10-18-1977 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, OCTOBER 18, 1977 Present: M. C. Love, Jr., Mayor , V. A. Marks, Vice Mayor Al C. Moore, President Pro Tem William H. Brown, Councilman Donald J. Kazimir, Councilman Paul J. Nicoletti, Village Manager Thomas Yeager, Village Attorney Dolores R. Walker, Village Clerk Mayor Love called the Public Hearing to order at 7:00 p.m. All members of .the Council were present. The purpose of this Public Hearing is-to hear the public concerning the possible revocation of the occupational license of Mr. Richard P. Stahl, owner of the Dutchman's Rathsk®ller, 775 Northlake Boulevard, North Palm Beach, Florida. Mr. Thomas Yeager, Village Attorney, stated the first thing he would like to do was to have this record of to- nightTS proceeding reflect that last Thursday, October 13, 1977, there was a public meeting, there were fifty or so Village residents who requested and joined in the action to revoke the occupational license of the Dutch- man~s Rathskeller, and also at that meeting Mr. Stahl was present and did present his side of the story and evidence to the Council as well as bringing in, in his support, other members of the community. I want this record to reflect that since the ordinance does not provide a method of hearing, we•wish that the transcript of that record, the recorded transcript of that meeting which we have kept, to be incorporated into this meeting without rehearing the entire proceedings all over again. I believe we have the right to do that. The Village is prepared to have the Public Safety Director, or one of his Lieutenants, verify the fact of all the complaints listed in the letter of October 14, 1977 by Mayor M. C. Love, Jr. to Mr. Richard P. Stahl which specifies the offenses-which form the basis of this revocation hearing. I think, as a matter of procedure, I will just put on Lieutenant Roberts and let him explain to the Council what these things are about. That would be the only evidence we are going to present in support of this petition. -ROLL CALL PURPOSE OF PUBLIC HEARING COMMENTS OF VILLAGE ATTORNEY A copy of the minutes of the Village CouncilTs Workshop Session of October 13, 1977, to which Mr. Yeager referred, is attached to the minutes of this Public Hearing. The motion was seconded 5442 & 5443 by Councilman Moore and all present voted aye. REVOKED Mayor Love made the following statement: MAYOR LOVE REVOKES Public notice is hereby given that I hereby revoke PROCLAMATION the Proclamation issued on October 14, 1977 under Florida Statute 562.454.
