Mayor Love called the Workshop Session to order at 8:58 p.m. All members
of the Council were present.
The Village Council discussed the following item and scheduled it for
a Public Hearing on Tuesday, October 18, 1977:
REVOCATION OF OCCUPATIONAL LICENSE - DUTCHMAN'S RATHSKELLER
Mayor Love, before the discussion began, asked the Village Attorney, Mr.
Herbert L. Gildan, what procedures would be necessary if the Council
were to revoke this occupational license. Mr. Gildan stated there is'
provision in our ordinances to revoke occupational licenses. He stated
that in his opinion you should advise the holder of the occupational
license o£ the charges and the reasons for which you desire to revoke it,
give him a reasonable time to show cause, if he can, why it should not
be revoked and, if he cannot show such cause, then you would feel free
to revoke the occupational license at that time. I would think an approxi-
mate five day opportunity from receipt of notice to a Public Hearing
to show cause, if he could do so, would be reasonable.
Councilman Brown asked Mr. Gildan if it would be in order to suspend the
license until he could show cause why it shouldnTt be revoked. Mr. Gildan
replied that there is a State Statute that permits the Mayor to suspend an
occupational license. If, in his opinion, there is a chance of riot or
substantial public disorder, the Mayor has the opportunity to suspend it
pending the time that the hearing can be had. If that is imminent or
in the MayorTs opinion such would occur, then the Mayor would have that
right and the Council Ts ability to revoke would come on hearing.
A petition was presented to the Council, a copy of which is attached to
these minutes, from the residents of the Fairhaven Addition of the Village
of North Palm Beach. Numerous people of this area testified to the noise,
property damage and the fear of personal injury due to the actions of patrons
at the Dutchman's Rathskeller.
Lt. Gerald Roberts of the Public Safety Department briefly explained the
fighting, shooting and violence which had occurred at the Dutchman's Raths-
keller.
Mr. Richard Stahl, the owner of Dutchman's Rathskeller, was present at
this meeting and he and some of his patrons stated they did .not condone
violence but that Mr. Stahl was entitled to conduct business. At that point,
Mr. Stahl also explained his problems with the area and laid the blame on
a rock band. The former owner, Mr. Schouten, blamed it on the State of
Florida for lowering the drinking age-from twenty-one to eighteen.
Public Safety Director, John J. McGuire, advised the Council that he had
heard from a reliable source that 100 sailors from the U.S.S. Nimitz were

advised the owner, Mr. Richard Stahl, and the Public Safety Department
to have the place closed at once to protect the Dutchman's Rathskeller
and the people in the neighborhood from violence until he was satisfied
that the threat of riot or mob violence was abated.

For the past several months there has been increasing noise and disturbances originating
from the Dutchman's ??athskeller Lounge on Northlake Boulevard in North Yalm Beach.
On'sevaral occasions residents of Fairhaven Drive have bran awakened by loud shouting,
apparent fights, sYUPali.n;3 car tires and .motorcycle disturbenc2s coming from the Rath-
skeller Lounge at 1:00 or 2:00 in the rnornin~. In addition to these problems, the estab-
lishment has the continual practice o£ emptying its used liquor bottles out in the back
alley at all hours of the nights with no consideration to sleeping residents. '.Chic-as wall
as loud r:,usic can be heard a block away.
The recent violence that has occurred there has caused many parents fear in leavin~~ their
children with baby sitters on week-ends. Because of these reasons, we-the residents o£
Fairhaven Drive do hereby request. that the Dutchman's N.athsiceller Lounge be forced to move
and 'the section bA rezoned so no other bar or similar place of business be established there.
