08-09-1979 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 9, 1979 Present: W. H. Brown, Mayor Donald J. Kazimir, Vice Mayor Patsy B. Love, President Pro Tem V. A. Marks, Councilman Al Moore, Councilman ' Herbert L. Gildan, Village Attorney Paul J. Nicoletti, Village Manager Dolores R. Walker, Village Clerk Linda J. Staples, Deputy Village Clerk Mayor Brown called the Regular Session to order at ROLL CALL 7:30 p.m. A11 members of the Council were present except Councilman Marks who arrived at 7:32. President Pro Tem Love gave the invocation and Vice INVOCATION Mayor Kazimir led the Council and the public in the & PLEDGE OF Pledge of Allegiance to the Flag. ALLEGIANCE The following minutes stand as prepared: APPROVAL OF MINUTES Public Hearing held Thursday, July 26, 1979 Regular Session held Thursday, July 26, 1979 Mayor Brown presented Certificates. of Appreciation PRESENTATION to Suzanne Gibson, Peggy Enders and Ben Rose for OF CERTIFICATES their service on the Advisory Boards. Also receiving OF APPRECIATION Certificates of Appreciation, but not present at the meeting were Frederick Parsons, Frank Steinitz, ' Emery Newell, Harold Tiedemann, Jean Atherton, Ronald Schwab, George Crocker, Max Nowlin, Henry Eckes, Jr., and John Dunnuck. State Representative Jim Watt appeared before the REP. JIM WATT Village Council and spoke on the establishment of APPEARED BEFORE Code Enforcement Boards and briefly discussed three COUNCIL other matters of interest to municipalities passed by the Florida Legislature during the last session. The minutes of Regular Meeting of the North Palm Beach ACCEPTANCE Library Advisory Board held June 24, 1979 stand as OF MINUTES corrected. On motion of Councilman Marks, seconded by Councilman BILL 332 Moore, all present voting aye, Bill No. 332 entitled: PLACED ON 2nd READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE VILLAGE OF NORTH PALM BEACH CODE BY CREATING THE OFFICE OF DEPUTY VILLAGE CLERK AND SETTING FORTH THE DUTIES OF THE DEPUTY VILLAGE CLERK. ' was placed on second reading and read by title alone. On motion of Councilman Moore, seconded by Vice Mayor ORDINANCE 17-79 Kazimir, all present voting aye, Bi11 No. 332 was ADOPTED adopted as Ordinance 17-79. Minutes of Regular Session Held Thursday, August 9, 1979 Page 2 Councilman Moore moved that we place under Item 12d, Miscellaneous Business, on tonight's Regular Session Agenda, CouncilTs confirmation of the Deputy Village Clerk. The motion was seconded by Vice Mayor Kazimir and all present voted aye. ' On motion of Vice Mayor Kazimir, seconded by President Pro Tem Love, all present voting aye, the Council authorized the Mayor to execute that certain Agreement with Management Improvement Corporation of America (MICA). On motion of President Pro Tem Love, seconded by Vice Mayor Kazimir, all present voting aye, the .Council authorized the Mayor to execute that certain Agreement between the Village and Durbin Paper Stock Company and Southeast Recycling Corporation to purchase salvageable newspaper collected by the Village. President Pro Tem Love moved to authorize_representa- tives of Explorer Post #911 to solicit contributions from the business community to provide prizes and awards for the Fall Fishing Tournament. The motion was seconded by Vice Mayor Kazimir and all present voted aye. .J Councilman Moore moved that we confirm the appointment of Linda Staples as Deputy Village Clerk. The motion was seconded by President Pro Tem Love and all present voted aye.
