Mayor Moore called the Regular Session to order at 8:01 ROLL CALL
p.m. All members of the Council were present.
Vice Mayor Kazimir gave the invocation and Councilman INVOCATION
Brown led the Council and the public in the Pledge of & PLEDGE OF
Allegiance to the Flag. ALLEGIANCE
On motion of Councilwoman Love, seconded by Vice Mayor APPROVAL OF
Kazimir, all present voting aye, the minutes of Regular MINUTES
Session held Thursday, June 22, 1978 were approved as
written.
On motion of Councilwoman Love, seconded by Councilman ACCEPTANCE OF
Marks, all present voting aye, the following minutes MINUTES

Concerning the recommendation of the Planning Commission PLANNING CC2viM.
that we annex approximately twelve acres of land south RECOMMENDATION
of Garden Lane and-east of Prosperity Farms Road, Vice APPROVED
Mayor Kazimir moved that we turn over to the Planning
Commission and staff whatever information we have re-
ceived from the owners (Royal American Realty, Inc.)
to prepare and hold public hearings on annexing these
twelve acres of land into the Village. The motion was
seconded by Councilman-Marks and all present voted aye.
Concerning the recommendation of the Library Board that LIBRARY BD.
the hours of the Children's Library be changed effective RECOMMENDATION
August 28, 1978,Cotincilman Marks moved that we advise the NOT VOTED UPON
Library Board that this recommendation was not voted
upon based on the fact that the Library Board had amended
the recommendation at a later date. The motion was
' seconded by Councilwoman Love and all present voted
aye.
Councilwoman Love moved that Bill No. 293 entitled: MOTION TO PLACE
BILL 293 ON
AN ORDINANCE ADOPTING AND ENACTING A NEW CODE 1ST READING
OF ORDINANCES OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA; ESTABLISHING THE SAME; PROVIDING FOR THE

REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN;
SAVING FROM REPEAL CERTAIN ORDINANCES RELATING TO
CERTAIN SPECIFIC SUBJECTS OF VILLAGE REGULATIONS;
THE MANNER OF AMENDING SUCH CODE OF ORDINANCES;
A PENALTY FOR THE VIOLATION THEREOF; AND PROVIDING
WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE

motion was seconded by Vice Mayor Kazimir.
Councilman Brown moved to amend the motion as follows:
That we table Bill No. 293 until we straighten out the
questions that nocv exist. The motion was seconded by
Councilman Marks and all present voted aye.
Councilwoman Love moved that Bill No. 305 entitled
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING CHAPTER 45 OF THE VILLAGE OF
NORTH PALM BEACH CODE, IT BEING THE ZONING CODE
OF THE VILLAGE, BY CREATING PLANNED UNIT DEVELOP-
MENT ZONING REGULATIONS, SETTING FORTH A DEFINITION
OF PLANNED UNIT DEVELOPMENT, THE PURPOSE AND SCOPE
OF PLANNED UNIT DEVELOPMENT, THE FACTORS AND STANDARDS
TO BE EVALUATED IN CREATING A PLANNED UNIT DEVELOP-
MENT, THE GENERAL REQUIRIIKENTS AND SPECIAL REGULATIONS
OF PLANNED UNIT DEVELOPMENTS; SETTING FORTH AN EFFECTIVE
DATE AND PROVIDING A SAVINGS CLAUSE
be placed on second reading and read by title alone.
The motion was seconded by Vice Mayor Kazimir.
Councilman Brown moved to amend the motion as follows BILL .305
That Bill No. 305 be tabled until all legal questions TABLED
have been researched and answered. The motion was
seconded by Councilman Marks and all present voted aye. __
On motion of Councilman Marks, seconded by Vice Mayor BILL 307
Kazimir, all present voting aye, Bill No. 307 entitled: PLACED ON

AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR
THE FISCAL YEAR 1977-78 BY TRANSFERRING FUNDS FROM
THE COUNCIL CONTINGENT ACCOUNT TO CAPITAL IMPROVE-
MENTS PROGRAM, LAKESIDE PARK SHELTER
was placed on second reading and read by title alone.
On motion of Councilman Brown, seconded by Vice Mayor BILL 307
Kazimir, all present voting aye, Bill No. 307 was ADOPTED AS
adopted as Ordinance No. 17-78. ORD. 17-78
On motion of Councilwoman Love, seconded by Vice Mayor BILL 308
Kazimir, all present voting aye, Bill No. 308 entitled: PLACED ON

THE FISCAL YEAR 1977-78 BY INCREASING THE ESTIMATED
REVENUE AND APPROPRIATIONS OF THE GENERAL FUND BY

Councilman Marks moved that we authorize the purchase of AUTHORIZATION
fifty-four Douglas 105 Golf Cart Storage Batteries from TO PURCHASE

Councilman Marks moved that we turn down the City of Riviera RIVIERA BEACH
Beach Economic Development Planning Assistance Grant Applica- GRANT APPLICA-
tion and state that it is a duplication of ongoing plans TION TURNED
already in effect at this time. The motion was seconded DOWN
by Vice Mayor Kazimir and all present voted aye.
There being no further business to come before the Council, ADJOURNMENT
on motion of Councilwoman Love, seconded by Vice Mayor
Kazimir, all present voting aye, the meeting was adjourned
at 8:45 p.m.
