07-27-1978 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 27, 1978 PRESENT: Al Moore, Mayor Donald J. Kazimir, Vice Mayor W. H. Brown, President Pro Tem V. A. Marks, Councilman Patsy B. Love, Councilwoman Herbert L. Gildan, Village Attorney Paul J. Nicoletti, Village Manager Dolores R. Walker, Village Clerk_ Mayor Moore called the Regular Session to order at 7:30 ROLL CALL p.m. All members of the Council were present. Councilman Marks gave the invocation and Vice Mayor INVOCATION & Kazimir led the Council and the public in the Pledge PLEDGE OF of Allegiance to the Flag. ALLEGIANCE On motion of Councilwoman Love, seconded by Vice Mayor APPROVAL OF Kazimir, all present voting aye, the following minutes MINUTES were approved as written: Minutes of Public Hearing held Thursday, July 13, 1978 Minutes o£ Regular Session held Thursday, July 13, 1978 Mayor Moore read and signed Proclamation on "Clown PROCLADIATION - Week" - August 1-7, 1978. There were fcur members "CLOWN WEEK" of "Clowns o£ the Palm Beaches" present at the meeting to accept the Proclamation. Councilman Marls moved that we take the temporary action TEMPORARY ACTION necessary in the dining room of the North Palm Beach TO BE TAKEN Country Club until we recoup our losses. The motion IN DINING ROOM was seconded by Councilman Brown and all present voted OF NPBCC aye. Councilman Brown moved that the minutes of Regular .ACCEPTANCE OF Meeting of North Palm Beach Country Club Advisory MINUTES Board held June 20, 1978, and the minutes of Regvlar Meeting of North Palm Beach Country Club Advisory Board held July 18, 1979 be accepted by the Council. The vote on the minutes o£ June 20th was 4-1, with Councilman Marks opposed. The vote on the minutes of July 18th was 5-0. Concerning the recommendation of the Library Board LIBRARY BOARD contained in the minutes of their meeting held RECOMMENDATION June 15, 1978, Councilman Brown moved that we make the childrenTS hours the same as the adult's .hours, whatever they turn out to be. The motion was second- ed by Vice Mayor Kazimir and all present voted aye. On motion of Councilman Brown, seconded by Vice Mayor BSLL 3-06 Kazimir, all present voting aye, Bill No. 306 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 6 OF THE VILLAGE OF NORTH PALM BEACH CODE, IT BEING THE BUILDING CODE OF THE VILLAGE, BY AMENDING THE CRITERIA Minutes of Regular Session Held Thursday, July 27, 1978 Page 2 1 FOR LAND MANAGEMENT AND USE TO COMPLY.WITH THE RULES AND REGULATIONS OF THE NATIONAL FLOOD INSURANCE PROGRAM WITH REGARD TO THE FLOOD PLAIN AREAS AS DELINEATED ON THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, SPECIAL FLOOD HAZARD AREA MAP DATED NOVEMBER 30, 1977, COMMUNITY N0. 120217 was placed on second reading and read by title alone. On motion of Councilwoman Love, seconded by Council- man Marks, all present voting aye, Bill No. 306 was adopted as Ordinance No. 19-78. On motion of Vice Mayor Kazimir, seconded by Council- woman Love - 4-l, with Councilman Marks opposed_ - Bill No. 309 entitled: BILL 306 ADOPTED AS ORD. 19-78 BILL 309 PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, MAKING TECHNICAL AMENDMENTS TO THE VILLAGE OF NORTH PALM BEACH CODE BY RE-NUMBERING THE MECHANICAL CODE FROM CHAPTER 22 TO CHAPTER 21; BY REPEALING THOSE PORTIONS OF CHAPTER 36 OF THE VILLAGE OF NORTH PALi~1 BEACH CODE WHICH WERE ADOPTED BY ORDINANCE N0. 25; BY ORDINANCE N0. 59, BY ORDINANCE N0. 73, BY ORDIN- ANCE N0. 113-65, BY ORDINANCE N0. 129-66, BY ORDIN- ANCE 196-69, AND BY ORDINANCE N0. 223-71; AND BY AMENDING SECTION 2-7 OF THE VILLAGE OF NORTH PALM BEACH CODE TO REFLECT THE VILLAGE COUNCIL MEMBERS SALARY OF $200 PER MONTH 1 was placed on first reading and read by title alone. (hi motion of Councilman Brown, seconded by Council- woman Love, all present voting aye, Bill No. 310 entitled: BILL 310 PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1977-78 BY APPROPRIATION TRANSFERS was placed on first reading and read by title alone. Councilman Brown moved that we undertake a defense of the Norman R. Gregory lawsuit. The motion was seconded by Vice Mayor Kazimir and all present voted aye.
