woman Love, all present voting aye, the following MINUTES

On motion of Councilwoman Love, seconded by Vice ACCEPTANCE OF
Mayor Kazimir, all present voting aye, the Minutes MINUTES
of Special Meeting of Planning Commission held Jan-
uary 30, 1979 were accepted by the Council.
Councilman Marks moved that we proceed with the work -WATER PROBLEM -
to clear up the water problem in front of the 10th 10TH GREEN -
green, in an amount not to exceed $8,000.00, and ex- TO BE CLEARBD
peed the funds from the R.O.F. The motion was second- UP
ed by Vice-Mayor Kazimir and all present voted aye.
On motion of Councilwoman Love, seconded by Vice BILL 317
Mayor Kazimir, all present voting aye, Bill No. PLACED ON
317 entitled: 1ST READING
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ORDINANCE N0. 6-77 OF THE VILLAGE
OF NORTH PALM BEACH, WHICH ORDINANCE ADOPTED THE
APPEARANCE CODE AND THE ZONING CODE OF THE VILLAGE
AS PART OF THE COMPREHENSIVE PLAN, BY REMOVING THE
APPEARANCE CODE AND ZONING CODE FROM THE COMPRE-
' HENSIVE PLAN OF THE VILLAGE
was placed on first reading and read by title alone.
On motion of Councilwoman Love, seconded by Council- RES. 12-79

PALM BEACH, FLORIDA, DIRECTING THE VILLAGE CLERK
TO PUBLISH NOTICE OF THE GENERAL ELECTION TO BE
HELD ON MARCH 20, 1979; NAMING THE TIME AND PLACE
WHERE SUCH ELECTION SHALL BE HELD; APPOINTING THE
ELECTION OFFICIALS FOR THE GENERAL ELECTION AND
RUN-OFF ELECTION; DECLARING THE OFFICES TO BE FILLED
AT SUCH ELECTION; AND SETTING FORTH A QUESTION TO BE
SUBMITTED TO THE ELECTORS OF THE VILLAGE FOR THEIR
NON-BINDING OPINION

EQUIPMENT SERVICE, INC. FOR EQUIPMENT & INSTALLATION
FOR ONE AUTOMOBILE SHOP LIFT IN THE AMOUNT OF $2,080,00
FROM ACCOUNT N0. 35-590-64.90

On motion of Councilman Marks, seconded by Councilman
Brocan, all present voting aye, proposed Resolution No,
14-79 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, EXPRESSING THE INTENTION OF THE
VILLAGE COUNCIL TO TAKE ALL REASONABLE AND NECESSARY
STEPS TO PROTECT THE CONSUMING PUBLIC FOR WATER AND
SEWER SERVICES IN THE VILLAGE OF NORTH PALM BEACH AND
NEIGHBORING COMMUNITIES AND SETTING FORTH CONSIDERATIONS
ON ACQUISITION OF THE UTILITY BY ONE OR MORE GOVERNMENTAL
ENTITIES WHERE WATER AND SEWER SERVICE IS BEING PROVIDED
was read in-full and adopted as read as Resolution No.

Vice Mayor Kazimir moved that we accept the recommendation DELINQUENT
of the Village Manager and declare these (delinquent ACCOUNTS -
accounts - North Palm Beach Country Club) bad debts. The NPBCC
motion was seconded by Councilman Brown and all present
voted aye.
Councilman Brown moved that we authorize the purchase AUTHORIZATION
of 750 reams of 82 x 11 Xerox paper at $2.19 per ream TO PURCHASE
from A. B. Dick and that the money be expended from XEROX PAPER
Inventory Account No. 141-400. The motion was seconded FROM A. B.
by Vice Mayor Kazimir and all present voted aye. DICK
Vice Mayor Kazimir moved that we authorize cart fees AUTHORIZATION
in the amount of $5.20 for the February 18th MGA Pro- FOR CART FEES
Am and the April 4th Ladies Guest Day at the North
Palm Beach Country Club. The motion was seconded by
Councilman Marks and all present voted aye.

Councilman Marks moved that we appoint Ogle and Waters, OGLE & WATERS
Inc, to review our pension plan in an amount not to APPOINTED
exceed $1,200.00 to be expended from Account No. 09- TO REVIEW
519-31.90. The motion was seconded by Councilman PENSION PLAN
Brown and all present voted aye.
Councilwoman Love moved that we put back on the agenda ITEM ON
at this time the item concerning the decoration on the DECORATION OF
doors of the police cars. The motion was seconded by POLICE CARS
Vice Mayor Kazimir and passed 3-2, with Mayor Moore PLACED ON
and Councilman Marks opposed. AGENDA
Councilman Marks moved that we table this item since
we do not have the information brought before us at
this time. The motion died for lack of a second.
Councilwoman Love moved to recess the meeting until
9:10 p.m. The motion was seconded by Vice Mayor
Kazimir and all present voted aye.
The meeting was recessed at 9:00 p.m. and was recon-
vened at 9:10 p.m.
There was discussion among the Council members concern-
ing which drawing should be placed on the police cars.
Councilman Marks moved that we place Drawing "ET' on the
doors of the police cars (Drawing "E" is a 12 inch by
17 inch police type shield with appropriate wording
and the Village logo). The motion was seconded by
Councilman Brown.
Councilwoman Love moved to amend the motion as follows:
That a blue stripe be painted on each vehicle. The
motion died for lack of a second.
Thereafter Council voted on the main motion which
passed ~F-1, with Mayor Moore opposed.
Councilman Marks moved that we place on the agenda at
this time statements from the incumbents as to whether
or not they will run for office again. The motion was
seconded by Councilman Brown and all present voted aye.
There being no further business to come before the
Council, on motion of Councilman Brown, seconded by
Councilman Marks, all present voting aye, the meeting
was adjourned at 9:20 p.m.

not allow this account to be written off so penalties will be added.
