09-14-1978 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 14, 1978 Present: Al Moore, Mayor Donald J. Kazimir, Vice Mayor W. H. Brown, President Pro Tem V. A. Marks, Councilman Patsy B. Love, Councilwoman Thomas Yeager, Village Attorney Paul J. Nicoletti, Village Manager Jacquelyn Reedy, Deputy Village Clerk Mayor Moore called the Regular Session to order at 8:40 ROLL CALL p.m. All members of the Council were present. Councilman Brown gave the invocation and Councilwoman INVOCATION & Love led the Council and the public in the Pledge of PLEDGE OF Allegiance to the Flag. ALLEGIANCE On motion of Vice Mayor Kazimir, seconded by Councilman APPROVAL OF Brown, all present voting aye, the minutes of Regular MINUTES Session held Thursday, August 24, 1978 were approved as written. Mayor Moore read and signed the following Proclamations: PROCLAMATIONS READ & SIGNED Leukemia Month - September 1975 BY MAYOR India Day - September 16, 1978 Constitution Week - September 17-23, 1978 On motion of Councilwoman Love, seconded by Vice Mayor ACCEPTANCE OF Kazimir, all present voting aye, the Minutes of Special MINUTES Meeting of Planning Commission held August 22, 1978 were accepted by the Council. On motion of Councilman Brown, seconded by Vice Mayor CC AD. BD. Kazimir, all present voting aye, Council accepted the RECOMMENDATION recommendation of the Country Club Advisory Board that ACCEPTED the most desirable level of food services for the fiscal year 1978-79 should include a continental breakfast, a limited luncheon menu, snack bar and special scheduled functions. On motion of Councilman Marks, seconded by Councilman CC AD. BD. Brown, all present voting aye, Council rejected the RECOMMENDATION recommendation of the Country Club Advisory Board that REJECTED Council set aside up to $20,000 for new lights and re- surfacing four of the tennis courts, the funds to be in the Village General Fund for the Capital Improve- ment Program. Councilman Marks moved that Council reject the recom- MOTION DIED FOR mendation of the Country Club Advisory Board that all LACK OF A resident membership fees be raised 10%, rounded off SECOND to the next $5.00, and non-resident fees an equal dollar amount. The motion died for lack of a second. On motion of Councilman Brown, seconded by Vice Mayor CC. AD. BD. Kazimir - 4-1, with Councilman Marks opposed - Council RECOMMENDATION accepted the recommendation of the Country Club Ad- ACCEPTED visory Board that all resident membership fees be raised 10%, rounded off to the next $5.00 and non-resident fees an equal dollar amount. Minutes o£ Regular Session Thursday, September 14, 1978 Page 2 Councilman Brown moved to accept Items 4, 5 and 6 as MOTION TO recommended by the Country Club Advisory Board and ACCEPT ITEMS adjusted by the attachment to the letter dated Septem- 4, S & 6 ber 15, 1978 received from the Village Manager as to fees, etc. The motion was seconded by Councilman Marks. Councilman Brown moved to amend the motion as follows: MOTION TO ' Anybody who pays greens fees except juniors must use a AMEND FAILED cart. The motion was seconded by Councilman Marks for discussion only. The motion failed 1-~F, with Mayor Moore, Vice Mayor Kazimir, Councilman Marks and Council- woman Love opposed. Councilman Marks moved to amend the motion as follows: That non-residents plus greens fee players must use a cart. The motion died for lack of a second. Thereafter Council voted on the main motion which passed unanimously. On motion of Councilman Marks, seconded by Councilman Brown, all present voting aye, Bi11 No. 312 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1977-78 BY INCREASING THE ESTIMATED REVENLTE AND APPROPRIATIONS OF THE GENERAL FUND BY $8,350.00 ' was placed on second reading and read by title alone. On motion of Councilman Brown, seconded by Vice Mayor Kazimir, all present voting aye, Bill No. 312 was adopted as Ordinance No. 22-78. Councilman Marks moved that Bill No. 314 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1978; FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1978 TO SEPTEMBER 30, 1979, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE be placed on First reading and read by title alone. The motion was seconded by Councilman Brown. Vice Mayor Kazimir moved to amend Bill No. 314 as follows: That -Ecvo more modules in the amount of $51,600.00 be added to the Anchorage Park Complex as part of the Capital Improvement Program and that the 1978-79 budget be adjusted to reflect this. The motion was seconded by Councilwoman Love and failed 2-3, with Mayor Moore, Councilman Brown and Councilman Marks opposed. MOTION TO AMEND DIED FOR LACK OF A SECOND MAIN MOTION PASSED UNAN- IMOUSLX BILL 312 PLACED ON 2ND READING BILL 312 ADOPTED AS ORD. 22-78 MOTION TO PLACE BILL 314 ON 1ST READING MOTION TO AMEND B1LL 314 FAILED ~, t 1 U Minutes of Regular Session Held Thursday, September 14, 1978 Page 3 Thereafter Council voted on the main motion which passed unanimously. On motion of Councilman Brown, seconded by Council- woman Love, all present voting aye, proposed Resolution No. 39-78 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF PARK STRUCTURES, INC. FOR TWO PREFABRICATED MODULAR WOOD BUILDINGS IN THE AMOUNT OF $34,518.00 FROM ACCOUNT N0. 71-411.10 was read in full and adopted as read as Resolution No. 39-78. Councilman Marks moved that we authorize the Mayor to sign those certain Agreements between the Village and Richard Cavanah and Peter Finlayson for services as Pool Manager and Golf Professional respectively. The_ motion was seconded by Councilman Brown and all present voted aye.
