04-14-2016 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 14, 2016 Present: David B. Norris, Mayor Doug Bush, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tem. Robert A. Gebbia, Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 8:50 p.m. All members of Council were present. All members of staff were present. NORTH PALM BEACH COUNTRY CLUB CLUBHOUSE AND FACILITIES Further discussion was held concerning the scope and design of the clubhouse project. Architect Brian Idle, Peacock + Lewis, gave a presentation on the Clubhouse and facilities entitled "Building a Clubhouse, Charting a New Direction." Mr. Idle gave a summary of the February 19, 2016 field trip to the clubhouses at Delray Dunes, Palm Beach Par 3, and the Breaker's Golf and Tennis Club, and the direction received from Council and staff at the Special Workshop meeting following the field trip. Mr. Idle presented the new design for the clubhouse and amenities, including floor plans, elevations, and conceptual renderings. Mr. Idle gave examples of structures with similar design features. Mr. Idle reviewed hard and soft costs for additional community use amenities in the clubhouse, and the cost for pool revitalization. Mr. Idle summarized the hard costs for a new clubhouse with a proposed 54,052 total gross square footage, and detailed the projected costs for temporary facilities, demolition, and site work. Mr. Idle reviewed other costs, including design costs, aquatics improvements, and soft costs such as furniture, fixtures, equipment, etc. Mr. Idle discussed issuing a Request for Proposals (RFP) for restaurant operations with these options: • restaurant and banquet facilities • restaurant only • lease space fully built and furnished • lease shell space for custom build -out by lessee Council discussed issues including the cost, the overall size of the proposed facility; the square footage allotted to restaurant and banquet facilities, lower level cart storage versus a cart barn, and the cost to rebuild with the current facility's square footage. Discussion took place on issuing an RFP using the current concept as proposed. Council consensus was to issue a Request for Proposals with options, as discussed. Minutes of Village Council Workshop Session held April 14, 2016 Page 2 of 2 CODE AMENDMENT — RIGHT -OF -WAY ORDINANCE Discussion took place concerning a proposed ordinance amending Division 2, "Permit," of Article II, "Excavations," of Chapter 24, "Streets, Sidewalks and Public Places," of the Village Code of Ordinances to establish administrative policies and procedures for the use of public rights-4-way. Mr. Kelly stated the existing regulations pertaining to the use of public rights -of -way is outdated and does not sufficiently address concerns related to maintaining pedestrian and motorist safety, or the aesthetic appearance of the Village. Mr. Kelly described some recent issues with work that was done in the public rights -of -way. Discussion took place regarding Section 24 -38. Mr. Rubin clarified what the permit would cover, and advised that the language in this section would be revised. Discussion ensued on Section 24- 30(a)(2). It was requested that "where applicable" be defined. It was requested that language in Section 24 -31(3) referring to "The permittee and/or property owner" be reviewed. By consensus, this item was forwarded to the next Regular Session.
